(MPI) - On the afternoon of September 22, 2024, the Conference to announce the Planning for the period 2021-2030, vision to 2050 and promote investment in Bac Ninh province in 2024 took place with the participation and speech of Prime Minister Pham Minh Chinh. Deputy Minister of Planning and Investment Tran Quoc Phuong attended the Conference. Also attending the Conference were members of the Party Central Committee; representatives of leaders of ministries, departments, branches, central agencies, localities, partners, enterprises, domestic and foreign investors.
On the side of Bac Ninh province, there were Secretary of the Provincial Party Committee Nguyen Anh Tuan, Head of the Provincial National Assembly Delegation; Chairman of the Provincial People's Council Nguyen Huong Giang, Chairman of the Provincial People's Committee Vuong Quoc Tuan and leaders of the Provincial People's Council, People's Committee, and National Assembly Delegation.

The planning of Bac Ninh province was approved by the Prime Minister under Decision No. 1589/QD-TTg dated December 8, 2023, which sets out the development goal by 2030, Bac Ninh will become a centrally-run city; a dynamic economic and cultural center of the Northern region; one of the development poles of the Red River Delta, closely connected to the capital Hanoi; with a synchronous and modern socio-economic infrastructure system. National defense, security, order and social safety are ensured. People have a prosperous, civilized and happy life.
By 2050, Bac Ninh will be a centrally-governed city, among the top localities in the country in terms of economic scale; one of the leading high-tech industrial, research and development, and smart manufacturing centers in Asia and the world; a green, smart, modern, livable city with a high level of development, imbued with the cultural identity of Bac Ninh - Kinh Bac. People will enjoy social services and quality of life on par with developed countries in the Asian region.
Speaking at the Conference, Secretary of the Bac Ninh Provincial Party Committee Nguyen Anh Tuan said that in recent times, Bac Ninh has focused on developing the Provincial Planning with the view of inheriting previous Plannings that are still suitable, harmoniously resolving concerns between existing urban areas, new urban areas and public works associated with preserving and promoting the cultural and historical values of Bac Ninh - Kinh Bac. With a long-term vision, the Provincial Planning creates architectural highlights, expands urban and service development space, and ensures connectivity within the province, between Bac Ninh and the capital Hanoi and other provinces and cities in the region.
Bac Ninh Provincial Planning for the period 2021-2030, with a vision to 2050, with long-term goals, strategic vision, aspirations and beliefs for a modern, prosperous, sustainable Bac Ninh, rich in Bac Ninh - Kinh Bac identity in the future. Therefore, the Provincial Planning is an important legal basis, a "compass", a "lever", creating momentum for Bac Ninh province to firmly step into the new development stage.
To make the Provincial Planning a reality, Mr. Nguyen Anh Tuan emphasized the key tasks that need to be focused on, such as closely following the leadership and direction of the Prime Minister; promoting propaganda, dissemination, and publicizing the core and basic contents of the Planning widely to the entire political system, business community, and people of all walks of life, creating consensus and implementing the proposed planning contents well. Proactively coordinating with central ministries and branches, developing a Plan to implement the Planning to ensure consistency, synchronization, feasibility, and effectiveness among levels, sectors, and fields; maximizing the mobilization of resources from the state budget, socialized resources, and continuing to perfect the urban planning framework, construction planning, and specialized planning.
Focus on promoting and attracting investment in developing urban areas, trade, services, regional trade centers; large-scale inland ports (ICDs), logistics; developing transport infrastructure (urban railways, underground transport; intra-regional and inter-regional transport connections), industrial parks towards green transformation, digital transformation, circulation, and sustainability; continuing to innovate Party building work, a clean and strong political system, promoting the spirit of solidarity, creativity, and drastic action of the entire Party Committee.
Speaking at the conference, Prime Minister Pham Minh Chinh emphasized that planning plays a very important role, creating great opportunities, long-term impacts, and is an important driving force in development. Planning must be one step ahead, close to reality, feasible, and promote the different potentials, outstanding opportunities, and competitive advantages of each region, area, and locality.
Planning has the role of guiding, orienting, helping to develop in the right direction quickly, sustainably, and comprehensively; helping to exploit and use effectively the space on the ground, water surface, and underground space; must have innovative, breakthrough thinking, strategic vision, overall, inclusive, and comprehensive; must ensure systematic, scientific, and effective implementation step by step; only with good consultants can there be good planning, only with good planning can there be good projects, and only with good projects can there be good investment.
The Prime Minister highly appreciated the Bac Ninh Provincial Planning which exudes scientific and technological thinking, innovation, and emphasizes many emerging industries such as: Digital economy, green economy, cloud computing, semiconductor chip manufacturing, etc. This is an objective requirement, a strategic choice, and a top priority in the current development of each country. The planning is all about people, taking people as the center, the subject, the goal and the driving force for development.
The Prime Minister emphasized the tasks in the Planning and requested that the provincial leaders mobilize the total strength of the people and businesses in the area, domestically and internationally. By 2030, if Bac Ninh wants to become a centrally-run city, it must focus on urbanization; reform administrative procedures, reduce costs for people and businesses; be friendly, open, and cultural in the field of investment promotion and attraction. Note the chain of welcoming potential investors and modern technology.
The Prime Minister requested the Central Ministries and branches to support Bac Ninh in implementing the Planning well; provide guidance on summarizing and supplementing the country's development process; expressed confidence that Bac Ninh will attract many foreign investors, but it is also necessary to calculate the efficiency of land use as well as comprehensive and even calculations, including the service sector.
At the same time, welcome and request to promote the mission of enterprises; build a long-term and stable business strategy because the conditions in Bac Ninh are very good; pioneer in innovation, application of new technologies, focusing on green economy, circular economy, digital economy...; contribute consulting opinions to State management agencies to optimize profits; the success of investors is the success of Bac Ninh in particular and Vietnam in general.

Within the framework of the Conference on Announcing the Planning and Investment Promotion of Bac Ninh Province in 2024, the People's Committee of Bac Ninh Province granted investment registration certificates and investment cooperation agreements to 18 projects, with a total estimated investment capital of over 3.4 billion USD. Of these, 8 projects were granted new investment registration certificates, with a total registered capital of nearly 1.12 billion USD and 162 billion VND.
In addition to new projects, Bac Ninh also granted adjusted investment certificates to five projects, with a total registered capital increase of 1.31 billion USD.
Notably, at this conference, Samsung Display signed a memorandum of understanding to develop a 1.8 billion USD project in Bac Ninh. AEON MALL Vietnam Co., Ltd. also signed a memorandum of understanding to develop the AEON MALL Bac Ninh Project, with an investment capital of 190 million USD.

On this occasion, the Conference held a groundbreaking ceremony for the Kenh Vang Bridge and the approach roads at both ends of the bridge, connecting the two provinces of Bac Ninh and Hai Duong; the Social Housing Project under the Que Vo New Urban Area Infrastructure Investment Project. The Kenh Vang Bridge Project is considered a symbol of development and connection between the two provinces of Bac Ninh and Hai Duong. This project is invested by the Bac Ninh Traffic Construction Project Management Board (Bac Ninh Department of Transport) with a total route length of 13.3 km (740 m long bridge, 12.6 km approach road).

The social housing project in Que Vo new urban area is being built in Phuong Mao and Phuong Lieu wards, Que Vo town with an investment scale of more than VND 1,300 billion. The project is expected to be completed and put into use by the end of 2025./.
