57th Conference of the Provincial Party Committee

On the afternoon of October 26th, the Provincial Party Committee held its 57th meeting to discuss and approve several issues to be presented at the 22nd session (special session) of the 14th Provincial People's Council, which fall under the authority of the Provincial Party Committee, along with many other important matters. Comrade Vu Dai Thang, Member of the Central Committee of the Communist Party of Vietnam and Secretary of the Provincial Party Committee, chaired the meeting.

The 22nd session (special session) of the 14th Provincial People's Council is scheduled to take place on November 5, 2024, to approve 16 items and issue 12 resolutions. In accordance with the working regulations, at the meeting, the Provincial Party Committee heard and gave opinions on 4 items within its authority, including: Adjusting the provincial budget estimate for 2024; Adjusting and supplementing the medium-term public investment plan for the period 2021-2025 using provincial budget funds; Adjusting and supplementing the public investment plan for 2024; and the first draft of the medium-term public investment plan using the provincial budget for the period 2026-2030.

After listening to the contributions and opinions at the conference, Comrade Vu Dai Thang, Member of the Central Committee of the Party, Secretary of the Provincial Party Committee, instructed the Party Caucus of the Provincial People's Council and the Party Committee of the Provincial People's Committee to direct relevant specialized agencies to fully prepare the content of the presentations, draft resolutions, and reports to provide a solid basis for the committees of the Provincial People's Council to conduct thorough and proper review in accordance with procedures before seeking the opinion of the Provincial People's Council at the next session.

The Provincial Party Secretary also gave specific instructions regarding proposals for opinions within the authority of the Provincial Party Committee, including: Adjusting the 2024 budget expenditure plan; Adjusting and supplementing the medium-term public investment plan for the 2021-2025 period using provincial budget funds; Adjusting and supplementing the 2024 public investment plan; and the first draft of the medium-term public investment plan using the provincial budget for the 2026-2030 period.

Along with meticulously preparing the agenda for the 22nd Session (special session) of the 14th Provincial People's Council, Comrade Vu Dai Thang, Member of the Central Committee of the Party, Secretary of the Provincial Party Committee, also requested that all sectors, units, and localities continue to promote the spirit of solidarity, along with courage and wisdom, to carry out the remaining tasks of 2024. This includes continuing to implement strong recovery measures after Typhoon No. 3, especially repairing houses for people affected by the storm; rebuilding the economy , promoting growth, and ensuring that the 2024 growth target reaches double digits.

The Provincial Party Committee's Mass Mobilization Department, the Provincial Fatherland Front, and other political and social organizations in the province actively propagated and mobilized efforts to effectively implement social welfare policies, especially those supporting the recovery from the aftermath of Typhoon No. 3, and to strengthen national unity.

Identifying Party building and rectification as a regular and crucial task, the Provincial Party Secretary proposed continuing to strengthen Party building in terms of politics, ideology, ethics, organization, and personnel in accordance with the spirit of the 13th National Party Congress Resolution and the 15th Provincial Party Congress Resolution; promoting the strength of unity and the concerted efforts of the entire political system; the sense of responsibility and the pioneering and exemplary spirit of cadres and Party members, especially leaders, striving to contribute to the further development of Quang Ninh , maintaining the province's position in the region and the country; and at the same time, consolidating the people's trust in the leadership of the Party and the State.

The Provincial Party Secretary also requested that all levels, sectors, units, and localities continue to improve the effectiveness of state management in all fields; care for and develop culture and society, ensure social security and welfare; maintain national defense and security, and strengthen foreign relations.

Regarding preparations for the Party Congresses at all levels for the 2025-2030 term, the Provincial Party Secretary requested the prompt implementation of preparatory work for the 16th Provincial Party Congress, ensuring timely progress. Besides thorough preparation of personnel matters, it is necessary to continue leveraging intellectual resources and promptly complete the documents for the Congress, especially the political report, which must have innovative and groundbreaking features, enabling Quang Ninh to develop to a new level and contribute to the new era – the era of the Vietnamese nation's advancement.
