The meeting took place right after Ho Chi Minh City officially expanded its administrative boundaries according to the policy of merging with Binh Duong and Ba Ria - Vung Tau.
Attending the meeting were the Board of Directors of the Department of Culture, Sports and Tourism of Ho Chi Minh City and leaders of departments, offices and affiliated units at three connecting points: Saigon ward, Binh Duong ward and Ba Ria ward.
At the meeting, representatives of specialized departments reported on the general results of the first 6 months of the year, key plans for the last 6 months of the year, and clearly stated the advantages and difficulties arising after the merger.
Opinions focused on operating the new apparatus in a synchronous, smooth and effective manner, maximizing the potential and strengths of each locality.
In addition, the units are also proactively preparing to carefully organize upcoming major events such as: the 78th anniversary of War Invalids and Martyrs Day (July 27, 1947 - July 27, 2025), the 80th anniversary of the successful August Revolution (198.1945 - August 19, 2025) and National Day September 2.
At the same time, many plans for coordinating the organization of cultural, sports and communication activities in the expanded area were also proposed to meet the spiritual needs of the people.
In particular, this meeting devoted a lot of time to exchanging and discussing solutions and mechanisms to create new momentum and promote the development of the culture and sports sector in the next period.
Many positive results in the first 6 months of the year
In the first 6 months of 2025, despite many difficulties, the Ho Chi Minh City Department of Culture and Sports has achieved many positive results thanks to the timely leadership and direction of the City Party Committee, People's Council, People's Committee, and the Ministry of Culture, Sports and Tourism.
Plans and tasks are implemented synchronously, promptly, and in accordance with reality; the industry apparatus operates effectively and completes tasks well.
Festivals and major events, especially the 50th Anniversary of Southern Liberation and National Reunification Day (April 30, 1975 - April 30, 2025) are organized solemnly and thoughtfully, meeting political requirements.
The movement “All people unite to build a cultural life” has been widely spread; artistic activities have been diversified, meeting the spiritual needs of the people. The management and preservation of relics and the promotion of cultural heritage values have been well implemented; the museum operates dynamically, welcoming a large number of visitors.
Political propaganda, training, competitions, and dramatization have been promoted, spreading positive messages, contributing to building a healthy cultural environment and strengthening national solidarity.
Information, press and publishing work plays a role in monitoring and social criticism, promptly conveying policies and guidelines, contributing to promoting the city's development.
The mass sports movement has developed strongly, high-performance sports continue to achieve many results, contributing to Vietnamese sports; sports for people with disabilities are given attention.
Investment and construction of key projects were accelerated to promptly serve major events. Inspection, examination, citizen reception, and complaint and denunciation settlement were carried out strictly, without backlog.
In Ba Ria - Vung Tau, cultural, sports, cinema and museum activities well meet political tasks and people's needs; mass and high-performance sports develop, with a high rate of practitioners.
In Binh Duong, cultural and sports activities have been innovated and diversified; propaganda work has been timely, contributing to promoting the local image; mass sports have attracted a large number of people, and socialization of sports has been promoted.
The Ho Chi Minh City Department of Culture, Sports and Tourism said that the arrangement and consolidation of the industry's apparatus is facing difficulties due to the merger of administrative boundaries with Binh Duong and Ba Ria - Vung Tau, requiring more synchronous and flexible solutions.
Enforcement of administrative violations is still facing many difficulties due to lack of information and no detailed regulations on asset seizure. Illegal advertising, illegal entertainment services, and disguised karaoke continue to occur, causing difficulties in inspection and handling.
There are still many violations in performing arts, beauty contests, and modeling competitions. Inspection forces can only impose penalties after they have been recorded, and there are no measures to prevent them from the beginning.
Some new sports do not have management guidelines, potentially posing a risk of violating the law. There is a lack of specific sanctions for artists who violate the code of conduct, which is not enough of a deterrent.
In Ba Ria – Vung Tau, many relics have not been effectively exploited for tourism; socialization of culture and sports is still limited, failing to attract investors...

Finding new directions of development in the transition period
In his concluding remarks, Director of the Department of Culture, Sports and Tourism of Ho Chi Minh City Tran The Thuan emphasized that this meeting has special significance, marking a turning point for the industry in the context of expanding administrative boundaries.
Mr. Tran The Thuan requested that units thoroughly review their activities to avoid losing the cultural “specialties” of each locality. Effective activities that are loved by the people need to continue to be preserved, developed and enhanced.
“The consistent spirit is not to reduce but to adjust the scale and target audience accordingly. Cultural and sports activities must be organized throughout Ho Chi Minh City, not concentrated in a few central areas. Wherever there is a need, there must be the presence of the cultural and sports sector,” Mr. Tran The Thuan emphasized.
Regarding personnel work, the Director of the Department of Culture, Sports and Tourism of Ho Chi Minh City suggested maximizing the capacity and experience of staff, while proactively receiving cultural and sports facilities in newly merged communes and wards. Incentive policies and reward mechanisms for athletes and coaches also need to be studied and promoted.
