While the People's Committee of Ham Thuan Bac district is busy adding projects related to the connection between the North-South high-speed railway and the inner city of Phan Thiet into the land use and construction planning, residents and investors are also implementing plans to acquire a plot of land in Ham Hiep commune or adjacent areas. This "pull-up" phenomenon has long occurred in Ham Thuan Bac whenever there is a project or a shift in administrative boundaries, because this suburban area possesses many elements that legitimately complement a crowded Phan Thiet, and is also attractive to investors and land speculators in a resort-oriented real estate market.

It could be a peaceful second home with convenient access, especially now that the highway passes through, making Ham Thuan Bac more bustling with land transactions from people from other provinces and cities. This has also contributed to the emergence and operation of more businesses and individual entrepreneurs in the district over time.

That is why in recent years, alongside other revenue sources that have grown over time, land use fee revenue has consistently maintained its leading position, being the revenue source that reached its target earliest and exceeded it the highest. For example, in 2020, land use fee revenue exceeded the target by 117.7%, reaching 136.3 billion VND/60 billion VND out of a total annual revenue of 385.486 billion VND. Similarly, in 2024, land use fee revenue reached nearly 122 billion VND, out of a total revenue of 445 billion VND, compared to a projected 372 billion VND. Or in the first quarter of 2025, Ham Thuan Bac collected 139.36 billion VND, reaching 35.46% of the 2025 annual projection, of which land use fee revenue accounted for nearly 56 billion VND/100 billion VND…

Thanks to this, over the years, Ham Thuan Bac has consistently ranked second in budget revenue among the province's localities, after Phan Thiet City. Total annual budget revenue has exceeded 40% per year. In 2024 alone, budget revenue of 445 billion VND was 57 times higher than in 1995, the year the Song Quao reservoir began to be exploited.

According to information from the People's Committee of Ham Thuan Bac district, in the first quarter of 2025, an additional 20 new businesses were established and 110 individual households registered for business, bringing the total number of registered businesses in the district to 970 and 6,772 individual households, with a total registered investment capital of nearly 12,191 billion VND...

Unleash the power of the people.

In a district that was once predominantly agricultural, even now, 50 years after liberation, with its economic structure shifting towards an increased proportion of industry, trade, and services, when people think of Ham Thuan Bac, they still think of Song Quao Lake. In its report on 50 years after liberation, the Ham Thuan Bac District People's Committee also uses 1995, the year Song Quao Lake began operation, as a benchmark to compare changes in many areas, not just budget revenue. For example, agricultural production value reached 190 million VND/hectare last year, more than 14 times higher than when the Song Quao irrigation project was in place. Average per capita income in 2024 is five times higher than in 1995. Or the rate of hungry and poor households has decreased from 95% in 1995 to below 7.4%...

One can imagine what Ham Thuan Bac was like in the early days after the district's separation in 1983, with a large number of poor and hungry households; many families receiving government assistance due to its revolutionary status; a large ethnic minority population… and, most importantly, a lack of irrigation. Therefore, saying that the appearance of the Song Quao reservoir in 1995 marked a turning point in the lives of the people of Ham Thuan Bac is no exaggeration. From a place of "dry, barren land waiting for water," many barren areas and precarious single-crop rice paddies have been transformed into areas producing two or three reliable crops, or areas with thriving fruit trees such as dragon fruit, durian, and melon. With the area under active irrigation now exceeding 90%, more than nine times the previous level, and despite fluctuations in agricultural product prices, the lives of the people have generally improved significantly. Throughout this process, the people have renovated and improved their houses, paying attention to aesthetics and design, and have also contributed to building new rural areas and civilized urban areas through investment in infrastructure, from irrigation and roads to cultural institutions, alongside state investment. To date, the district has 12 communes that have achieved the new rural area standard and 2 towns that have achieved the civilized urban area standard.

The people's strength in Ham Thuan Bac is also demonstrated through their contributions to the Gratitude Fund and the Fund for the Poor, consistently exceeding the set targets. For example, in 2020, the "Gratitude Fund" raised over 900 million VND, reaching 132.57% of the target (680 million VND); the "Fund for the Poor" raised nearly 970 million VND, reaching 121.2% of the target (800 million VND). Similarly, in 2024, the "Gratitude Fund" raised over 1 billion VND, exceeding the target of 800 million VND… This increased funding each year has helped bring the "eliminating temporary and dilapidated houses" campaign, as mandated by the Government, to a close. According to the plan, in June of this year, within the next two months, the remaining 91 policy beneficiaries and 57 poor and near-poor households will receive housing improvement support, helping Ham Thuan Bac achieve this goal.

Efforts to connect urban areas

In the atmosphere of celebrating the 50th anniversary of the liberation of the homeland, Ham Thuan Bac district is accelerating the construction of the road from the district center to National Highway 1A, a key project of the province. This road not only meets the needs of transporting goods and people and tourists but also reduces traffic congestion from National Highway 1A to the North-South Expressway via National Highway 28 and vice versa. Furthermore, it opens up development opportunities for the district, with its starting point at the intersection of Nguyen Tuong and Quang Trung roads in Ma Lam town and its end point at the intersection with National Highway 1A in Ham Duc commune. The story of urban renovation, expanding development space, connecting rural and urban areas, and linking localities has been the goal that Ham Thuan Bac district has strived to achieve for many years. Despite numerous difficulties, the district has mobilized resources for socio-economic infrastructure development, consistently exceeding the set targets each year. For example, in 2020, the district mobilized 7,650 billion VND, exceeding the target by 9.3% (7,000 billion VND). Similarly, in 2024, the total social capital mobilized reached 8,160 billion VND, achieving 100.2% of the target (8,000 billion VND). This is coupled with the vigorous implementation of basic construction investment projects, along with three national target programs and the disbursement of public investment capital from the beginning of the year. Therefore, despite obstacles related to compensation and land clearance, the district has consistently achieved a 95% disbursement rate for public investment capital each year. Accordingly, the movement to pave village roads and alleys with cement concrete, following the motto "The people do the work, the State provides support," has flourished in the district, becoming a bright spot in the province.

The above results not only help Ham Thuan Bac connect seamlessly with the neighboring Phan Thiet city, both literally and figuratively, without significant disruption, but also better serve the requirements of socio-economic development. This is also why, recently, investors have been coming to Ham Thuan Bac and the Ham Duc and Ma Lam industrial clusters are preparing to form, opening a new chapter for increasing the proportion of industry in this traditionally agricultural suburban area.
