Suggestions submitted to the Youth Union: A new generation has risen.

TP - As someone deeply committed to the Youth Union and youth movements, Mr. Vu Trong Kim, Chairman of the Central Committee of the Vietnam Former Youth Volunteers Association and former First Secretary of the Central Committee of the Ho Chi Minh Communist Youth Union, shared many concerns, aspirations, and suggestions for the Ho Chi Minh Communist Youth Union and young people nationwide. He believes that a new generation of young people has emerged, ready to enter an era of national strength and prosperity.

Solving the problem of youth mobilization

After reading the draft Political Report of the 13th National Congress of the Vietnam Youth Union, term 2026-2031, former First Secretary of the Central Committee of the Vietnam Youth Union, Vu Trong Kim, noted that the document's structure was well-structured, its content comprehensive and concise, vividly reflecting many positive and progressive aspects of the Youth Union's work and youth movement in recent times. In particular, he highly appreciated the numerous innovations in content and methods of operation by the Youth Union at all levels, adapting to the new era – an era of deep integration and reform.

The official song of the 13th National Congress of the Ho Chi Minh Communist Youth Union, term 2026-2031, is "Green Shirt Calling the Future" by author Bui Tuan Ngoc (Army Song and Dance Theatre).

The arrangement was done by the DTAP group, with performances by singer Hoa Minzy and the composer himself. The work impresses with its youthful march rhythm, cleverly incorporating slogans into the rallying lyrics. In particular, the heroic call-and-response choruses (“Vietnamese Nation – Great Unity!”; “Wherever needed – Youth are there…”) create proud choral performances, expressing the vow of Vietnamese youth to “conquer their dreams” and “set sail on the open sea.”

The Central Committee of the Youth Union also promptly announced the logo and propaganda posters for the 13th National Congress. The Congress logo, designed by Ly Anh Tuan (Youth Union of the Vietnam Rubber Industry Group), is inspired by the image of an aspirational arm combined with an electronic circuit – a symbol of breakthroughs in science and technology.

Kim affirmed that, despite facing numerous intertwined challenges, the stature of a new generation has emerged, ready to enter an era of national strength and prosperity.

However, looking at the reality, the former Youth Union leader still harbors many concerns and a deep commitment to aspects of work that have not kept pace with the trends and legitimate aspirations of young people. According to Mr. Kim, in the context of the ever-changing domestic and international situation, young people are the most perceptive group, always at the forefront of learning and mastering new technologies to contribute to the nation. Nevertheless, the challenges from the digital age are posing significant problems for the work of mobilizing young people.

That's the geographical gap. In residential areas, industrial zones, and non-state enterprises, the Youth Union, Youth Association, and Children's Union have not yet attracted a large number of members and young people, and have not fully utilized the potential of youth. Along with that are the negative consequences of the virtual world, where the internet is consuming too much of their time and draining a significant amount of their energy on unproductive activities.

Delving deeper into the target group, Mr. Kim emphasized that the current Gen Z generation is very difficult to manage in the traditional way. Young people are inherently inquisitive, enjoy novelty, and are easily swayed by fleeting emotions. Faced with controversial information on social media, young people often react quickly and strongly, inadvertently creating a dangerous negative ripple effect.

Meanwhile, social media is becoming increasingly difficult to control. Therefore, he warned that special precautions are needed to prevent users from misusing social media, forming private groups, and creating negative, self-initiated groups. Even more worrying is the risk of them being misled and manipulated by malicious individuals and reactionary elements, leading them astray and into moral decay.

Given the unpredictable challenges and pitfalls of the digital age, Mr. Vu Trong Kim affirmed that the Youth Union must take on the responsibility of helping the younger generation fully understand both the opportunities and challenges, and build in them a high level of vigilance.

Therefore, the 13th National Congress of the Youth Union needs to take accurate and timely actions, and implement urgent and appropriate solutions for each target group and each stage of development.

A breakthrough in assembly methods.

Former First Secretary of the Central Committee of the Youth Union, Vu Trong Kim, proposed adding a breakthrough task titled: "Regional linkage, harmonious coordination, creating emulation movements from the grassroots level of the Youth Union, Youth Association, and Children's Union." This solution stems from the reality that after the merger of administrative boundaries, communes and wards have expanded with larger areas and populations. Connecting communes and wards will facilitate the dissemination of tasks, unify policies across each area, and help make meetings and coordination at the grassroots level more effective.

He also noted that much of the work previously handled by the district level must now be undertaken by the provincial level, and the central government must focus its direction strongly on the grassroots level. In residential areas, the Youth Union should proactively seek support, establish partnerships, and coordinate action programs with agencies, units, and businesses located in the same area.

Besides the groundbreaking task of reforming methods of organization, the former Youth Union leader particularly emphasized that the Congress needs to research, survey, and pilot two key projects that address both immediate challenges and have long-term strategic significance.

The 13th National Congress of the Ho Chi Minh Communist Youth Union, for the term 2026-2031, is a significant political event for Vietnamese youth, marking a new stage of development for the Youth Union and the youth movement. The Congress is scheduled to take place in late June. Tien Phong Newspaper is launching a special section titled "Suggestions for the Youth Union" to allow former and current Youth Union officials, members, young people, and citizens nationwide to share their thoughts, aspirations, and propose suggestions and solutions to contribute to the strong development of the Youth Union's work and the youth movement in the new era.

The first project is "A Survey on Existing Challenges, Finding Solutions to Overcome Weaknesses and Leveraging Strengths in Young People." This project focuses on analyzing both objective and subjective impacts during the expansion of the Internet and artificial intelligence (AI), thereby finding solutions to the limitations in young people's real-life situations regarding education, employment, and income.

The second project is "Pilot Program for Policy Consultation and Dialogue with Youth." This project is proposed to be implemented in six economic regions of the country, or according to specific regions, ethnic groups, religions, and social strata. Mr. Vu Trong Kim observed that while the Party and State always have appropriate policies for the development of young people, in reality, "not all of them are satisfactory." Strengthening direct consultation and dialogue will help identify which policies are most suitable and achieve the greatest satisfaction for the people.

“We need to aim for building a new generation of comprehensively developed youth with fervent patriotism, strong revolutionary ideals, profound knowledge, strong physical health, and rich Vietnamese cultural identity, ready to participate and contribute their youthful energy to the great mission of building and protecting the Fatherland and integrating into the world. At the same time, we must comprehensively strengthen the Youth Union organization – serving as a banner to unite young people, a solid pillar alongside the political system and the entire society in caring for the education and development of the younger generation.” – Mr. Vu Trong Kim, Chairman of the Central Committee of the Vietnam Former Youth Volunteers Association, former First Secretary of the Central Committee of the Youth Union.

According to Mr. Kim, through policy dialogue, young people not only raise their awareness but also develop critical thinking skills in a formal way, thereby finding a bright path to personal development and promoting the development of society as a whole.
