The whole province still has 20.7 km of dikes of level III or higher and 26.9 km of dikes below level III that have not been planted with bamboo to break waves.
In addition, according to local assessments, the province still has 18.8 km of dikes of level III or higher and 19.7 km of dikes below level III that cannot be planted with wave-breaking bamboo because the dikes pass through residential areas, some dike locations are close to rivers, and areas with many ponds...
Among the dikes that have been planted with wave-breaking bamboo, there are still 65.5 km of wave-breaking bamboo belonging to dikes of level III or higher and 9.2 km of wave-breaking bamboo belonging to dikes below level III that have not yet been effective.
According to the reporter's investigation, in recent years, many bamboo breakwaters are old and not pruned, the sparse bamboo rows are not regularly replanted, and in some places the bamboo has been burned or cut down, significantly affecting the safety of the dikes when the storm season comes.
Currently, the regime for those who preserve and protect wave-breaking bamboo is still implemented according to Decision No. 3135/QD-UB dated October 28, 1997 of the Provincial People's Committee regulating the policy mechanism, management, and land use in the river dike protection corridor and planting wave-breaking bamboo to protect the dike. Accordingly, each household or individual signing a contract to plant bamboo is limited to no more than 200 m long along the dike with a contract term of 7-10 years.

When the contract is properly implemented, the contractor is entitled to use the remaining area other than the area occupied by the bamboo to grow rice, short-term crops and benefit from these crops without having to contribute to the State. When the bamboo grows well and is suitable for exploitation, the contractor is entitled to a percentage of the economic benefits of the bamboo for exploitation.
However, the value of bamboo is decreasing day by day, and the inappropriate regime makes many people no longer interested in taking care of bamboo, leading to the neglect of bamboo wave-breaking trees...
