Hai Lang strives to build a new rural area.

With the attention and guidance of the central and provincial authorities, the Party Committee, government, and people of Hai Lang district have united as one, decisively leading and directing, mobilizing the entire political system from the district to the grassroots level to successfully implement the new rural development program, and have achieved remarkable results.

More than 13 years ago, when the national target program for building new rural areas was first implemented, the lives of the people in Hai Lang district were still facing many difficulties. In particular, the initial number of criteria met was quite low, averaging only 5.05 criteria per commune; the highest-achieving commune was Hai Thuong commune with only 8 criteria. Infrastructure was inadequate. The understanding of officials and people in the district regarding the new rural area construction program was also insufficient.

To ensure the smooth implementation of the New Rural Development Program in Hai Lang, the steering committee for the program at all levels in the district has been established and strengthened according to regulations, ensuring that it meets the requirements for leadership and guidance in implementing the program at the local level. Extensive and diverse forms of communication have been implemented.

Propaganda is disseminated through loudspeaker systems; publicly posted documents at commune and village cultural centers; organizing launching ceremonies for emulation movements, competitions, performances, and theatrical presentations on building new rural areas; integrating it into branch meetings, youth union meetings, and association meetings; using billboards, posters, banners, and slogans; organizing competitions on building new rural areas; promoting the emulation movement "Hai Lang joins hands to build new rural areas," carrying out "rural beautification" work, "New Rural Area Day," and building "model flower roads"...

The district also organized 26 training courses on the New Rural Development program for 1,560 participants, including officials, union members, association members, and village officials; distributed over 2,000 sets of documents on the New Rural Development program compiled by higher authorities to the trainees; and organized numerous study tours to learn from the experiences of New Rural Development in Ha Tinh , Nghe An, Thanh Hoa, and southern provinces to study successful models and innovative approaches from other localities.

As a result, the contents of the New Rural Development Program have been clearly understood by officials, Party members, and the people; awareness of the New Rural Development Program has been raised, creating social consensus to work together and contribute to building new rural areas.

With direct support from the state budget for the New Rural Development program, along with the support of organizations and individuals, and especially the enthusiastic response and contributions of the people, Hai Lang district has invested in many infrastructure projects serving socio -economic development and has avoided incurring any outstanding debts in basic construction for the New Rural Development program. Through this, the leading role of the people in New Rural Development has been clearly demonstrated.

People voluntarily donated land, trees, crops, buildings, and labor to build irrigation works, rural roads, schools, water supply stations, and plant trees (226.449 km of commune, inter-commune, and village main roads/324.205 km of total roads of all types, reaching 69.8%), and installed streetlights on rural roads (186.54/228.39 km, reaching 81.7%). The mobilization of resources from the people ensured democratic principles, transparency, and a voluntary spirit, without over-mobilizing the people's contributions.

To date, all 15/15 communes in the district have been recognized by the Quang Tri Provincial People's Committee as meeting the standards of new rural communes; 3/15 communes (Hai Thuong, Hai Phu, Hai Hung) have been recognized as meeting the standards of advanced new rural communes; Dien Sanh town has been recognized as meeting the standards of a civilized urban area; and the district has met 9/9 criteria according to the National Criteria Set for building new rural districts.

In particular, 19,013 out of 19,094 people (99.58%) expressed satisfaction with the results of building a new rural district and wished for the higher authorities to soon consider and recognize the district as a new rural district. The socio-economic situation has seen many positive changes and achieved comprehensive results in all fields, laying the foundation for Hai Lang district to continue striving to become a key industrial district of Quang Tri province before 2030 and a town by 2040.

Assessing the transformation of rural areas and infrastructure serving production and people's lives, Vice Chairman of Hai Lang District People's Committee Duong Viet Hai said that after more than 13 years of implementing the New Rural Development program, 100% of commune and village roads have been invested in, upgraded, paved, newly built, and expanded. Irrigation infrastructure has been strengthened; the area of ​​agricultural land with proactive irrigation and drainage has reached over 90%.

100 communes have access to the national power grid, with 100% of households using electricity regularly and safely. Healthcare infrastructure has been invested in and improved from the district to the commune level. 100% of commune health stations meet national healthcare standards. School facilities, functional rooms, and educational equipment have received investment and upgrades to meet teaching and learning requirements. 100% of communes and towns have community cultural centers.

A highlight of Hai Lang is the positive shift in the rural economic structure. The production value of economic sectors continues to grow, reaching 12.3% by the end of 2024. Rural industry and services are experiencing rapid growth. Agricultural production value per hectare of cultivated land reached 126 million VND. Total grain production exceeded 90,000 tons. Many specialized agricultural zones have been established, leveraging local and regional advantages to gradually meet market demands, such as areas for timber production, cash crops, rice, and specialized fruit tree cultivation.

Many production-consumption linkage models with high economic efficiency have been formed, such as organic rice, VietGAP, high-quality rice, FSC-certified large timber forest models, and models for raising pigs, cattle, and eels. Hai Lang District is located within the core planning area of ​​the Southeast Quang Tri Economic Zone, covering an area of ​​9,167 ha/23,792 ha, and includes the My Thuy Port Area project (phase 1) and the Quang Tri Industrial Park project (phase 1). This creates favorable conditions to promote the development of industry, trade, and services, opening up many investment opportunities and economic development for the district in the coming years.

The process of building new rural areas has also created momentum and favorable conditions for the restoration and development of traditional cultural values. Community bonds have been strengthened. The rural environment is bright, green, clean, and beautiful. People's lives have improved. Average per capita income has reached 74.5 million VND. The poverty rate is only 3.19%.

Political security and social order are ensured. The political system from the district level to the grassroots is increasingly being built into a strong and comprehensive system. The goals and targets of the New Rural Development program in the district are implemented in accordance with the direction, achieving positive results and laying the foundation for the sustainable development of the district in the new phase.
