
Identify the main limitations
One of the limitations that needs to be addressed in industrial parks and economic zones in the city is the low efficiency of land use. The average occupancy rate is only about 44.5%, and even excluding new industrial parks, it is only around 55%. A significant amount of vacant land remains, leading to wasted land resources, reduced job creation opportunities, and decreased budget revenue.
There are significant differences in investment rates among industrial zones, leading to disproportionate budget contributions per hectare of land. Furthermore, many projects that have been allocated land are underutilized, behind schedule, or even stalled for extended periods without resolution. These are direct causes of reduced attractiveness of industrial zones and economic zones in the eyes of investors.
Another limitation is the lack of synchronized technical infrastructure. Many industrial zones have not yet met the demand for electricity, water, and environmental treatment systems, causing investors to worry about operating costs and long-term stability. Land clearance work is still slow, leading to missed opportunities in receiving large-scale projects.
Furthermore, social factors associated with industrial zones have not received adequate attention and have not kept pace with reality. Labor demand is increasing rapidly, but the system of worker housing, social housing, and cultural, health, and educational facilities has not developed quickly enough, leading to an imbalance between labor supply and demand, affecting the ability to attract and retain a stable workforce.

At a recent dialogue conference with businesses in the An Duong Industrial Park organized by the Hai Phong Economic Zone Management Board, a representative from Tham Viet Investment Union Co., Ltd. (the investor of An Duong Industrial Park) stated that the industrial park's infrastructure is now largely complete, attracting many secondary investment projects, achieving a high occupancy rate, creating numerous jobs for workers, and contributing significantly to the city's development.
The company requested that the city continue to pay attention to and facilitate the clearance of the remaining land area. Businesses in the industrial park also suggested that the city implement policies to attract manpower and increase the supply of affordable housing for workers, thereby resolving difficulties related to labor recruitment.
Determined to overcome obstacles and create new momentum.
According to the plan, the Hai Phong Economic Zone Management Board aims to attract $20-25 billion USD in investment during the 2026-2030 period, averaging $5-6 billion USD per year. Of this, FDI will account for $4-5 billion USD, and DDI approximately $1-2 billion USD, with a structure of 40% from existing businesses and 60% from new investors. This means that existing limitations in the industrial park and economic zone system, if not addressed now, will not only slow down progress by 2025 but also directly impact the potential for breakthroughs throughout the next term.
In light of the aforementioned limitations, the Hai Phong Economic Zone Management Board has proactively developed an action plan, focusing on key areas. Comrade Le Trung Kien, Member of the Standing Committee of the City Party Committee and Head of the Hai Phong Economic Zone Management Board, affirmed that to enhance the attractiveness of the investment environment, it is essential to prioritize land clearance and infrastructure development. This is a prerequisite for the rapid and effective implementation of large projects, especially high-tech projects.
Accordingly, the Hai Phong Economic Zone Management Board is closely coordinating with departments, agencies, and localities to accelerate the land clearance process for key projects. Initially, the focus will be on resolving all obstacles related to land clearance for existing industrial parks. Maximum support will be provided to infrastructure businesses in carrying out planning, construction, and environmental procedures to expedite land acquisition and attract investment. The Board will also focus on developing the southern coastal economic zone, specialized economic zones, successfully operating the free trade zone, and simultaneously researching and proposing the establishment of a northern economic zone to create a new growth pole for the city.
During a recent meeting with the Hai Phong Economic Zone Management Board, Mr. Le Ngoc Chau, Deputy Secretary of the City Party Committee and Chairman of the City People's Committee, requested the Board to develop a specific growth scenario for industrial parks and economic zones by the end of 2025 and 2026, quantifying the indicators contributing to overall growth. The Hai Phong Economic Zone Management Board was also tasked with focusing on removing bottlenecks related to land, technical infrastructure, electricity, water, environment, and procedures, while accelerating the progress of key projects; and urgently coordinating with relevant units to finalize and appraise the Free Trade Zone Project, submitting it to the City People's Committee in September 2025.

Another important task is to selectively promote investment, prioritizing high-tech, semiconductor, AI, and logistics projects; and to quickly translate commitments made at the 2025 Investment Promotion Conference into actual projects. Regarding institutional matters, the Hai Phong Economic Zone Management Board is tasked with developing a "Set of Criteria and Conditions for Land Access" with specific sanctions, aiming to improve land use efficiency, prevent land hoarding without development, low investment rates, and outdated technology.
