Pursuant to the Law on Road Traffic Order and Safety 2024, Decree No. 158/2024/ND-CP dated December 18, 2024 of the Government regulating road transport activities and Decree No. 165/2024/ND-CP dated December 26, 2024 of the Government detailing and guiding the implementation of a number of articles of the Road Law and Article 77 of the Law on Road Traffic Order and Safety.
Electric cars continue to appear on some central routes of Dong Hoi ward.
Pursuant to Clause 9, Article 76, Decree No. 158/2024/ND-CP, business units and households using 4-wheeled motor vehicles participating in the pilot activities before the effective date of this Decree shall continue to operate until June 30, 2025. From July 1, 2025, they must meet the regulations on business and business conditions for passenger transport by 4-wheeled motor vehicles of this Decree.
Clause 2, Article 24, Decree No. 165/2024/ND-CP also clearly states: From February 15, 2025, for 4-wheeled motor vehicles, they will only operate on routes with signs indicating a maximum operating speed of 30km/h applicable to all vehicles participating in traffic.
However, currently, there are still no roads in the area with signs indicating a maximum operating speed of 30 km/h as prescribed. According to the reporter's records, in recent days, in Dong Hoi ward, electric vehicles continue to appear on some central streets. This not only violates legal regulations but also poses a potential risk of causing traffic insecurity, affecting the locality's efforts to manage urban order.
It is thought that there needs to be a drastic and timely intervention of the authorities to ensure strict implementation of legal regulations. In the long term, appropriate solutions should also be considered and researched to help people transform their livelihoods sustainably.
