Efforts from the grassroots

According to Ms. Tran Thi Hang, Permanent Deputy Secretary of the Hiep Duc District Party Committee, as of February 25, 2025, 88 out of 105 grassroots Party branches in the district had completed their congresses (accounting for 83.8%).

The remaining Party branches will complete their congresses as planned by February 28th (except for the Party branches under the District Police Party Committee which have been dissolved; and the Party branches under the newly established Que Tan Commune Party Committee).

As a newly established locality since January 1, 2025, according to Resolution No. 1241 of the Standing Committee of the National Assembly , the organization of the Party branch congresses under the Party Committee of Que Tan commune (Hiep Duc district) is somewhat later than in other localities.

Mr. Tang Van Chien, Secretary of the Party Committee of Que Tan commune, said that the Party Committee had just successfully organized the pilot congress of Thuan An village Party branch to draw lessons for implementation in the remaining 8 Party branches, in order to focus on the commune-level congress. Regarding the Que Tan commune Party Congress for the 2025-2030 term, the commune has so far developed a plan, established subcommittees, and drafted and approved the first draft of the Political Report.

According to the plan, the Party Congress of Que Tan commune will be held in March. Mr. Chien said that organizing the congress in the newly merged locality faces some difficulties. In particular, there is a significant surplus of cadres, and the locality is coordinating with relevant departments of the district to continue arranging and stabilizing the staff.

"Despite certain difficulties, immediately after the announcement of the decision to establish the commune, the Party Committee and People's Committee leaders instructed the staff to promote the spirit of solidarity and strive to overcome difficulties with the spirit of 'one person doing double or triple the work' so that all tasks would run smoothly," Mr. Chien shared.

Regarding the pilot congress of the grassroots Party committee, Ms. Tran Thi Hang said that the district chose Thang Phuoc commune to hold the pilot congress in order to gain experience for guiding the entire district.

Currently, Thang Phuoc commune has completed the preparation of the document content and personnel, and submitted them to the Standing Committee of the District Party Committee for comments. The Thang Phuoc Commune Party Congress will take place in March 2025.

Thorough preparation for the district-level congress

According to Ms. Tran Thi Hang, in order to prepare well for the 10th District Party Congress (2025-2030 term), the District Party Committee has established three subcommittees: the Document Subcommittee, the Personnel Subcommittee, and the Organizing Subcommittee to serve the congress.

The subcommittees proactively developed regulations and plans, assigned tasks, established working groups, drafted document contents, prepared personnel plans, and ensured the necessary facilities and resources for the congress.

The district also established three working groups to direct the organization of pilot congresses for the Thang Phuoc commune Party Committee, the pilot congress for the direct election of the secretary for the Tan Binh town Party Committee, and the congress of the newly established Que Tan commune Party Committee for the 2025-2030 term.

Regarding preparations for the 10th District Party Congress, the district has completed the draft Political Report and the Party Committee's Self-Assessment Report, and has submitted them for comments in accordance with regulations. Personnel matters are being implemented according to schedule, focusing on developing plans for personnel placement and arrangement before the congress, ensuring compliance with regulations.

Alongside preparations for the Party congresses at all levels, the district focused on leading and directing the implementation of administrative unit reorganization; streamlining the organizational structure and personnel management. Initially, the reorganization of the organizational structure and personnel has been completed, and the new administrative unit, Que Tan commune, is now operating stably.

"Basically, up to this point, the guidance for the Party congresses in Hiep Duc district is proceeding in the right direction. In the coming time, the District Party Committee and the Standing Committee of the District Party Committee will continue to focus on leading and directing the organization of grassroots Party congresses leading up to the 10th District Party Congress, especially focusing on directing the organization of pilot congresses in March, trial congresses in April, and completing the grassroots level congresses by early May 2025."

"At the same time, we are making thorough preparations for the content and conditions to organize the 10th District Party Congress (2025-2030 term) in July 2025," said Ms. Tran Thi Hang.
