Effectiveness after 3 years of implementing Conclusion No. 01

Over the past 3 years, the entire Party Committee of Phu Quy island district has seriously implemented Conclusion No. 01-KL/TW, dated May 18, 2021 of the Politburo (12th tenure) on continuing to implement Directive 05 on "Promoting studying and following Ho Chi Minh's ideology, morality and lifestyle".

Thanks to that, Phu Quy has had many positive changes in studying and following Uncle Ho, contributing to building and rectifying the Party, creating consensus among cadres, party members and people of all walks of life to well perform the local political tasks.

Lead, direct, organize and implement with the right focus

Implementing Conclusion 01 of the Politburo on continuing to implement Directive 05 on "Promoting the study and following of Ho Chi Minh's ideology, morality and lifestyle", the Standing Committee of Phu Quy District Party Committee has developed Plan No. 46; in which it identifies 3 urgent and prominent issues to focus on and resolve. These are rectifying the ethics, working style, sense of responsibility, and attitude of serving the people of cadres, civil servants and public employees in performing public duties and communicating with the people; promoting administrative reform, especially resolving administrative procedures on land; strengthening construction management, especially construction works not intended for land use. Focusing on caring for people's lives and protecting people's health, especially those affected by natural disasters and epidemics. Protecting the environment and marine ecology; Effectively prevent destructive fishing using explosives, banned substances, toxic substances, electric shocks and violations of foreign territorial waters; take measures to thoroughly handle the discharge of solid waste, wastewater and garbage onto embankments, beaches and roads.

Accordingly, Party committees, authorities, agencies, units and organizations in the district have focused on leading and organizing the implementation of the above tasks through specific programs, plans and actions. In particular, Phu Quy District Party Committee determined that in order to effectively and substantially implement the policy of building and rectifying the Party and the political system; resolutely prevent, repel and strictly handle cadres and party members who have degraded in politics, ethics, lifestyle, and manifestations of "self-evolution" and "self-transformation". One of the core issues is to build revolutionary ethical standards for current cadres and party members according to Ho Chi Minh's thought, taking that as a foundation, creating endogenous strength for each cadre and party member to fight against negative influences and bad habits. Therefore, in recent years, most cadres and party members, especially leaders in agencies and units, have followed the motto "The higher the position of a cadre, the more exemplary he must be". Always demonstrate a steadfast ideology, correct viewpoint, dare to think, dare to do, dare to take responsibility, devote oneself to the country and the people, truly be the nucleus of solidarity, gathering, creating motivation and promoting collective intelligence, always upholding the principle of democratic centralism.

On the other hand, every year, the district organizes voting, introduction and registration of typical advanced examples for collectives and individuals in studying and following Ho Chi Minh's ideology, morality and style. Good people, good deeds; good models, effective practices in localities, agencies, units and typical advanced examples achieved in the period of 2021-2023 on implementing Conclusion No. 01 of the Politburo . Through implementation, each Party cell, department, branch, Front and socio-political organizations in the district have implemented many effective models, typically: Farmers' Association with the model of "Self-defense, self-management of Security and Order", "Professional Association of Seafood Catching"; Women's Union with the model "Women's Group of Love", "Women's Group of Clean Seafood Processing"... Youth Union with the model "Traffic Safety Propaganda", "Young Fishermen's Club", "Youth Rice Jar", "Art Performance to Raise Charity Funds to Help the Poor and the Disadvantaged", "Solidarity Bus", "People's Market to Reduce Plastic Waste"... Veterans Association with the model "Veterans' Group participating in maintaining information security", "Veterans' Group participating in protecting the environment"... All have created a positive spread, close to the local situation; contributing to raising awareness and responsibility of each citizen in life.

Lessons learned

To achieve the above results, Mr. Le Quang Vinh - Secretary of Phu Quy District Party Committee said: Party committees at all levels, authorities, Vietnam Fatherland Front, political and social organizations in the whole district have strengthened leadership, direction, promoting the role and responsibility of leaders, agencies, units in implementing Directive 05 and annual topics. Agencies and units have closely followed the content of the thematic plan to identify breakthroughs, urgent issues, and limitations that need to be resolved; developed programs and plans, clearly defined measures, roadmaps, and strengthened inspection and supervision of implementation. At the same time, Phu Quy has also regularly innovated the forms of learning, dissemination, propaganda; closely combined the learning and following of Ho Chi Minh's ideology, morality, and lifestyle with the implementation of Resolution 4 of the Central Committee (term XII). Improve the quality and effectiveness of political and ideological education, training in ethics and lifestyle. Maintain and effectively implement the preliminary and final summaries, draw lessons, commend and replicate advanced models.

“In the coming time, Phu Quy District Party Committee will continue to implement well the principles of Party building, especially the principle of democratic centralism, and maintain the Party's working regime. Improve the quality of Party cell activities, thematic activities, incorporate self-criticism and criticism in the spirit of Resolution 4 of the 13th Central Committee and the study and following of Ho Chi Minh's ideology, morality and lifestyle into the regular activities of the Party cell. Strengthen the inspection and supervision of the implementation of Conclusion No. 01 in conjunction with the regulations on setting examples of localities and units. Timely detect, commend, reward and replicate new models and good practices; at the same time, strictly handle degraded cadres and Party members, especially those who have degraded in political ideology, morality and lifestyle,” Mr. Vinh emphasized.

According to Mr. Vinh, the District Party Committee will promote the role of the Vietnam Fatherland Front, socio-political organizations, secretaries of Party cells and heads of agencies and units in leading and directing the implementation of Directive No. 05, thematic year 2023 and the following years. At the same time, build awareness of respecting the people, promoting democracy, caring for people's lives; promptly and effectively resolve difficulties, complex and outstanding issues of localities, agencies and units.
