From the need to understand correctly, do correctly

A survey by the Vietnam Federation of Commerce and Industry (VCCI) shows that only about 25% of small and medium-sized enterprises have access to legal support even though the Legal Support Program for Small and Medium Enterprises has been implemented for more than 10 years.

In order to ensure that businesses "correctly understand and correctly comply" with the law, since the end of 2025, ministries and branches have accelerated the organization of hundreds of training sessions, dialogues and issued documents on taxes, electronic invoices, environment, land, food safety, e-commerce, intellectual property, etc. The Ministry of Industry and Trade updated legal documents on e-commerce, import and export, and competition. The Ministry of Finance increased guidance on tax policies and handling of common situations; provided support in business registration, investment, and bidding; many documents were standardized in the form of videos, infographics, and legal handbooks for easy access by businesses, etc.

In particular, the Ministry of Justice promotes digital applications. Chief of Office, Spokesperson of the Ministry of Justice Do Xuan Quy said that the Ministry of Justice has implemented many projects such as: "Building a large database of laws", "Application of artificial intelligence in the work of building and checking legal documents" and "Vietnam Law Digital Platform". The National Law Portal, which operated from May 2025 to the end of November 2025, recorded more than 1,130,556 visits; the legal AI system processed hundreds of thousands of questions and answers, supporting people and businesses to access information quickly, accurately and in a friendly manner.

Thanks to these models, the number of businesses accessing legal support will increase sharply in 2025, especially business households and family businesses. However, businesses also recommend adding “tailor-made” documents for each industry, increasing direct dialogue and clarifying the responsibility of each agency to explain policies.

Bringing legal knowledge closer to businesses

According to Ngo Quynh Hoa, Deputy Director of the Department of Legal Dissemination, Education and Legal Aid (Ministry of Justice), the above proposals have been acknowledged by the Ministry of Justice and included in the orientation of the inter-sectoral legal support program for small and medium-sized enterprises in the next phase. In particular, the focus is on developing a national digital legal support platform, expected to integrate: Legal data by field, specialized Q&A warehouse, digital training materials.

The 2026-2031 interdisciplinary legal support program will inherit previous documents and expand the target to business households and cooperatives. The highlight is the shift from “mass knowledge transfer” to “support according to needs, problems and industries”. Ministries, sectors and localities will regularly survey, collect feedback, and analyze data to accurately identify legal difficulties of businesses.

Priority will be given to areas with major changes such as land, tax, investment, labor, environment, quality standards, international trade and digital transformation. Support activities will be in-depth, highly practical, and avoid spreading.

In addition, a new decree replacing Decree No. 55/2019/ND-CP dated June 24, 2019 of the Government on legal support for small and medium-sized enterprises will be issued with an expanded scope and additional subjects for business households and cooperatives - groups that account for a large proportion of the economy but have little access to formal legal support. Financial policies for legal advice will also be amended in a substantive direction. The Circular replacing Circular No. 64/2021/TT-BTC is expected to increase the spending limit, ensure the quality of services and attract lawyers and experts to join the consulting network.

According to lawyer Le Quang Vung, the implementation process shows that machines cannot replace humans. Therefore, along with the application of artificial intelligence (AI) in disseminating the law, it is necessary to standardize the team of consultants. Management agencies must review capacity, eliminate ineffective units and select organizations and individuals with practical experience, in-depth knowledge, and professional consulting ability. This is especially important for small and medium-sized enterprises - the majority of which do not have a legal department.

Mr. Le Quang Vung emphasized that support must be close to each subject and area. For business households and micro-enterprises, consulting at markets, wholesale markets or commune and ward People's Committees will be much more effective than organizing in large halls because "people feel that it is not close and they are afraid to travel".

“If there is strong, synchronous support, the program will help small and medium-sized enterprises, business households and cooperatives minimize the risk of violating the law, increase competitiveness, improve the ability to enter the market and develop sustainably,” Mr. Le Quang Vung affirmed.
