(Baohatinh.vn) - With the attention of the Central Government and the province, many low-income households in Ha Tinh will be able to "settle down" in comfortable apartments with a comprehensive system of services and amenities under the pilot social housing project in Thach Linh ward, phase II (now Thanh Sen ward).

Model for developing social housing for low-income earners.

Social housing not only solves the housing problem for low-income earners but also acts as a driving force for sustainable development, aiming towards a prosperous and equitable society. This has been identified as one of the nation's key socio -economic programs.

In Ha Tinh province , prior to 2025, despite numerous difficulties regarding resources and land availability, the entire province completed 2,188 social housing units and housing for experts, officials, workers, and laborers. In particular, the Provincial Party Committee, the Provincial People's Council, the Provincial People's Committee, and various departments and agencies paid close attention and created favorable conditions for the implementation of the first phase of the pilot social housing project in Thach Linh ward (now Thanh Sen ward), marking an important step in the local social housing development strategy.

Phase I of the pilot social housing project in Thach Linh ward (now Thanh Sen ward) was completed, inspected, and put into use in October 2019.

With a total investment of 355 billion VND from non-budgetary sources, the project is undertaken by The Ha Tinh Development Investment Fund, as the investor, implemented the project systematically, ensuring progress, safety, quality, and aesthetics; it was completed, inspected, and put into use in October 2019. Located in the city's new urban area, the apartment complex enjoys convenient transportation access and benefits from integrated infrastructure such as markets, hospitals, schools, shopping centers, and banks. Within the complex, essential amenities are fully provided and of high quality, including Tri Duc Kindergarten (Branch 2), a mini-supermarket, and a community center, creating an architectural complex integrated with a civilized and modern living environment.

Mr. Tran Trong Hoa, a resident of the apartment complex, has established a stable life in the first phase of the pilot project in Thach Linh ward (now Thanh Sen ward).

These amenities have helped the project quickly attract a large number of residents, especially young families. Mr. Tran Trong Hoa shared: “The social housing complex meets the needs of my family and other young families at this time. Right on the second floor, there is a high-quality kindergarten, which is very convenient for dropping off and picking up my two children. In addition, sports fields, a mini-supermarket… are also built in harmony with the landscaped grounds, which are arranged with trees, parking lots, internal roads, lawns, landscaping…, creating a healthy and green living environment.”

Right on the second floor is a high-quality preschool, which is very convenient for young families dropping off and picking up their children.

To date, more than 470 apartments with nearly 1,000 residents have settled into the social housing complex. This is a highly humane policy for many low-income households, requiring only 150 million VND in self-funded capital, with the remainder supported through preferential loans from the Vietnam Social Policy Bank (VSPB) Ha Tinh branch, offering stable interest rates and a maximum loan term of 25 years. The low interest rate and extended loan term are suitable for the repayment capacity of the people.

The campus is designed with trees, parking lots, internal roads, lawns, landscaping, etc., creating a healthy and refreshing living environment.

Ms. Tran Thi Ha Trang, a resident here, said: “My family has two young children who are still in school. As a young couple with limited income, to acquire a 68m² apartment, we were able to borrow nearly 350 million VND at a preferential interest rate according to Government Decree No. 100/2015/ND-CP. Thanks to this, my family has had the opportunity to own a stable place to live and can focus on our work with peace of mind today.”

Continuing the humanitarian principle, helping to fulfill dreams of home ownership.

Building on the initial success of construction projects prior to 2025, Ha Tinh continues to comprehensively implement solutions to carry out Decision No. 338/QD-TTg dated April 3, 2023, of the Prime Minister approving the Project "Investing in the construction of at least 1 million social housing units for low-income earners and industrial park workers in the period 2021 - 2030".

The province has also set a target for developing social housing and worker housing for middle- and low-income households in urban areas, as well as workers and laborers in industrial zones and export processing zones; striving to complete approximately 3,700 apartments by 2030.

To realize this major policy, the province established a Steering Committee for Social Housing Development, chaired by the Chairman of the Provincial People's Committee, to strengthen supervision and inspection of implementation, and to promptly resolve difficulties and obstacles during the process. In this roadmap, the pilot social housing project in Thach Linh ward, phase II (now Thanh Sen ward), was identified as a key project, contributing to the success of phase I and realizing the province's goal of building 3,700 apartments.

