In early December, the construction unit for the first apartment block at Ham Kiem II Industrial Park is still working diligently to meet the target of completion and commissioning by June 2026. This apartment block has more than 300 apartments and is part of the Ham Kiem II Industrial Park social housing project for workers, which includes 20 apartment blocks with a total of 5,552 apartments and accompanying social infrastructure.
This is considered the largest social housing project in the industrial park, and therefore one of the projects selected to be launched to celebrate the 80th anniversary of the August Revolution and National Day on September 2nd in Lam Dong province . Recently, on the eve of the new year 2026, the Chairman of the Provincial People's Committee, Ho Van Muoi, and his delegation visited the site. After hearing the report from Binh Tan Investment Joint Stock Company on the project's progress, the Chairman of the Provincial People's Committee emphasized that industrial park development must be linked to ensuring social welfare, improving working and living conditions for workers, and aiming for sustainable industrial development.

According to the plan, after the investment policy is adjusted and approved, the social housing project for workers in Ham Kiem II Industrial Park will be implemented in 3 phases over 54 months, from Q1/2026 to Q2/2030. Specifically, phase 1 (from Q1/2026 to Q4/2026) will invest in completing the project's general technical infrastructure, completing public facilities (kindergarten No. 1, market), and constructing 4 blocks of social housing apartments. Phases 2 and 3 will then sequentially build public facilities and other apartment blocks. This is similar to a phased approach, following the gradual filling of commercial land in the industrial park, along with the influx of workers to the factories and the increasing demand for on-site housing.
Neotek Vietnam Industrial Co., Ltd. plans to inaugurate its factory producing brake discs for various types of motor vehicles at Ham Kiem II Industrial Park after the Lunar New Year. About three months ago, the company recruited and sent approximately 70 technicians to China for further training, preparing them for their return and operation of the factory. In addition, they have also recruited 300 general laborers, initially prioritizing those from within the province to facilitate the use of 2-3 buses for daily commuting. Therefore, the company hopes that the social housing apartments will be completed soon so that workers can settle in, contributing to the smooth operation of the factory.
Enhancing the status of the area surrounding the industrial park.
Currently, Ham Kiem II Industrial Park has had its basic infrastructure fully developed by Binh Tan Investment Joint Stock Company. By 2025, three more investors will lease 6.2 hectares of land, bringing the total number of projects in the industrial park to 18, with a total leased land area of over 92.98 hectares, achieving an occupancy rate of 35.5%. The factories already in operation have generated revenue of approximately VND 865 billion, export turnover of USD 28.5 million, and created jobs for about 5,000 workers.
This shows that the industrial park still has over 150 hectares of commercial land waiting for secondary investors to lease. Meanwhile, the number of apartments in the social housing project that will gradually appear in the near future is only approximately equal to the number of workers in the industrial park currently. Given the current labor shortage due to industrial activities and dragon fruit production, it is predicted that the demand for housing for workers migrating to Ham Kiem will be very high.
According to the Party Secretary of Ham Kiem commune, Ngo Minh Hoa, this need is the reason why Ham Kiem commune continues to strive to invest in essential infrastructure, trying to maintain achievements in all areas, especially ensuring security and order, building on the foundation of the new rural development process of the three communes (Ham Cuong, Ham Kiem, and Muong Man) before the merger. The goal is to ensure that outside the industrial park, the adjacent villages and hamlets are at least suitable and attractive places for workers to settle near their workplaces, thus enabling Ham Kiem commune to welcome more residents.

In fact, after the merger into the current Ham Kiem commune, many urgent projects have been planned and implemented, especially after the two unusual floods at the end of the year, to ensure minimum social welfare. Notable projects include three bridges across the Thi stream and Cat river; and the commencement of the Ham Kiem resettlement area project. In addition, there are projects to build inter-village roads, repair cultural and sports facilities, and office buildings, along with investment in a public lighting system along National Highway 1 – the section from Ham Kiem 1 Industrial Park to the Ba Bau intersection – and in the six villages of the commune.
In 2025, Ham Kiem commune achieved and exceeded the targets set by the province, notably reaching 254.6% of its budget revenue target, 100% of its public investment disbursement target; reducing the number of poor households by 225%, maintaining and upholding the criteria for building new rural areas; and recruiting 21 out of 20 new Party members as per the provincial target... With these achievements, the Party Committee and People's Committee of Ham Kiem commune were rated by the province as having excellently completed their tasks in 2025.
According to the Chairman of Ham Kiem Commune People's Committee, Nguyen Minh Thi, the commune's strength lies in having a large industrial park like Ham Kiem II, so improving the status of areas outside the industrial park is something the commune always prioritizes. This is not only achieved through creating modern infrastructure and increasing people's incomes, but also by caring for vulnerable groups in society. For example, in 2025, in addition to promptly addressing policy issues and giving gifts during holidays and Tet (Lunar New Year) to policy beneficiaries and the poor, the commune also coordinated with Binh Tan Investment Joint Stock Company to support workers who suffered losses and damage during the recent storms and floods with a total amount of over 1 billion VND.
