Earlier, authorities said at least 39 people were injured in the crash. An Afghan suspect was arrested at the scene.
According to German police, the suspect is Farhad N, a 24-year-old man who is seeking asylum. Evidence collected from the suspect's electronic devices shows that he has radical Islamic tendencies. Accordingly, the suspect shouted "Allahu Akbar" (God is great) after driving into the crowd and prayed after being arrested.
The suspect is being investigated for 36 counts of attempted murder, causing injury and obstructing road traffic. Munich prosecutors said there was no evidence to suggest the incident was linked to terrorist groups such as the self-proclaimed "Islamic State" (IS).
The Bavarian state government does not believe that the incident is related to the Munich Security Conference (MSC) currently taking place with the participation of many international leaders.
The attack comes ahead of elections on 23 February, when immigration and security issues are at the forefront of party campaigns.
In a statement posted on social media, Munich Mayor Dieter Reiter sent his condolences to the victims' families, and said the woman who died was a city government employee. He called on people to comment on the crash "respectfully" and not create " political propaganda" from the incident.
In a post on the X platform, Bavarian State Premier Markus Söder said the state was mourning the two citizens who had recently passed away.
German Chancellor Olaf Scholz visited the scene of the incident in Munich on February 15, where he was attending MSC 2025. He pledged that the perpetrators would face the harshest punishment, and made it clear that anyone without the right to reside in Germany would have to leave the country.
