Presenting a report on receiving, explaining and revising the previous draft law, Chairman of the Delegation Work Committee Nguyen Thanh Hai said that there are opinions that shortening the time of some steps in the election process will be difficult to ensure feasibility and quality.
The Delegation Work Committee believes that the adjustment to reduce the time for implementing the election process is a political requirement set forth in this law amendment, aiming to shorten the time from the closing of the National Party Congress to the opening of the first session of the National Assembly and People's Councils at all levels to promptly complete the personnel of the State and localities, and soon implement the Resolution of the Party Congresses at all levels into practice.
The draft law only shortens the time from the submission of candidacy documents to the election day and the time from the election day to the opening day of the first session of the new term, while other time frames remain the same. This adjustment has been carefully considered and calculated by the drafting agency.
Specifically, the time from the deadline for submitting candidacy applications to election day will be shortened to 42 days (compared to the current 70 days). The time from election day to the first session will also be adjusted by shortening the time for announcing results, receiving and handling complaints. The total time from submitting applications to the first session of the new term can be shortened by nearly 40 days.

In addition, there are suggestions to combine some steps in the consultation process; organize consultation conferences online; or combine direct and online; select representatives from some Standing Committees of the Vietnam Fatherland Front Committees at the commune level to participate in the consultation conference due to the large number of communes.
The Delegation Work Committee explained that the consultative conferences have important requirements to ensure democracy, representativeness of agencies and organizations as well as comprehensive leadership of the Party. Therefore, it is very necessary to fully implement the steps according to the regulations. In addition, the issue of ensuring network safety and security is currently not firmly prepared, so the organization of online consultative conferences needs to continue to be studied and carefully prepared in the coming time, so please keep it as the current regulations.
All Standing Committees of the Vietnam Fatherland Front Committee at the commune level need to participate in provincial-level consultation conferences because they are related to the structure, composition of candidates, and the direction and implementation of election work at the commune level.
The scope of this amendment to the law is only focused on serving the arrangement and streamlining of the apparatus, implementing the model of organizing a two-level local government; early elections, shortening the term; only amending and supplementing issues that have been clearly directed by competent authorities, and issues that are truly necessary and urgent.
The National Assembly Standing Committee will issue a Resolution on the number, structure, and composition of deputies to the 16th National Assembly and People's Councils for the 2026-2031 term.
Regarding the percentage of female candidates for the National Assembly and People's Councils and the sanctions for local Party leaders who fail to meet this percentage, the Delegation Work Committee would like to inform that the current law stipulates that this percentage is at least 35%, so localities can nominate at a higher percentage. The election of female candidates depends on the trust of voters.
Therefore, it is not really appropriate to handle the responsibility of the head when this ratio is not achieved. However, the Delegation Work Committee would like to take note of this opinion to advise the competent authority to continue to take measures to enhance the capacity and quality of female personnel recommended for candidacy.
