Two "century-long" projects - the new pride of Hai Phong City.

Two "projects of the century," including the Political-Administrative Center and the Convention-Performing Center of Hai Phong City, are nearing completion, reflecting the port city's vision for modern urban development.

State-of-the-art

Stepping into the urban area north of the Cấm River in early April, one can clearly feel the new momentum of this transforming region. Two major projects in Hai Phong , the Political-Administrative Center and the Conference-Performing Center, are nearing completion, standing tall, modern, and integrated, becoming prominent landmarks in the northern urban landscape of the port city.

Construction began in early 2023, and after nearly two years of work, thanks to the efforts of the Hai Phong Civil and Infrastructure Construction Investment Project Management Board - the project's investor - along with contractors, consultants, and supervisors, the two projects are nearing completion. Contractors are accelerating construction progress to ensure completion before April 25th, as directed by the Hai Phong city leadership.

The City's Political and Administrative Center is built on an area of ​​over 29,000 m², with a total floor area of ​​over 89,500 m², comprising two 14-story buildings arranged symmetrically along North-South and East-West axes. As the largest building in the Red River Delta region, it symbolizes the coastal city's aspiration for international development.

The building's architecture evokes the image of a ship venturing out to sea, breaking away from the rigid designs often seen in administrative centers. The interior space is scientifically and flexibly arranged with an "open office" model, integrating areas for citizen reception, one-stop administrative services, meeting rooms, and high-level guest reception areas… creating conditions for efficient, modern, and people-friendly operation of the government apparatus. Upon completion, the Hai Phong City Political and Administrative Center will be one of the most beautiful and modern architectural works in the country.

Right next to it is the City Convention and Performance Center – a building with an architectural design resembling a falling water droplet creating concentric waves, symbolizing the spread, convergence, and exchange of culture. This will be the venue for major national and international events.

The center is designed with 3 above-ground floors and 1 basement floor, with a maximum height of 36.5 m and a total floor area of ​​over 49,600 m². The building includes a large auditorium with a capacity of 1,500 seats, a multi-purpose hall with 500 seats, a circular meeting room with 100 seats, and more than 10 smaller meeting rooms, meeting the requirements for organizing high-level conferences and large-scale cultural events. Along with this is a comprehensive system of supporting facilities and technical infrastructure: emergency staircases, access to and from the basement, parking lots, landscaping, a water feature, and other modern technical systems.

The total investment for the two projects is nearly 5,000 billion VND, funded entirely by Hai Phong City's budget. During implementation, the City People's Council adjusted the investment capital and land use area three times to optimize functionality and long-term value.

Besides serving the administrative and meeting needs of the government and the people, the two projects also carry the mission of expanding urban space to the north of the Cam River - a concrete step in the strategy of developing Hai Phong City towards a multi-centered, modern, and sustainable direction.

According to the plan, the City's Political and Administrative Center will be officially completed by the end of April 2025. This will also be the venue for many important city events in 2025: the 70th anniversary of the liberation of Hai Phong (May 13, 1955 – May 13, 2025); the 12th Hai Phong Red Phoenix Flower Festival; the 17th City Party Congress, term 2025-2030…

The two "century-defining projects" of Hai Phong City not only symbolize the port city but also open up opportunities for extensive regional linkages for localities in the area. This is especially important given the upcoming merger of Hai Duong with Hai Phong.

With its state-of-the-art architecture, comprehensive planning, and vision for smart urban development, this administrative area is not only the operational center of Hai Phong City today and a future "super" city, but also a highlight in terms of infrastructure, culture, and regional exchange.

The city of Thủy Nguyên in Hải Phòng borders the town of Kinh Môn in Hải Dương. Relocating Hải Phòng's administrative center north of the Cấm River shortens the geographical distance between the two localities. This creates favorable conditions for Hải Dương to enhance trade and access modern amenities from the new Administrative and Political Center in the new urban area north of the Cấm River.

Hai Duong province is currently implementing the construction of a 3.1 km road connecting National Highway 17B with Dinh Bridge, linking to Thuy Nguyen City. Another project is the construction of a 7.22 km road connecting National Highway 17B (Hai Duong) with Provincial Road 352 (Hai Phong City), specifically the section from National Highway 17B to the Kinh Thuy River dike (Kinh Mon). This project aligns with the planned construction of a bridge over the Kinh Thuy River according to the approved plan, and is a joint investment between Hai Duong province and Hai Phong city. Both projects are currently in the design phase and are expected to commence in the third quarter of this year.

Once completed, these routes will become important connecting arteries, not only shortening travel time but also promoting trade and socio-economic development between the two localities. This will serve as a stepping stone for Hai Duong to work alongside Hai Phong should the merger of Hai Duong and Hai Phong become a reality.
