The happiness of the people is the highest goal and the measure of the inherent goodness of the socialist regime in Vietnam. From Ho Chi Minh's ideology to the guiding principles of the Communist Party of Vietnam, all policies and initiatives are aimed at improving the material and spiritual lives and happiness index of the people.

Throughout thousands of years of nation-building and national defense, the greatest aspiration of the Vietnamese people has not only been to win and maintain independence and freedom, but also to build a country where all citizens can live in peace, prosperity, and happiness. If national independence is the prerequisite for a country to control its own destiny, then the happiness of the people is the ultimate goal, the deepest meaning of all revolutionary victories. This is reflected in our sacred motto: "Independence - Freedom - Happiness".

In his "Letter to the People's Committees of the provinces, districts, and villages," written on October 17, 1945, shortly after the establishment of the Democratic Republic of Vietnam, President Ho Chi Minh affirmed: "If a country is independent but its people do not enjoy happiness and freedom, then independence is meaningless." This is a statement of profound theoretical and practical value, reflecting his consistent thought on the highest goal of the revolution: not only to gain independence for the nation, but more importantly, to bring freedom, prosperity, and happiness to the people.

Inheriting and developing that ideology, the Communist Party of Vietnam has always identified the people as the center, the subject, the goal, the driving force, and the resource in the process of national renewal and development. The 13th National Congress of the Party affirmed the task of "awakening the aspiration for a prosperous and happy nation." Continuing this spirit, the 14th National Congress further emphasized the requirement for rapid and sustainable development, ensuring an increasingly better material and spiritual life for the people, and building a Vietnam that is "prosperous, civilized, and happy." This shows that the happiness of the people is not only a political goal but also a criterion for evaluating the effectiveness of the Party's leadership and the efficiency of the State's management.

General Secretary and President To Lam has repeatedly emphasized that all policies and decisions of the Party and State must aim at improving the lives of the people, so that every citizen truly enjoys the fruits of the reform process. According to General Secretary and President To Lam, the development of the country only has meaning when measured by the level of satisfaction, trust, and happiness of the people. This clearly affirms that the happiness of the people is both the goal and the driving force of development.

Happy Vietnam Day 2025

According to the 2025 World Happiness Report, published by the United Nations Sustainable Development Solutions Network (SDSN) on International Happiness Day, March 20th, Vietnam ranks 46th globally, an increase of 8 places compared to 2024. This is Vietnam's highest ranking since the World Happiness Report was first published in 2012. This result increasingly reflects the improved quality of life and the level of satisfaction of the people with the country's development.

The happiness of the people is first and foremost reflected in their right to live in peace, stability, and security. After decades of war, the country's firm preservation of independence, sovereignty, unity, and territorial integrity, while maintaining a peaceful environment for development, is an invaluable achievement that every Vietnamese citizen is directly benefiting from. This foundation allows the people to confidently study, work, create, and build increasingly prosperous, free, and happy lives.

Happiness is also reflected in the increasingly improved material living standards. The reform process has helped Vietnam achieve many important accomplishments in economic growth, poverty reduction, education and healthcare development, infrastructure, and social security. Millions of people have better living conditions, better access to essential services, and more opportunities for personal development.

However, happiness is not just about material abundance. Happiness is also about inner peace, love within the family, community cohesion, faith in the future, and feeling respected and treated fairly. A happy society is one where children receive adequate care and education, workers have stable jobs, the elderly are cared for, the vulnerable are protected, and everyone has opportunities for development.

For the Vietnamese people, happiness is also linked to preserving cultural identity, traditional morality, and the spirit of unity. Values ​​such as patriotism, compassion, loyalty, diligence, a love of learning, and responsibility to the community are the enduring spiritual foundation of social happiness.

Our Party consistently maintains the view that development is not only for economic growth but also for the people. Policies on sustainable poverty reduction, health insurance, education, social housing, care for war veterans, ethnic minorities, and disadvantaged areas all aim to ensure that all citizens benefit from the fruits of development, in line with the spirit of "leaving no one behind."

In this new stage of development, as the country faces intertwined opportunities and challenges, the requirement is to continue improving institutions, promoting democracy, building a socialist rule of law state, strengthening the fight against corruption, waste, and negative practices, and building a team of truly honest and dedicated officials who serve the people. When the apparatus operates efficiently, transparently, and is close to the people, the happiness of the people will be increasingly better ensured.

The happiness of the Vietnamese people is the most beautiful humanistic value that the Party, the State, and the entire society strive for. It is the culmination of independence, freedom, peace, prosperity, democracy, justice, and civilization. Firmly committed to this goal, under the leadership of the Party, our country will certainly continue to develop and prosper, the people will enjoy increasingly better lives, and the aspiration for a strong and happy Vietnam will become a reality.
