Exercises on both land and sea

The Border Guard Command is a new organizational unit under the Hung Yen Provincial Military Command after the province's merger, implementing the two-level local government model, reorganizing local military agencies, and gradually perfecting the operating mechanism. From that reality, the 2025 Hung Yen Provincial Border Guard Command's defensive combat exercise was conducted in 3 phases with 5 training issues; practice exercises in short preparation time conditions, field exercises on a large area both on land and at sea, diverse forms of coordination and cooperation, many participating components, using many types of weapons, vehicles, and technical equipment.

To ensure that the exercise achieves its goals and requirements, the Hung Yen Provincial Military Command has closely followed the instructions of superiors, directed the content team to study theory and practice to determine the content, organize training and fostering for 284 officers participating in the exercise; at the same time, issued a system of directive and management documents; built the exercise's intention, structure, training issues, basic topics and situations close to reality and local situation characteristics.

Practice handling situations at sea in drills.

Before entering the exercise, the Hung Yen Provincial Military Command directed and operated the exercise frameworks to organize training and practice on the contents of operating the mechanism, practice, and field exercises according to the plan; focusing on new contents to be applied in the exercise as well as operating the mechanism when implementing the two-level local government model and organizing newly established units. "Training and practice work was conducted in the correct order from low to high, practicing from segment to synthesis, general rehearsal and exercise; at the end of each content, lessons were promptly drawn, adjusted, and supplemented to ensure closeness to the task...", said Colonel Tong Thanh Son, Deputy Commander of the Provincial Military Command and Commander of the Hung Yen Provincial Border Guard Command.

Along with the above work, the Hung Yen Provincial Military Command has consulted with the Provincial Party Committee and Provincial People's Committee and closely coordinated with departments, branches and sectors to mobilize more than 10,000 working days to build training grounds, battlefield fortifications, command post equipment and exercise areas in accordance with regulations, camouflaged to ensure secrecy, safety, suitable terrain, close to combat conditions.

Visiting the mechanism operation exercise, attending important conferences such as: Conference to disseminate orders to change the combat readiness status, mobilization orders, and deploy tasks for agencies; Party Committee Conference to evaluate the results of moving the Border Guard Command to a state of full combat readiness; Party Committee Conference of the Border Guard Command to approve the adjusted defensive combat plan... we felt the extremely urgent "wartime" atmosphere. Along with the proactive, flexible, creative, and appropriate management of the presiding comrades, officers in all positions of the exercise all complied with the regulations, prepared content close to the functions and tasks in each situation and stage. In particular, the Party Committee Conference of the Border Guard Command through the determination to conduct defensive combat promoted collective intelligence in analyzing and evaluating the situation, proposing many appropriate and correct measures. "This is a conference of special importance, deciding the results of defensive operations, proposing policies and measures to lead and direct the successful implementation of the determination to conduct defensive operations...", Colonel Vu Van Dinh, Commander of the Hung Yen Provincial Military Command affirmed.

Handle situations skillfully, ensuring absolute safety

In this exercise, one of the important practical contents was the situation of "Border Guard Squadron 20 patrolling, reconnaissance, handling, and chasing away foreign ships and boats violating Vietnam's waters". When carrying out this task, the units coordinated smoothly, demonstrating cleverness, flexibility but determination, demonstrating the professional level and ability of the Border Guard to handle situations at sea.

The content of the actual combat shooting (defense) is one of the highlights of the exercise. In this content, the forces use a large amount of air bullets and explosives, so the preparation of forces, training grounds, weapons, equipment, training, practice, command and coordination is required to be very carefully prepared. During the implementation of the task, the Border Guard force, militia and self-defense force... united, overcame difficulties, completed the task well, and ensured absolute safety; thereby affirming the quality of training and exercises of the Hung Yen Provincial Military.

Talking to us after completing the exercise, Colonel Vu Van Dinh said that this exercise has many new contents, the operating mechanism is still being perfected, so it needs time to study, perfect and supplement. However, with the spirit of both training and learning, and supplementing to perfect, the Party Committee and the Provincial Military Command have closely followed the direction of superior agencies to deploy training issues. During the implementation of the combat exercise, the forces have coordinated closely, practiced combat in the right order, and ensured absolute safety.

It can be affirmed that through the exercise, the command, staff, and coordination of the Provincial Border Guard Command and the coordination between the Provincial Border Guard Command and the commune-level localities in defensive operations have been improved. Through this, practical lessons have also been drawn as a basis for continuing to consolidate and build the posture and operations of the defense area associated with the implementation of the two-level local government model; meeting the requirements and tasks of building and protecting the Fatherland in the new situation.
