In just a few days, the Lap Dinh model cultural village (LVHKM) in Ngoc Thanh commune (Phuc Yen) will be inaugurated. Despite the hardship, many local people have put aside their busy lives to join hands with the local government to build the "dream" village that they have always been waiting for.
"Drought meets showers"
Keeping the sunshine of an October noon, at the campus of the cultural and sports house of the LVHKM Lap Dinh, dozens of people are still busy and urgently completing the items. Since accepting the policy of building the LVHKM, this small agricultural village has been breathed new life, a new vitality, with many improvements.

Few people know that just a year ago, Lap Dinh was still the most difficult village in the mountainous commune of Ngoc Thanh when infrastructure had not received much investment. In particular, Group 1 (old Lap Dinh village) was once included in the planning of the Au Co Eco- tourism Project of Minh Giang Company Limited, but due to the slow implementation of the project, for many years now, the infrastructure in this area has remained almost unchanged. 1.3km/3km of the main road of the village is still a dirt road. The power grid is degraded, the situation of weak electricity and unusable equipment during peak hours occurs frequently.
Lap Dinh village was merged from 3 villages An Binh, Lap Dinh, An Dinh in 2019. But for many years, the groups have maintained their activities in the old cultural houses because there is no common cultural house to meet the living needs of the whole village.
The newest cultural house was built in 2014 with only 50-60 seats and has shown signs of deterioration. Many times the village had to borrow the location of the kindergarten to organize some cultural and artistic festivals...
In the face of these difficulties, the policy of building a LVHKM for the people of Lap Dinh village in particular and Ngoc Thanh commune in general is a great joy like “a drought meets a shower”. With this policy, Lap Dinh village will receive tens of billions of VND in investment to build socio -economic infrastructure from cultural and sports institutions, rural transportation, electricity infrastructure, drainage ditches, etc.
Mr. La Van Tien, Head of Lap Dinh village, shared: “Understanding that the people are both the implementers, the center, and also the beneficiaries, the people are very excited and enthusiastic in supporting the construction of the scholarship fund, contributing working days, maintaining environmental sanitation, planting trees…”. In particular, Mr. Linh Van Chin’s family is willing to exchange 320 square meters of garden land near his house to another location to create a clean space to serve the construction of cultural and sports facilities.
Overcoming worries, concerns, and doubts at the time of launching, after more than 9 months of implementation, Lap Dinh Sports and Recreation Center is gradually taking shape. In just a few days, a spacious, modern, and impressive cultural - sports facility with an area of over 5,000 m2 and complete facilities from cultural houses, sports areas, walking paths, flower gardens, trees, etc. will be inaugurated and put into use, opening a series of positive changes in the village.
Mr. Luu Van Tu, 65 years old - a resident of Lap Dinh village shared: "Since the policy of building LVHKM, the atmosphere in the village has become more exciting. We can hardly imagine that one day such modern and spacious constructions will spring up in our hometown."
Turn potential into leverage
Although a mountainous village with many difficulties, Lap Dinh possesses many advantages in terms of natural conditions, history, culture... During the resistance war against French colonialism, Lap Dinh village was an important location of the Ngoc Thanh revolutionary base.

Here is Lap Dinh communal house built around the end of the 19th century and the beginning of the 20th century. Located under the shade of ancient trees, the communal house has a strong ancient character with a simple architectural structure, including two 3-room main halls and a 3-room rear palace. In 2016, Lap Dinh communal house was recognized by the Provincial People's Committee as a provincial-level historical and cultural relic.
Different from most of the LVHKM villages in the province, Lap Dinh currently has over 80% of the population being San Diu ethnic people living with many customs and practices bearing their own identity. The village has established a Soong Co singing club with more than 40 members, who have performed at many tourist attractions in the province.
Along with cultural and historical advantages, the village also owns Lap Dinh lake with a large space and peaceful, quiet natural scenery.
Mr. Hoang Quy Cuong, Chairman of Ngoc Thanh Commune People's Committee said: "Exploiting the advantages of natural conditions, culture, history and good local values will create an important driving force for Lap Dinh village in particular and Ngoc Thanh commune in general to develop community tourism, promote economic development, increase income for local people, towards building Lap Dinh into a livable countryside".
Implementing Resolution No. 06 of the Provincial People's Council promulgating Regulations on a number of specific policies to support the construction of LVHKM, Ngoc Thanh commune has sent a dossier to the province and Phuc Yen city to appraise and consider supporting the village to build 2 homestay models; at the same time, propagandize and mobilize people to renovate fences at households, plant flowers on both sides of the road to beautify the landscape, and increase tourism attractiveness.
In addition, 20 households in the village have received loans to develop production, business and services through the Social Policy Bank; 2 households are completing registration documents to implement the commercial service business model.
Although the LVHKM construction program is only in the first phase, with the participation of the entire political system, the positive response of the people and its own unique identities and characteristics, Lap Dinh LVHKM promises to be a potential community cultural tourism destination, a bright - green - clean - beautiful village worth living as the long-standing dream of local people.
