This afternoon, April 16th, the Standing Committee of the Provincial Party Committee held its 16th meeting of the Provincial Party Committee's Executive Committee (EC) of the 17th term to develop and issue the Action Program of the Provincial Party Committee's EC to implement the resolutions of the 8th meeting of the Central Party Committee of the 13th term. Member of the Central Party Committee, Secretary of the Provincial Party Committee, and Head of the Provincial National Assembly Delegation Le Quang Tung; Standing Deputy Secretary of the Provincial Party Committee and Chairman of the Provincial People's Council Nguyen Dang Quang; and Deputy Secretary of the Provincial Party Committee and Chairman of the Provincial People's Committee Vo Van Hung presided over the meeting. At the conference, based on suggestions from Provincial Party Secretary Le Quang Tung, delegates focused on discussing and contributing ideas to build the Action Program of the Provincial Party Committee to implement the resolutions of the 8th Conference of the 13th Central Committee of the Communist Party of Vietnam, including: Resolution No. 42 on “Continuing to innovate and improve the quality of social policies to meet the requirements of national construction and defense in the new period”; Resolution No. 43 on “Continuing to promote the tradition and strength of national unity, building our country to be increasingly prosperous and happy”; Resolution No. 44 on “National defense strategy in the new situation”; and Resolution No. 45 on “Continuing to build and promote the role of the intellectual workforce to meet the requirements of rapid and sustainable national development in the new period”.

In his concluding remarks at the conference, Provincial Party Secretary Le Quang Tung emphasized that these issues are of great importance to the fulfillment of the political tasks of the Provincial Party Committee from now until the end of the term, and also serve as a strategic basis for the province to determine goals, directions, and tasks in the fields of socio-economic development, national defense and security in the coming period, especially when developing the documents for the Provincial Party Congress for the new term.
Continuing to innovate and improve the quality of social policies according to Resolution No. 42 is of great importance, especially for Quang Tri , an area that has suffered many consequences from war and natural disasters, and has a large number of people currently benefiting from social policies.

To continue effectively implementing the Party and State's guidelines on social policies, especially Resolution No. 42 and the Provincial Party Committee's action program, all levels and sectors need to strengthen communication and raise awareness about the role of social policies and social security implementation, as well as improve the capacity and effectiveness of state management in social policies.
To maintain and enhance the effectiveness of implementing policies and regulations for revolutionary veterans and those in need of social welfare, thereby improving and raising the quality of life for the people of Quang Tri province.
Along with that, we will continue to implement synchronized solutions in innovating the emulation movement "The whole country joins hands for the poor - no one left behind"; the emulation movement "eliminating temporary and dilapidated houses", arousing the spirit of self-reliance and self-improvement, developing internal strengths to rise out of poverty, and building a prosperous life for the people and the community.
Implement focused, targeted, and sustainable investments; strengthen conditional support mechanisms and policies, gradually reduce unconditional grants; place the development of the poor and poor communities at the center of poverty reduction programs and projects, as well as promote support for livelihood development.
In addition to budget funding, it is necessary to mobilize social resources, especially from agencies, businesses, organizations, and individuals, striving to ensure that by the end of 2026, no poor households in the province will be without a home or living in temporary or dilapidated houses.
Regarding the implementation of Resolution No. 43 and the action program of the Provincial Party Committee, it is necessary to continue to raise the awareness and responsibility of Party committees, Party organizations, the political system, and the people about the importance of promoting the tradition and strength of national unity; and to build and rectify a clean and strong Party as the core and solid foundation for continuously building unity within the political system.
Enhancing the role, effectiveness, and efficiency of the State in promoting the tradition and strength of national unity; all activities of state agencies, officials, Party members, civil servants, and public employees are always directed towards serving the people, using the people's consensus and satisfaction as a measure of work efficiency.
Furthermore, we must promote the people's right to self-governance, effectively implement legal regulations on grassroots democracy and the motto "The people know, the people discuss, the people do, the people inspect, the people supervise, and the people benefit," and strengthen social consensus while upholding the sense of civic responsibility.
Regarding the continued development and promotion of the role of intellectuals, Party committees and organizations at all levels should focus on thoroughly understanding and implementing Resolution No. 45, creating high consensus in awareness and action on the role and importance of intellectuals for the development of the province and the country.
Heads of Party committees, government agencies, units, and localities need to identify the leadership and guidance in building and developing the intellectual workforce as one of the important, regular, and strategic tasks to meet the requirements of economic, cultural, social, and national defense and security development of the province and the country in the new period.
Emphasis should be placed on highlighting and honoring the talent, ethics, dedication, and responsibility of intellectuals towards their homeland, as well as developing specific programs, plans, and projects to attract, utilize, reward, and honor the intellectual workforce in accordance with the requirements and realities of the sector and locality.
Furthermore, it is necessary to identify key areas and locations to best utilize the capabilities, dedication, and commitment of the intellectual workforce, especially talented scientists and leading experts with prestige, as well as to focus on training and nurturing the next generation of intellectuals, creating an environment, conditions, and motivation to promote the particularly important role and contributions of the intellectual workforce...
To implement the resolutions of the 8th Central Committee Conference, 13th term, and the action program of the Provincial Party Committee, Provincial Party Secretary Le Quang Tung requested the Party Committee of the Provincial People's Committee, the Provincial Party Committee Office, and relevant units to promptly absorb and finalize the action program for the Provincial Party Standing Committee to issue and implement throughout the entire Party organization. District, town, and city Party committees, and Party committees directly under the Provincial Party Committee, should focus on studying and thoroughly understanding the viewpoints, objectives, targets, tasks, and solutions in the Provincial Party Committee's action program, and promptly develop their own plans for effective implementation.
On this occasion, the Standing Committee of the Provincial Party Committee awarded emulation flags and certificates of merit to collectives and individuals who had achieved outstanding performance in fulfilling their tasks in 2023 and for five consecutive years, from 2019-2023.
