Recently, Thanh Nien Newspaper published an article reflecting on the concerns of many parents at Kim Xuyen Primary School (Kim Xuyen Commune, Kim Thanh District, Hai Duong ) about the implementation of the collection of fees at the beginning of the 2023-2024 school year.
Accordingly, the fees collected according to the regulations of the Ministry of Education and Training and Resolution 08/2022 of the People's Council of Hai Duong province are collected by the school via the application on smartphones. Meanwhile, the fees collected on a voluntary basis are paid directly to the school in cash or by bank transfer.

On November 9, speaking with Thanh Nien Newspaper reporter, Ms. Nguyen Thi Duyen, Principal of Kim Xuyen Primary School, said: "It is true that the school has implemented collection via smartphone applications. However, the collection of school support, class fund, and parent fund is voluntary, the school does not manage this collection but the parent representative committee collects and manages it, so it is not collected via smartphone applications."
According to Ms. Duyen, on September 16, the school held a meeting with parents of students in each class to implement the collection plan for the 2023-2024 school year and received consensus and agreement from parents of students in each class, with the meeting minutes attached. These are collections that closely follow the regulations of the Ministry of Education and Training and Hai Duong province.
Receiving instructions from the Department of Education and Training of Kim Thanh District, on September 18, the school held a meeting with teachers to review whether any collection was implemented contrary to regulations.
The report shows that in some classes, teachers let parents arbitrarily collect class fund money and money for photocopying homework sheets.
The school affirmed that the above fees are against regulations and are not allowed to be collected, and has directed teachers and representatives of parents of the classes that collected them to return these fees to parents.
As for class 2B, the parents' representative committee reported: some parents said that they needed money to organize class activities, so they initiated the collection and some parents contributed without the teachers knowing. The school directed the homeroom teacher of class 2B to request the parents' representative committee to return the money to the parents on the morning of October 28.
Regarding the school's donation, Ms. Duyen said that it was implemented in accordance with the instructions, fully following the process, and approved by leaders at all levels.
Regarding the parent-teacher association fund, this collection was implemented in the meeting with parents at the beginning of the year and parents are organizing to mobilize funds on a voluntary basis.
"Through the above incident, we see that the school has not yet directed teachers to clearly explain to each parent about the form of money collection; has not been close in management work, so that teachers and parents agree to collect some fees directly serving students but not in accordance with regulations, so that parents can have feedback. This action affects public opinion, we accept the shortcomings and will thoroughly overcome them to stabilize the educational environment in the school," said Ms. Duyen.
