Talents are the vitality of a nation, when vitality is prosperous then the country is strong.

On August 28, in Hanoi, National Assembly Chairman Tran Thanh Man attended and delivered a speech at the Ceremony to honor outstanding science and technology intellectuals in 2024.

Speaking at the ceremony, on behalf of the Party and State leaders, National Assembly Chairman Tran Thanh Man acknowledged and highly appreciated the efforts and outstanding achievements of the Vietnam Union of Science and Technology Associations (VUSTA), the team of science and technology intellectuals, and especially commended the 135 outstanding science and technology intellectuals honored this time.

The National Assembly Chairman emphasized that throughout the history of building and defending the country, our ancestors always respected talented people and intellectuals, considering talented people as the vital energy of the nation. When the vital energy is prosperous, the country is strong, when the vital energy is weak, the country is weak.

President Ho Chi Minh said: "The country needs to be built, and construction requires talent."

Our country's 2013 Constitution states: "The Socialist Republic of Vietnam is owned by the people; all state power belongs to the people, whose foundation is the alliance between the working class, the peasantry and the intelligentsia."

Next, Resolution No. 45-NQ/TW dated November 24, 2023 of the 13th Party Central Committee affirmed that the intellectual team is "a special resource in the development of knowledge economy, industrialization, modernization, international integration, an important factor in improving people's knowledge, training human resources, nurturing talents, enhancing intelligence and national strength, making great contributions to the cause of innovation, building and defending the Fatherland".

The National Assembly Chairman acknowledged that since its establishment, VUSTA and its scientific and technological intellectuals have had many diverse and practical activities, making efforts to innovate and diversify forms of gathering intellectuals; actively responding to patriotic emulation movements; providing social advice and criticism to contribute to building a clean and strong Party and political system; participating in law-making, contributing to many draft laws and supervisory activities of the National Assembly and the Vietnam Fatherland Front.

“The Party and State always respect and trust the team of scientific and technological intellectuals. Every victory of the Vietnamese revolution cannot be achieved without the contribution of intellectuals. That is a very valuable contribution, very worthy of respect and pride,” the National Assembly Chairman affirmed.

In addition to the achievements, the National Assembly Chairman also said that mechanisms and policies have not encouraged and promoted the potential and creativity of the scientific and technological intellectual team to the fullest; science and technology have not met the requirements of practice and the expectations of the Party, State and people.

Meanwhile, foreign science and technology products are strongly entering the domestic market; fierce competition has arisen, giving rise to new disputes related to intellectual property, copyright, trademarks, geographical indications, and industrial designs.

That context requires the country’s intellectuals to have new awareness, scientific thinking associated with practical and effective solutions to turn science and technology into a driving force for national development. Along with that is the urgent requirement for legal corridors, institutions, policies, scientific staff and major scientific centers of the country.

At the ceremony, National Assembly Chairman Tran Thanh Man; Secretary General of the National Assembly, Head of the National Assembly Office Bui Van Cuong presented laurel wreaths to honor delegates who are outstanding science and technology intellectuals in 2024.
