When operating a two-tiered local government system, hamlets and villages are placed in a more direct and decisive position in policy implementation, basic service provision, and maintaining social order at the "point of contact" closest to the people. This requires hamlets and villages to be given clearer responsibilities, have their capacity strengthened, and be closely connected with the commune and provincial governments.

Previously, the "shadow" of the district level was so large that information at the grassroots level was sometimes diluted and largely reflected in "response" to what others said. However, monitoring many local Party newspapers and commune-level electronic information pages recently, it's easy to see that the image, voice, and activities of the neighborhood and hamlet working teams are increasingly being widely publicized. This is a clear difference compared to the previous three-tiered local government model.

From this information, it can be affirmed that hamlets and villages are becoming a direct bridge between the government and the people. The teams working at the hamlet and village level are the "extended arm" of the Party committee and local government, directly concretizing policies, understanding people's concerns, organizing movements, and monitoring implementation. In the two-tiered local government model, this role is even more prominent. The redistribution of many powers and responsibilities leads to a greater need for hamlets and villages to participate more deeply in organizing and implementing tasks at the local level.

According to their new functions and responsibilities, the heads of hamlets and villages must coordinate with commune-level departments and agencies in four areas. For example, in Party building, they are accountable to the commune-level Party committee for all political tasks of the hamlet or village; they lead their units in effectively caring for the people's lives, maintaining security and order, and implementing grassroots democracy regulations… Regarding inspection and supervision, they focus on checking the implementation of Party branch resolutions and assigned tasks; resolving complaints and investigating when there are signs of violations by Party members… At the same time, they must strengthen the dissemination of local political tasks; build and implement the "Effective Mass Mobilization" model; care for social welfare; and coordinate the implementation of the digital transformation model.

According to Ms. Do Thi Thuan, Secretary of the Party Branch of Vinh Tay 2 Hamlet, Vinh Te Ward, the pressure of working in a two-tiered local government is considerable. She frequently attends numerous meetings and handles tasks within her authority. “I actively research, learn, and apply information technology and innovative ideas to improve work efficiency; I understand my responsibilities, duties, and powers, avoiding wasted time and effectively organizing and managing my work,” Ms. Thuan shared.

During dialogues with Party committee and People's Committee leaders at the commune level after the merger, several issues arose that were raised by hamlets and villages, such as: promptly and effectively resolving problems arising in residential areas as reported by hamlets and villages; planning for the review, repair, and upgrading of dilapidated roads; assigning and deploying security and order forces at the grassroots level appropriately in hamlets and villages; paying attention to the regime and policies for neighborhood group leaders and permanent militia forces working to maintain security and order in hamlets and villages... helping them to work with peace of mind and successfully complete all assigned tasks.

Secretary of the Long Xuyen Ward Party Committee, Lam Quang Thi, stated: “Party secretaries, heads of hamlets and villages, and the hamlet/village front committees must carry out political tasks according to the principle of ‘smooth coordination from top to bottom and from side to side’; strengthen the relationship of coordination and support between the ward’s specialized departments and between hamlets in carrying out tasks; continue to closely monitor the grassroots area, be close to the people, listen to and promptly reflect the legitimate thoughts and aspirations of the people, helping the Standing Committee of the Party Committee, the People’s Council, the People’s Committee, and the Fatherland Front Committee at the commune level to lead and direct the handling of issues quickly, fairly and reasonably, creating consensus among the people.” To accomplish these tasks, Long Xuyen Ward organized a training course on the application of information technology for the staff working at the hamlet level; They proactively established Zalo groups, with leaders from the Party Building Committee, People's Committee, and Vietnam Fatherland Front Committee of the ward serving as group leaders to directly lead and guide all aspects of work, so that the neighborhoods become an extension of the ward's Party Committee and government.

In the two-tiered local government model, hamlets and villages serve as the "foundation" ensuring that all policies and guidelines reach the right recipients in a timely and effective manner. As responsibilities, authority, and workload increase, hamlet and village officials must receive greater attention in terms of training, development, support in working mechanisms and conditions, and access to technology. This is also a key requirement for the smooth and efficient operation of the two-tiered local government model.
