Counterfeit goods entering Vietnam, without the cooperation of businesses, cannot reach consumers?

During the seminar on protecting businesses and consumers, experts discussed solutions to control counterfeit and pirated goods.

On August 28, at the seminar on Protecting businesses and consumers from counterfeit and pirated goods organized by the Economic - Financial magazine in Ho Chi Minh City, experts and businesses raised many issues of counterfeit goods in the context of international economic integration.

Thereby providing effective solutions to control, prevent and detect smuggled and counterfeit goods to protect legitimate businesses and protect consumer rights.

Every day there are 700,000 electronic declarations, customs cannot check them all.

At the seminar, Mr. Dang Van Duc - Deputy Head of the Anti-Smuggling Investigation Department, Customs Department ( Ministry of Finance ) - assessed that in the trend of economic development, smuggling has become very complicated, increasing in scale and methods.

Smuggling occurs on most border lines, such as the Vietnam-China border with wine, medicinal herbs, frozen foods; the Vietnam-Laos border with wood, minerals; the Vietnam-Cambodia border with tobacco, cosmetics. In addition, seaports, international airports, postal and express delivery channels are also exploited for smuggling...

Mr. Duc informed that in the first 8 months of 2025, the customs authority detected, arrested and handled 11,912 cases of customs law violations. The value of the violated goods was estimated at 16,151 billion VND; 14 cases were prosecuted and 76 cases were transferred to competent authorities for prosecution.

Identifying new points and difficulties in anti-smuggling work, Mr. Duc said that it is e-commerce transactions.

"The number of electronic declarations is a new feature. On average, customs has about 50,000 declarations/day; during peak e-commerce, there are about 700,000 declarations/day, forcing management methods to change to accommodate," said Mr. Duc.

In addition, according to Mr. Duc, the common difficulty in fighting trade fraud is that the interests of fraudulent business groups are very large, but the customs force is still thin compared to the actual situation, focusing only on key points at border gates.

To harmonize the customs' tasks, Mr. Duc said that in addition to applying professional measures to fight and prevent, the solution is that with the large number of electronic declarations/day, customs cannot check all of them, it is necessary to apply the AI ​​system to select key shipments for inspection but have a roadmap in addition to coordination work, shared data, the key is to apply digital technology .

Businesses are the key source of information about counterfeit goods.

According to Mr. Do Thanh Quang - Deputy Head of Customs Branch Region 2, there are many impacts of counterfeit goods flooding the market: from the state budget, consumer health, race, food safety...

Fighting against counterfeit and smuggled goods is a regular task, Mr. Quang proposed 3 groups of solutions.

Mr. Quang said: "The risk management analysis department analyzes the correct routes of smuggled goods groups and specific businesses to manage and push these smuggling businesses to the red channel for inspection and supervision.

Second, the group uses professional control measures, grasps methods and tricks to fight effectively.

Third, it is necessary to identify key enterprises, key subjects, and key routes to focus on the topic, instead of spreading customs forces at border gates to prevent them.

The representative of the Customs Branch of Region 2 also emphasized the need to propagate in changing consumer awareness and shared frankly but did not mean all businesses, that is, smuggled goods entering Vietnam without a system of "hand-shake, distribution" businesses will not reach consumers.

"Businesses are an important source of information for customs about counterfeit goods. Therefore, businesses must also be responsible for fighting counterfeit goods. The Customs Department of Region 2 has a hotline and hopes that businesses will share information," Mr. Quang emphasized.

"Will smuggling of goods still exist in the future?"

At the discussion, Ms. Pham Khanh Phong Lan - Director of the Ho Chi Minh City Department of Food Safety - said that now and in the future, smuggled goods still exist. According to Ms. Lan, the biggest difficulty is small-scale, fragmented production, which is difficult to control as well as people's awareness.

"Food in supermarkets is safe. But we cannot eliminate traditional markets and even squatter markets, so counterfeit and smuggled goods still infiltrate," Ms. Lan emphasized.

The solution Ms. Lan is aiming for is to build clean food, which means encouraging businesses to do well, fighting dirty food, and increasing inspections and surprise checks.
