In addition to the decision to convert Hanoi University of Science and Technology into Hanoi University of Science and Technology, Minister Nguyen Kin Son also presented decisions to recognize the University Council, Chairman of the Council, and Director of Hanoi University of Science and Technology for the 2020-2025 term.
Accordingly, Prof. Dr. Le Anh Tuan became Chairman of the Council of Hanoi University of Science and Technology and Assoc. Prof. Dr. Huynh Quyet Thang became the university director.

The ceremony also presented resolutions transferring the positions of Vice Chairman of the Council, Vice President of the University, Secretary of the Council and Chief Accountant.
Congratulating Hanoi University of Science and Technology on its new journey, Minister of Education and Training Nguyen Kim Son emphasized that this is a mark of development, when the old mold, shell, and coat are too narrow and need to be transformed to a new level. The word "university - university" is just a change of language but there is a huge difference.
This is also the first school whose name and model have been changed from a university to a college by the Prime Minister.
According to the Minister, the activities of "university - university" are different, requiring adjustment and participation from member units and subordinates. The school also needs more time to improve, but it does not affect normal operations.
Becoming a university helps Hanoi University of Science and Technology implement a multidisciplinary structure with a large system of complex training fields and majors, with a large and diverse staff and students. This model ensures autonomy and unified management of the general command apparatus, while creating conditions for the components and lowest levels to have relative autonomy, creating general dynamism for the entire system.
Minister of Education and Training Nguyen Kim Son spoke on March 17.
"The university model has many advantages, suitable for high management level, abundant resources, dense learning activities, and professional voice. Administrative powers are concentrated at the university level, while professional voice is at the lower level," said Minister Son. However, if not operated well, the risk of division and lack of unity from within may occur, or make the administrative apparatus cumbersome. Therefore, Hanoi University of Science and Technology needs to determine that the innovation journey is just beginning.
Hanoi University of Science and Technology also needs to select and clearly declare its mission, functions and tasks. The Ministry of Education and Training will monitor compliance with this mission.
On December 2, 2022, the Prime Minister issued a decision to convert Hanoi University of Science and Technology into Hanoi University of Science and Technology. The conditions for converting a university into a university are specified in detail by the Government in Decree 99 (effective from February 15, 2020) applicable to universities, academies, colleges and organizations and individuals participating in higher education activities.
Thus, Vietnam currently has 6 universities: Hanoi National University, Ho Chi Minh City National University, Thai Nguyen University, Hue University, Danang University and Hanoi University of Science and Technology.
After Hanoi University of Science and Technology, 5 major universities are also planning to "upgrade" to multidisciplinary universities, including Can Tho University, Ho Chi Minh City University of Economics, National Economics University, Ho Chi Minh City University of Medicine and Pharmacy, and Hanoi University of Medicine.
