Kinhtedothi - On the morning of December 1st, speaking at the National Conference, General Secretary To Lam requested the urgent and active implementation of the review of Resolution No. 18-NQ/TW and the carrying out of a revolution in restructuring, organizing, and streamlining the apparatus of the political system.
On the morning of December 1st, the Politburo and the Secretariat of the Central Committee held a national conference to thoroughly understand and implement the summary of Resolution No. 18-NQ/TW dated October 25, 2017, of the 6th Plenum of the 12th Central Committee on "Some issues concerning the continued reform and restructuring of the political system's organizational apparatus to be streamlined, effective, and efficient"; the socio- economic situation in 2024, solutions to accelerate socio-economic development in 2025, and the removal of institutional bottlenecks and obstacles.
The conference connected the National Assembly building to 14,535 online locations, with over 1.3 million delegates attending.
The revolution in restructuring and streamlining the political apparatus.
Delivering a keynote address at the Conference, General Secretary To Lam emphasized that the National Conference to thoroughly understand and implement the review of Resolution No. 18-NQ/TW of the 12th Central Committee of the Communist Party of Vietnam; the socio-economic situation in 2024, solutions to accelerate socio-economic development in 2025, and to remove institutional bottlenecks and obstacles was held immediately after the closing of the Central Committee Conference and the 8th Session of the 15th National Assembly.

This demonstrates the special importance, urgency, decisiveness, and strong spirit of innovation, as well as the determination to effectively implement solutions aimed at achieving and surpassing the socio-economic goals for 2024, 2025, and the entire term set forth by the 13th National Congress of the Party. At the same time, it is crucial to thoroughly prepare for the successful organization of Party congresses at all levels leading up to the 14th National Congress of the Party, ushering the country into a new era – an era of national progress.
According to General Secretary To Lam, the Party has issued many resolutions and conclusions on reforming and reorganizing the political system's apparatus, especially Resolution No. 18-NQ/TW. Through its implementation, the Party's organizational system at all levels, the State apparatus from the central to the grassroots level, the Vietnam Fatherland Front organization, and other political and social organizations have been reformed to a certain extent, moving towards streamlining and enhancing effectiveness and efficiency.

In that spirit, there is a very high degree of unity in awareness, action, and political determination throughout the Party and the entire political system regarding the review of the implementation of Resolution No. 18-NQ/TƯ of the 12th Central Committee of the Party and the orientation for arranging and perfecting the organizational structure of the political system to be streamlined, effective, and efficient.
General Secretary To Lam requested that the implementation of Resolution No. 18-NQ/TW be urgently and actively reviewed, and that a revolution in restructuring, organizing, and streamlining the political system's apparatus be carried out. This is a major, very difficult, complex, and sensitive issue, touching upon the rights, interests, thoughts, and feelings of a segment of cadres, Party members, civil servants, and public employees. It demands high levels of unity, determination, exemplary conduct, courage, and sacrifice for the common good, for the progress and sustainable development of the country.


Developing the country in the era of national progress.
General Secretary To Lam emphasized that the review of the implementation of Resolution No. 18-NQ/TW must be conducted objectively, democratically, scientifically, specifically, profoundly, and with a willingness to learn; it must be carried out urgently but cautiously and thoroughly, upholding principles, listening to and incorporating the contributions of experts, scientists, and the experiences of other countries… as a basis for proposing measures to build a streamlined, effective, and efficient organizational model, ensuring overall coherence, synchronicity, interconnectedness, and unity. He stressed the determination to complete the review of the implementation of Resolution 18-NQ/TW and report to the Central Committee of the Party on the plan for arranging and consolidating the political system's organizational structure in the first quarter of 2025.
General Secretary To Lam called for a focus on implementing solutions to remove bottlenecks and obstacles in the institutional framework for development – the key to the country entering an era of progress. This includes accelerating administrative reform, decentralization, and delegation of power coupled with resource allocation; eliminating the "request-and-grant" mechanism; maximizing administrative procedure reform and reducing costs in the direction of "both strict management and fostering development, mobilizing maximum resources, and creating new development spaces," with each level addressing the obstacles at that level.

Emphasizing that building a streamlined, effective, and efficient political system is an extremely complex, important, and urgent political task requiring unity, consensus, resoluteness, perseverance, and high determination within the Party, the political system, and society, General Secretary To Lam requested that from now until the 14th Party Congress, there is still much work to be done, requiring the entire Party and political system to demonstrate strong determination, effort, and decisive action to achieve the set goals.
"We must focus on doing things well and effectively, completing three major tasks: Innovating and reorganizing the political system; Accelerating and breaking through to achieve the goals and tasks of the 13th National Congress; and preparing well for the successful organization of the 14th National Congress, leading the country into an era of national progress," General Secretary To Lam emphasized.
General Secretary To Lam expressed his confidence: “After the conference, with clear understanding, a spirit of unity, cooperation, and the highest determination, effort, and responsibility to the Party, the State, and the People, we will achieve the highest possible results in fulfilling the set goals and tasks, contributing to the successful implementation of the Resolution of the 13th National Party Congress, making the best preparations for the Party Congresses at all levels, leading up to the 14th National Congress of the Party, creating a solid and strong foundation for the country's renewal and development in the era of national progress.”
