Improve policies for attracting talent.

Attracting and recruiting talented individuals from outstanding graduates, experts, and young scientists has been a long-standing effort in Ho Chi Minh City, but the number attracted remains limited compared to the city's needs. Following Resolution No. 98/2023/QH15 of the National Assembly, Ho Chi Minh City has enacted groundbreaking income levels and incentive policies to address the bottleneck in attracting talent to the city's political system.

It's difficult to compete with the private sector.

In 2017, the Government issued Decree 140 on policies to attract and recruit outstanding graduates and young scientists . Following this, Ho Chi Minh City implemented a plan to attract experts and scientists to work in its agencies and units, but throughout the 2019-2023 period, only 8 people were able to sign contracts.

Of these, 4 work at the High-Tech Park Management Board and 4 work at the High-Tech Agricultural Park Management Board. In 2023, Ho Chi Minh City attracted 3 more officials from the pool of outstanding graduates and young scientists to work at Le Hong Phong High School for the Gifted, Tran Dai Nghia High School for the Gifted, and the Ho Chi Minh City Trade and Investment Promotion Center.

According to Vice Chairman of the Ho Chi Minh City People's Committee Vo Van Hoan, one of the reasons for the low success rate in attracting outstanding graduates and young scientists to work in agencies and units is the low recruitment quotas, inadequate compensation, and high requirements. This leads to a situation where some individuals, despite their talent, cannot meet the recruitment requirements.

On the other hand, once people are recruited, there is often a situation where they are assigned to unsuitable jobs or work environments that do not allow them to develop their abilities. This prevents dynamic young people who want to excel from developing, so they seek other avenues for self-development.

According to the Ho Chi Minh City Department of Internal Affairs, the individuals targeted for recruitment are those with excellent academic qualifications and results; the number of those meeting the criteria is very small. Therefore, identifying, nurturing, and selecting these individuals requires significant time and resources.

Furthermore, highly qualified personnel are often sought after by organizations and businesses outside the public sector, who offer very attractive salaries and numerous career advancement opportunities. Therefore, agencies and units within Ho Chi Minh City find it difficult to recruit and retain this workforce due to legal regulations regarding salaries and income for civil servants and public employees being significantly lower than those in non-public sector organizations.

Breakthrough in income and benefits.

To effectively attract talent to the public sector, Ho Chi Minh City has developed numerous mechanisms and policies aimed at building a high-quality workforce. In particular, Ho Chi Minh City has utilized the special mechanisms outlined in Resolution No. 98/2023/QH15 of the National Assembly to enact policies on income and other incentives, aiming for a breakthrough in talent attraction in the future.

Specifically, with its recruitment policy for outstanding graduates and highly qualified individuals, in addition to the standard salary and allowances, Ho Chi Minh City provides supplementary income based on qualifications (from 2 to 4 times the regional minimum wage per month). Simultaneously, it provides incentive support based on output, encouraging the development of individual capabilities with 1% (5% for the author group) of the total budget allocated by Ho Chi Minh City for the approved project.

Regarding the policy to attract experts, scientists, and exceptionally talented individuals, they are contracted for specific tasks and projects and receive an initial allowance of up to 100 million VND. Experts and scientists receive monthly salaries ranging from 30 to 100 million VND. Upon completion of assigned tasks, exceptionally talented individuals are rewarded based on merit and achievement, with a maximum of 1 billion VND per person. If necessary, individuals can also receive housing support of up to 7 million VND per month and other preferential policies.

According to the Department of Internal Affairs, these are completely new policies, applied for the first time in Ho Chi Minh City under a special mechanism, not limited to new recruits but also applicable to existing officials, civil servants, and public employees, aiming to create motivation, retain talent, and overcome the "brain drain" problem.

The Department of Internal Affairs advised the Ho Chi Minh City People's Committee to issue a plan for implementing these policies. This plan has been disseminated to agencies and units that have registered their needs for attracting experts and scientists, and have registered lists of eligible officials, civil servants, and public employees for recruitment purposes.

According to Nguyen Si Long, Deputy Head of the Civil Servant and Public Employee Department of the Ho Chi Minh City Department of Internal Affairs, immediately after the policies aimed at attracting talent were issued, Ho Chi Minh City integrated them with the implementation of Decree 140 in recruiting three civil servants from the pool of outstanding graduates and young scientists to work at Le Hong Phong High School for the Gifted, Tran Dai Nghia High School for the Gifted, and the Ho Chi Minh City Trade and Investment Promotion Center. After a period of work, these individuals were assessed as quickly adapting to the job and successfully completing their tasks.
