A number of academic programs will have 100% tuition fee waivers in 2026.

In 2026, many fields such as education, police, military, and specialized medicine will have their tuition fees completely waived; 15 STEM fields are expected to offer scholarships of up to 5.5 million VND per month.

In 2026, many training programs will continue to receive 100% tuition fee exemption from the State to attract human resources for specialized and essential fields. In addition, the Ministry of Education and Training is also proposing a large-scale STEM scholarship policy for students in basic sciences, technology, and strategic engineering.

According to Government Decree 97 of 2023, amending and supplementing some articles of Decree 81 of 2021, the following majors are completely exempt from tuition fees: Marxism-Leninism, Ho Chi Minh Thought, Tuberculosis, Leprosy, Psychiatry, Forensic Examination, Forensic Psychiatry, and Pathological Anatomy at public medical training institutions under state-ordered quotas.

Furthermore, since the Law on Medical Examination and Treatment came into effect on January 1, 2024, two additional fields, Infectious Diseases and Emergency Resuscitation, have received full tuition and living expense support from the State for the entire course. The condition is that students must meet the academic and training requirements stipulated by the training institution.

The teacher training sector continues to be a priority for strong support. Fields such as: Early Childhood Education , Primary Education, Mathematics Education, Literature Education, Physical Education, National Defense and Security Education… are all exempt from tuition fees according to current regulations.

Furthermore, teacher training students also receive a living allowance of 3.63 million VND per month during their studies. However, students in this category who do not work in the education sector within two years of graduation will have to repay the allowance.

Many major teacher training institutions now offer tuition-free education to students, such as Hanoi University of Education, Ho Chi Minh City University of Education, and Hue University of Education.

Besides teacher training programs, students studying military science at police and military schools are also exempt from tuition fees and receive living allowances and accommodation support. After graduation, students are assigned to work according to regulations.

Meanwhile, the civilian programs at some universities in this sector still charge tuition fees like regular universities. For example, the Fire Prevention and Rescue program at the University of Fire Prevention and Rescue has a tuition fee of approximately 20.9 million VND per academic year (2026).

Besides specialized fields in education and healthcare, many political theory majors are also tuition-free. At the Academy of Journalism and Communication, students in Philosophy, Scientific Socialism, Political Economy, History of the Communist Party of Vietnam, and Ho Chi Minh Thought are currently exempt from tuition fees according to regulations.

In the traditional arts sector, many majors receive a 70% tuition fee reduction, such as folk opera musicians, Ca Tru singing, Bai Choi, Cai Luong, Cheo, Tuong, circus, dance, and traditional musical instrument performance. Some strenuous, hazardous, or dangerous occupations, as listed by the state management agency, are also eligible for tuition fee reductions.

Notably, the Ministry of Education and Training is submitting to the Government a draft decree on STEM scholarships, expected to be implemented from September 1, 2026. According to the proposal, students studying in 15 key basic science, engineering, and strategic technology fields will receive scholarships ranging from approximately 3.7 to 5.5 million VND per month at the university level.

The proposed list of disciplines includes: Biology, Applied Biology, Materials Science, Earth Science, Mathematics, Statistics, Computer Science, Information Technology, Mechanical Engineering, Electrical and Electronic Engineering and Telecommunications, Chemical Engineering - Materials Engineering - Metallurgy - Environmental Engineering, Engineering Physics, Geological Engineering - Geophysics and Surveying, Mining and Construction Engineering.

At the postgraduate level, the proposed support level is higher, potentially reaching 8.4 million VND/month for master's and doctoral students in key STEM fields.
