Livelihood support for ethnic minority areas

Implementing the National Target Program on Socio-Economic Development for Ethnic Minorities and Mountainous Areas for the 2021-2025 period, Phu Luong District has synchronously deployed many solutions to support people's livelihoods. Thereby helping people stabilize their lives, develop production and gradually escape poverty sustainably.

At the end of 2024, 12 poor and near-poor Mong households in Phu Do and Dong Dat communes (Phu Luong) were supported with over 110 breeding animals, along with food and feed cutting machines, with a total value of over 600 million VND. This is one of the practical livelihood support models, motivating people to proactively develop their household economy .

Specifically, in Phu Tho hamlet, Phu Do commune, 8 poor and near-poor households belonging to the intensive cattle breeding community group were supported with 17 cows. Meanwhile, in Dong Tam hamlet, Dong Dat commune, 4 households belonging to the goat breeding community group were given 94 breeding goats.

After more than 5 months of implementation, the model has initially shown positive results. The goats of households in Dong Tam hamlet have given birth for the first time; the cows of households in Phu Tho hamlet are also pregnant. Currently, the communes are continuing to support people with the next batch of animal feed, ensuring stable development of the livestock herd.

Mr. Sam Van Pai, in Dong Tam hamlet, Dong Dat commune - one of the households supported in raising breeding goats, happily shared: Now I know the techniques of raising breeding goats. The first herd of goats gave birth, and the young goats were all healthy. The family's way out of poverty has been opened.

Mr. Bui Xuan Cuong, Vice Chairman of Dong Dat Commune People's Committee, said: To support people in raising goats for effective reproduction, the commune has closely coordinated with the district's Department of Ethnic Minorities and Religions to conduct field surveys of each household, determine the needs and capacity for production development. From there, it advises on the establishment of community groups for raising livestock and organizes technical training combined with visits to effective production models in other provinces. Thanks to that, when receiving support, people can immediately start raising livestock with high efficiency.

Phu Luong district has over 50% of its population being ethnic minorities, mainly concentrated in the communes of Yen Trach, Phu Do, Dong Dat... In order to promote sustainable development of ethnic minority areas, the district has concretized the policies of the Central and the province with many projects and plans suitable to local characteristics.

Since 2021, Phu Luong has allocated over VND 14.5 billion to implement poverty reduction projects and diversify livelihoods for ethnic minorities. Over 1,000 households have been supported with crops, livestock and agricultural materials.

The district also built and replicated 15 effective economic development models such as: free-range chicken farming, pig breeding, organic tea growing, fruit trees according to value chains, etc.

In addition to material support, Phu Luong also pays special attention to improving people's capacity. From 2021 to present, the district has coordinated to organize over 50 training courses on agricultural techniques, financial management skills, production and business planning, etc., attracting over 1,500 participants.

From these training courses, many households have boldly borrowed capital, expanded production scale, and developed the economy. In the period of 2022-2024, from the Social Policy Bank alone, the whole district has 1,030 poor and near-poor households borrowing a total of nearly 73 billion VND to develop the family economy.

The District People's Committee has also directed specialized units to coordinate with local authorities to grasp the thoughts and aspirations of poor households, thereby selecting models suitable to their level and actual conditions. At the same time, it focuses on replicating good and effective practices in each locality to create positive spillovers in the community.

Ms. Nguyen Thuy Hang, Vice Chairman of Phu Luong District People's Committee, emphasized: Supporting the livelihoods of ethnic minorities is not only a short-term support, but also a fundamental, long-term solution to help people proactively improve their lives, gradually escape poverty sustainably. This is a key factor contributing to the successful implementation of the socio-economic development goals of ethnic minority and mountainous areas.

With the motto "People are the subject and the center of the development process", Phu Luong district continues to promote propaganda and guide people to effectively exploit the potential and advantages of the locality for economic development. The district strives to reduce the poverty rate to below 1.28% by the end of 2025, contributing to the completion of the province's overall poverty reduction goal.
