On October 10, according to a source from Dan Tri reporter, the Department of Education and Training (DoET) of Bac Lieu province has just concluded the content of the accusation against Mr. Le Minh Quang, Principal of Phan Ngoc Hien High School (Bac Lieu City).
Mr. Quang was accused of 5 things by a teacher. According to the verification of the Department of Education and Training of Bac Lieu province, 3 of the accusations were correct, one was partially correct and one was baseless.

In the 2023-2024 school year, Mr. Le Minh Quang did not check and closely monitor the progress of the program before the end of the school year, allowing a teacher to not complete teaching local education . According to the Department of Education and Training, this shows signs of lax management by the principal.
The Department of Education and Training concluded that the teacher's accusation was correct in that Mr. Quang had not completed the standard number of 2 periods/week but still received the teacher's preferential allowance for 9 months/school year.
For the past 3 years, Mr. Le Minh Quang has been directing the collection of high school graduation exam preparation fees in violation of financial regulations. "The amount of extra money collected on the total number of 12th grade students is not small, hundreds of millions of dong each year," according to the teacher's complaint.
Through inspection by the Department of Education and Training, it was found that this exam preparation fee was collected one more week than the actual number of teaching weeks, which is not in accordance with the instructions of the competent authority.
The principal of Phan Ngoc Hien High School was also accused of directing the collection and disbursement of scholarship funds in violation of regulations. According to teachers, the collection was based on each student and each household, about 200,000 VND, and the collection was uniform from the beginning of the year, such as the 2022-2023 school year, amounting to more than 145 million VND.
"The school's mobilization of scholarship funds without a license from the competent authority is not in accordance with regulations. The above accusation is correct," according to the Department of Education and Training of Bac Lieu province.
The leader of the Department of Education and Training of Bac Lieu province said that if the accusations are correct, the department will handle them according to regulations.
