On January 2nd, according to information from the Quang Ninh Provincial People's Committee, starting in 2024, in accordance with Resolution 28/2023 on policies to attract doctors to work in some units under Quang Ninh province until 2025, which was approved by the 14th Provincial People's Council at its 16th session, the locality will implement support for attracting human resources in the health sector.
Accordingly, those recruited or appointed as civil servants will receive a one-time support payment: Doctors of Medicine (PhD) and specialists (Level II) will receive 750 million VND; resident doctors will receive 550 million VND. The recruited doctors will work at the following hospitals: Provincial General Hospital; Obstetrics and Pediatrics Hospital; Bai Chay Hospital; and Vietnam-Sweden Uong Bi Hospital.
Resident doctors, medical masters, and specialist doctors (level I) will receive 700 million VND in support; doctors with a 6-year training program who graduate with excellent grades will receive 500 million VND; and doctors with a 6-year training program working at the Health Centers of the districts of Ba Chẽ, Bình Liêu, Đầm Hà, and Cô Tô will receive 450 million VND in support.

Resident doctors, medical masters, and specialists of level I will receive 550 million VND in support; doctors with a 6-year training program who graduate with excellent grades will receive 400 million VND; doctors with a 6-year training program will receive 300 million VND when they start working at the Lung Hospital, Mental Health Protection Hospital, Forensic Center, Ha Long General Hospital; and the Health Centers of Ha Long City, Cam Pha City, Mong Cai City, Uong Bi City, Quang Yen Town, Dong Trieu Town, Hai Ha District, Tien Yen District, and Van Don District.
Doctors working at health stations in island communes as per Decision No. 425 dated April 7, 2017 of the Prime Minister ; and health stations in communes in ethnic minority and mountainous areas of Quang Ninh province as per Decision No. 861 dated June 4, 2021 of the Prime Minister, will receive support ranging from 200 to 500 million VND, depending on the area and target group.
The Quang Ninh province's healthcare sector is expected to attract a minimum of 298 personnel. This includes at least 10 medical doctors with PhDs or Level II specialist qualifications; at least 39 medical doctors with Master's degrees, Level I specialist qualifications, or resident physicians; and at least 249 doctors.
Resolution 28/2023, effective from January 1, 2024 to December 31, 2025, is expected to make a significant contribution to addressing the difficulties and shortages of human resources for the Quang Ninh health sector during the 2024-2025 period .
