Previously, the “shadow” of the district level was so large that information at the grassroots level was sometimes blurred, mainly “responsive”. Following many local Party newspapers and commune-level electronic information sites recently, it is easy to see that the image, voice and activities of the hamlet and village working teams are increasingly widely propagated. This is a clear difference compared to the previous 3-level local government model.

From that information, it can be affirmed that hamlets and villages are becoming a direct bridge between the government and the people. The team working in hamlets and villages is the "extended arm" of the Party Committee and the grassroots government, directly concretizing policies, grasping thoughts, organizing movements, and inspecting implementation. In the 2-level local government model, this role is even clearer. Many rights and focal points are redefined, leading to the requirement for hamlets and villages to participate more deeply in organizing and implementing tasks on the spot.

According to the new functions and tasks, the head of the hamlet or village must coordinate with the commune-level departments and branches in implementing 4 areas. Typically, in Party building work, he is responsible to the commune-level Party Committee for all political tasks of the hamlet or village; leading the unit to perform well the work of caring for people's lives, maintaining security and order and implementing democratic regulations at the grassroots level... Regarding inspection and supervision work, focus on inspecting the implementation of resolutions of the Party cell, tasks assigned by the Party cell; handling denunciations and inspecting when there are signs of violations against Party members... At the same time, strengthen propaganda of local political tasks; build and implement the "Skilled Mass Mobilization" model; take care of social security; coordinate the implementation of the digital transformation model.

According to Ms. Do Thi Thuan - Secretary of Vinh Tay 2 Hamlet Party Cell, Vinh Te Ward, the work pressure when operating a 2-level local government is not small, she regularly attends many meetings, encounters, and handles tasks according to her authority. "I actively research, learn and apply information technology, experience initiatives to improve work efficiency; clearly understand the implementation of my duties, tasks and powers, not to waste time, arrange and manage work effectively", Ms. Thuan shared.

During the dialogues with the leaders of the Party Committee and People's Committee at the commune level after the merger, a number of issues emerged that were proposed by the hamlets and villages, such as paying attention to quickly and promptly resolving problems arising in residential areas reported by the hamlets and villages; having a plan to review, repair and upgrade degraded roads; assigning and arranging security and order forces at the grassroots level appropriately in the hamlets and villages; paying attention to the regime and policies for the heads of residential groups and the regular militia force responsible for maintaining security and order in the hamlets and villages... to help them feel secure in their work and successfully complete all assigned tasks.

Long Xuyen Ward Party Secretary Lam Quang Thi commented: “The Party Secretary, hamlet and village heads and hamlet front working committees must carry out political tasks according to the principle of “upper and lower levels - horizontal and vertical communication”; strengthen the relationship of coordination and support between ward specialized departments and between hamlets in performing tasks; continue to stick to the grassroots level, be close to the people, listen and promptly reflect the legitimate thoughts and aspirations of the people, help the Party Standing Committee, People's Council, People's Committee, and Fatherland Front Committee at the commune level to lead and direct quick handling, understand the situation and create consensus among the people”. To carry out these tasks, Long Xuyen Ward opened a training course on information technology application for the staff working in hamlets; proactively established a Zalo group, in which the leaders of the Party Building Committee, the People's Committee, and the Vietnam Fatherland Front Committee of the ward act as group leaders to directly lead and direct all aspects of work so that the hamlets become an extended arm of the ward Party Committee and government.

In the two-level local government model, hamlets and villages are the “fulcrum” to ensure that all policies and guidelines reach the right address, promptly and effectively. As responsibilities, powers and workloads increase, hamlet and village cadres must be given more attention in training, fostering and support in terms of mechanisms, working conditions and technology. This is also a key requirement for the two-level local government model to operate smoothly and effectively.
