Ministry of Science and Technology works with Nghe An on decentralization, delegation and digital transformation

Receiving and working with the delegation were comrade Nguyen Quy Linh - Director of Nghe An Department of Science and Technology , leaders of the Provincial Public Administration Service Center, and representatives of a number of departments, branches and localities.

The content of the meeting focused on implementing decentralization, decentralization, promoting digital transformation and handling administrative procedures in the fields of science , technology and innovation in the process of operating two-level local governments.

According to the report, the Department of Science and Technology of Nghe An has proposed that the Provincial People's Committee authorize a total of 121 administrative procedures for the department to directly handle, creating more favorable conditions for people and businesses, and shortening the implementation time.

Regarding Plan No. 02-KH/BCĐTW dated June 19, 2025 of the Central Steering Committee on promoting interconnected, synchronous, fast and effective digital transformation, Nghe An recorded many positive results in the period from July 1 to August 14, 2025.

At the provincial level, according to statistics on the Online Monitoring System at nq57.vn, Nghe An was assigned 23 tasks, has completed 14 and has 9 tasks that are being implemented on schedule, and are rated at the Green level.

At the commune level, based on data from 130 communes and wards, Nghe An ranked 15th out of 34 provinces and cities in terms of progress in implementing 16 planned tasks; no commune completed less than 70% of the tasks, of which 95/130 communes (73.08%) completed all 16 tasks.

Regarding administrative procedure reform, the Chairman of the Provincial People's Committee issued a Decision to announce a list of 205 administrative procedures that are not dependent on provincial administrative boundaries and are under the management of 8 departments and branches.

Thanks to the synchronous implementation, the rate of online submission and settlement has significantly improved. As of 4:00 p.m. on August 6, 2025, the rate of online submission reached 72.35% (224,930/310,903 applications), of which 252,648 applications have been returned with results. With this result, Nghe An has increased by 5 ranks, ranking 20/34 provinces and cities compared to July 22, 2025.

At the meeting, leaders of departments, branches and localities of Nghe An focused on discussing the situation of operating local government at two levels, especially at the commune level. The working group directly listened to and grasped practical difficulties, at the same time, guided the removal of obstacles and supervised the implementation of tasks under the State management of the Ministry of Science and Technology in the province.

Director of the Department of Science and Technology Nguyen Quy Linh also raised a number of issues from local practices and made recommendations to the delegation, especially solutions and roadmaps for investment in equipment and facilities for digital transformation to ensure efficiency and best suitability to practice; at the same time, proposed that the Ministry take the lead in working to connect data with Project 06 to ensure synchronous and effective implementation.

Concluding the meeting, comrade Tran Ngoc Hau affirmed that the Ministry of Science and Technology is always ready to accompany Nghe An to remove difficulties in the process of implementing decentralized, delegated, and digital transformation tasks.

He suggested that the province strengthen the leadership role of Party committees and authorities, especially leaders, to ensure effective decentralization and delegation of power. Along with that, it is necessary to synchronously deploy elements serving implementation, from perfecting the legal corridor, perfecting the organizational apparatus, improving the quality of human resources to investing in technical infrastructure.

Training and fostering grassroots cadres in law and technology also needs to be focused on to improve practical capacity. In the initial stage, to overcome the shortage of IT human resources, it is possible to mobilize short-term support from technology enterprises, postal units, community digital transformation organizations and volunteer student forces.

For the working group, he requested to fully receive recommendations from localities to review, evaluate and propose amendments and supplements to legal documents to ensure consistency and synchronization. The Ministry of Science and Technology will maintain connections with local focal points to regularly provide professional support.
