Prepare for a special opening ceremony

According to Mr. Hieu, the quality of school toilets may seem trivial but it has a direct impact on the psychology and health of students, thereby affecting the quality of education. Therefore, the principal cannot be considered to have fulfilled his duty if the toilets are so degraded that students are afraid to use them.
“Each teacher needs to look back and ask themselves whether they have tried their best, mobilized resources or discussed with parents to find solutions,” said Mr. Hieu.

Providing more information about the teaching and learning situation before the new school year, Mr. Hieu said that after the merger, Ho Chi Minh City has become a megacity with more than 14 million people, including more than 2.5 million students and more than 3,500 educational institutions. He asked schools to prepare carefully for the upcoming opening ceremony. This is the first event with the participation and drum beating of General Secretary To Lam, coinciding with the occasion of the Ministry of Education and Training celebrating its 80th anniversary.
“Schools need to proactively prepare facilities, shade, and transmission lines so that the ceremony can take place fully and meaningfully, without students being affected by the heat or weather. Any school without a roof, screen, or TV needs to report and request local support,” Mr. Hieu requested.

The head of the city's education sector noted that the new school year has two important conditions: facilities and teaching staff. Currently, in the center of Ho Chi Minh City, there are still three schools that are under repair close to the opening day. He asked school leaders to proactively report and propose temporary solutions to ensure students have the conditions to participate. In addition, schools must carefully review safety factors. "Anywhere there are loose screws, cracked walls, peeling lime, especially toilets, must be fixed immediately," Mr. Hieu directed.
Proposal to ban students from using cell phones in school
Also at the conference, Mr. Hieu discussed the shortage of teachers. According to him, recent statistics show that Ho Chi Minh City lacks about 6,000 teachers, but this number changes constantly due to inconsistent data. Therefore, schools need to urgently update accurate data so that the industry has a basis for management and specific guidance.
Regarding students using cell phones, the Ho Chi Minh City Department of Education and Training has consulted parents, experts, and scientists on the policy of banning their use in schools. Mr. Hieu affirmed that schools must have a plan to provide free support when students need to contact their families, and when teachers allow it, cell phones will become learning tools.
The Director of the Department of Education and Training of Ho Chi Minh City said that the city is implementing the Happy School model for the third year. A happy school cannot allow students to spend their recess time focusing on their phones, withdrawing into their "own world" without connecting with friends and teachers.
"During recess, students need to play, exercise, and create positive energy to prepare for the new lesson. If they let the habit of using phones dominate, the relationship between students and friends, teachers, and even family will be seriously affected," said Mr. Hieu.
Mr. Hieu also believes that a happy school is not just about facilities but more importantly, it is about building a friendly environment where teachers can build trust, listen and share with students. Only then can the school truly become an ideal space for students to learn and grow.

Regarding teaching methods, he suggested that teachers innovate and avoid cramming. Schools can proactively invite artists, athletes, and actors to interact with students. “Many people worry about not having enough funds, but if they proactively connect with the locality, the Department of Culture, or parents, it can be done,” said Mr. Hieu.
The 2025-2026 school year is also the first year of implementing 2-session teaching/day according to the instructions of the Ministry of Education and Training. The Director of the Department of Education and Training of Ho Chi Minh City requested the General Education Department and schools to develop a specific plan. Schools must arrange flexible timetables, support students who need to study extra cultural subjects but are not allowed to collect fees. Necessary fees must be proposed to the Department for submission to the People's Council, and any fees that are not regulated must not be collected. Fees collected on behalf of others such as uniforms and badges must be clearly announced.
“There is no charge for the second session, but it must meet the needs of students and parents. There is absolutely no charge for classes using the school’s facilities and teachers,” Mr. Hieu emphasized.
Do not force parents to buy more backpacks and shoes.
The Director of the Department of Education and Training of Ho Chi Minh City requested that schools not force parents to buy additional backpacks, shoes, and notebooks. Uniforms only include clothes and badges. These are fees that the school collects on their behalf.
Regarding satellite boarding schools, schools should only deploy them when absolutely necessary, to avoid turning them into tutoring centers. Teachers who want to tutor must register at the center and update the Department's management software.
