Each irrigation project has a management entity, responsible for regulating water in a timely manner to serve production and protect property when floods come. And the form of organizing and managing irrigation projects in the community is being well promoted in Phu Luong district.

Weather forecasts of rain and storms upstream have kept members of the Ben Moc Irrigation Team busy taking night shifts to monitor the water level of the Du River. If the floodwaters from upstream are not handled quickly, the pumps will sink and even destroy all the technical equipment of the station.
Mr. Luu Van Hai, Head of Ben Moc Pumping Station, Co Lung Commune, said: Every year, the residential areas of Co Lung Hamlet, Doi Che, Duong Goong (with over 40 hectares of land enjoying irrigation water from the Pumping Station) organize elections and elect representative members to join the Irrigation Team. The team maintains 7 people and operates on a voluntary basis to directly manage and operate pumping equipment and regulate water for production. The operating mode is self-accounting through people's contributions to pay for electricity, labor, minor repairs, etc.
The irrigation team is responsible for synthesizing water demand, water supply time, and protecting and clearing over 1,500m of intra-field canals. During times of water shortage, the entire team must find water sources, develop maintenance plans, and schedule water impoundments and upstream pumping stations to divide the time frame for receiving water and operating the pumps appropriately.
With this form of organization, the Co Lung Irrigation Team and members of the Ben Moc Pumping Station have maintained operations for nearly ten years, actively supporting production and protecting public assets, effectively promoting the resources invested by the State.

Operating on the principle of cooperation and with representatives elected by local people, the Cuc Lung Irrigation Team in Phu Do Commune has maintained water regulation for more than 30 hectares of production land. Mr. Bui Van Thang, Team Leader, said: Previously, the regulation of lake water was directly managed by the Commune People's Committee. However, in reality, the production needs of each household group and field are different, so the implementation of water supply hours is also different and must be close to the actual production. Therefore, it cannot be applied according to the working hours of the agency.
From that reality, the locality has built a self-management regulation and selected representatives to do regular irrigation work every year. With this approach, the task of protecting irrigation works belongs to the whole people and the Irrigation Team is responsible for operating, planning water supply and discharge and monitoring the development of water resources for agriculture .
In particular, the activities of the Irrigation Team and professional activities related to irrigation are updated in detail and linked with other localities in quarterly meetings. The nature of cooperation in production is increasingly close and consensus is increased when using irrigation resources together.
Currently, Phu Luong district has 180 irrigation works, including 55 reservoirs, 39 dams, 34 pumping stations and 52 other irrigation works. Every year, 100% of members of the grassroots irrigation team are trained in management knowledge and operational techniques. The irrigation teams develop regulations for organizing activities and technical standards based on the farmers' farming practices and promptly serve the seasonal production plans of each locality.
The actual activities of irrigation groups have promoted cooperative activities in production, expanded synchronous planting areas, and directed towards concentrated production areas that are being replicated.