The developer is taking steps to prepare for the groundbreaking ceremony on August 19th.

On December 18, 2024, the People's Committee of Ha Tinh province issued Decision No. 40/QD-UBND approving the adjustment of the investment policy and simultaneously approving the investor for phase II of the project with a total estimated investment of 550 billion VND.

The project has a total floor area of ​​over 46,200 with 3 12-story buildings containing more than 500 apartments; 41 3-story commercial houses with a comprehensive transportation system, green spaces, playgrounds, sports facilities, parking lots, and other integrated infrastructure and amenities. With reasonable prices, modern design, and full amenities comparable to commercial apartment complexes, the project promises to meet the housing needs of a large number of people.

This information has led many residents to hope that the project will continue to expand in scale, improve infrastructure and amenities, and meet the housing needs of a large number of low-income households.

Ms. Tran Thi Van Anh (Ha Huy Tap ward) expressed: “I have two young children, my husband works far away, and our combined income is limited, so buying land and building a house in this context is very difficult. I hope phase 2 will be completed soon so that we can buy an apartment and settle down. If the infrastructure, landscape, and amenities continue to be invested in comprehensively, it will certainly attract more people to live here, forming a civilized and close-knit community.”

Phase II will apply information technology, using BIM (Building Information Modeling) - an advanced process applied in the construction industry (AEC) - to gain an overall view through 3D simulation of the building.

With the attention and guidance of the Provincial Party Committee, the Provincial People's Council, the Provincial People's Committee, and the coordination of various departments and agencies, the Ha Tinh Development Investment Fund will officially commence the project on August 19th, striving to complete construction within 20 months.

Mr. Pham Thai Binh, Director of the Provincial Development Investment Fund, stated: “The project is one of the key projects, expected to contribute to reducing housing pressure for low-income residents, while also creating a foundation for completing the urban infrastructure network and improving the quality of life for residents. The Fund has developed a specific plan to organize and implement necessary activities, ensuring completion within the projected timeframe; clearly defining timelines for each stage, tasks, and contract packages, identifying the responsibilities of the investor, contractors, and state management agencies, and closely monitoring to ensure quality and construction progress.”

With its young and dynamic workforce, the Provincial Development Investment Fund ensures that work items are carried out continuously without interruption.

Phase II will utilize 3D Building Information Modeling (BIM), digitizing all design and construction data to provide a visual simulation of the project from the outset. The application of 3D BIM optimizes design, controls costs, shortens timelines, allows for early detection of technical issues, and ensures the consistency of infrastructure and amenities, bringing tangible benefits to residents upon moving in.

With the support of all levels of government, the policy of borrowing to buy or rent-to-own social housing continues to be an important financial leverage for the people. The maximum loan amount under the program is 1 billion VND, with a maximum loan term of 25 years.

Mr. Phan Ngoc Vu, Deputy Head of the Planning and Credit Operations Department (Social Policy Bank of Ha Tinh Province), stated: “From the beginning of 2025 until now, the Social Policy Bank branch in Ha Tinh Province has been allocated 70 billion VND in loan capital for the social housing program. Currently, the outstanding loan balance in the province is over 733.6 billion VND, with 1,913 customers still having outstanding loans. The bank continues to coordinate with local authorities and entrusted socio-political organizations to promote awareness campaigns, helping people understand the policies; while also ensuring the correct loan procedures, guaranteeing loans to the right recipients, transparency, and creating the most favorable conditions for eligible customers to access loans, including households needing to purchase social housing for long-term stability.”

Policies on loans for purchasing or renting social housing continue to be an important financial leverage for the people.

Phase II of the pilot social housing project is not just a simple construction project, but also carries profound significance in ensuring social welfare and contributing to solving the housing problem for low-income people in the province. The project is even more meaningful as it commenced on August 19th, coinciding with the Ha Tinh Provincial Party Congress and the 80th anniversary of National Day on September 2nd. The implementation of this project will also contribute to Ha Tinh's goal of building six social housing projects in the 2025-2030 period.
