BHG - On the afternoon of April 23, the Party Committee of Ha Giang province, term XVII, 2020 - 2025, held the 32nd Conference to evaluate the implementation of tasks in the first quarter, deploy directions and tasks for the second quarter of 2025; consider issuing a Resolution on the arrangement of administrative units at all levels in the province; approve the Project to merge the Ha Giang Newspaper and the Provincial Radio and Television Station into the Ha Giang Newspaper directly under the Provincial Party Committee. Standing members of the Provincial Party Committee: Hau A Lenh, member of the Party Central Committee, Secretary of the Provincial Party Committee; Thao Hong Son, Standing Deputy Secretary of the Provincial Party Committee, Chairman of the Provincial People's Council; Phan Huy Ngoc, Deputy Secretary of the Provincial Party Committee, Chairman of the Provincial People's Committee chaired the conference. Attending the conference were comrade Nguyen Van Trung, Deputy Head of Department of Areas II, Central Inspection Commission; members of the Provincial Party Committee Standing Committee, Provincial Party Committee; leaders of departments, branches; leaders of districts and cities.

In the first quarter of 2025, the Standing Committee of the Provincial Party Committee, the Provincial Party Committee, and the Provincial Party Committee will maintain and strictly implement the working regulations, focus on directing the implementation of the organization and apparatus arrangement of the political system to ensure streamlining, effective and efficient operation, meeting the requirements and tasks in the new period. Continue to focus on leading, directing, and implementing well the contents and tasks of organizing Party Congresses at all levels. Regarding the implementation of socio-economic development tasks, in the first quarter, the state budget revenue is estimated at 627.7 billion VND, reaching 27.8% of the plan assigned by the Central Government. The total social investment capital is estimated at over 3,120 billion VND, an increase of 7.5% over the same period in 2024. The number of tourists to Ha Giang reached nearly 850,000, reaching 24.2% of the plan. Construction of over 3,100 houses has begun and over 2,000 houses have been completed and put into use under the program to eliminate temporary and dilapidated houses.

The conference listened to Deputy Secretary of the Provincial Party Committee, Chairman of the Provincial People's Committee Phan Huy Ngoc present the Proposal to issue a Resolution on the arrangement of administrative units at all levels in Ha Giang province. Regarding the project on the arrangement of provincial-level administrative units, establishing Tuyen Quang province on the basis of merging the entire natural area and population of Tuyen Quang and Ha Giang provinces, with the political-administrative center in Tuyen Quang city, Tuyen Quang province. Regarding the project on the arrangement of commune-level administrative units in Ha Giang province, the total number of commune-level administrative units after the arrangement is 73 units, including 2 wards and 71 communes. Regarding the request for public opinions, 94.88% of voters agreed with the policy and project on the arrangement of provincial-level administrative units; 95% of voters agreed with the policy and project on the arrangement of commune-level administrative units.

Next, Head of the Provincial Party Committee's Organization Board Nguyen Minh Tien presented a proposal to the Provincial Party Committee to issue a resolution to merge Ha Giang Newspaper and the Provincial Radio and Television Station. Accordingly, the new name is Ha Giang Newspaper, under the Ha Giang Provincial Party Committee; the organizational structure includes 1 leadership board and 9 affiliated departments.

Based on the reports and submissions, the delegates focused on discussing and clarifying the difficulties and obstacles in the process of implementing socio-economic development tasks, especially the difficulties in the lack of water and common construction materials for projects; Statistical reports and reviews of ongoing programs and projects; Localities also requested the province to soon have statistical results of cadres who have decided to quit their jobs according to Decrees 178 and 67 of the Government to facilitate units in arranging cadres when suspending activities at the district level, arranging administrative units at the commune level...

At the conference, 100% of delegates voted to approve two projects on the arrangement of administrative units at all levels in the province and the project to merge Ha Giang Newspaper and the provincial Radio and Television Station.

The conference announced the decision to retire for two comrades: Truong Van Thang, member of the Provincial Party Committee, former Secretary of the Provincial Party Committee of Agencies and Enterprises, and comrade Nguyen Van Mao, member of the Provincial Party Committee, Deputy Chairman of the Provincial Party Committee's Inspection Commission.

Concluding the conference, Provincial Party Secretary Hau A Lenh affirmed: In the first quarter of 2025, in the context that the entire Party Committee is focusing on implementing major policies of the Party and State, especially the policy of organizing, streamlining the apparatus for effective and efficient operation and merging 2-level administrative units, the Provincial Party Committee has led and directed the implementation of political tasks and achieved quite comprehensive results in all areas of socio-economic development, ensuring national defense and security and social security work...

The members of the Provincial Party Committee voted to approve two projects on the arrangement of administrative units at all levels in the province and the project to merge Ha Giang Newspaper and the provincial Radio and Television Station.

However, the Provincial Party Secretary also frankly pointed out some shortcomings and limitations such as: some goals and targets for the 2020-2025 term may not have been achieved, thematic resolutions have not been implemented as required; the fields of investment, basic construction, and public investment disbursement have not been as expected; budget collection still faces many difficulties; the review and summary of directives and resolutions of the Central and the province are not timely.

Regarding the tasks of the second quarter of 2025, the Provincial Party Secretary emphasized that 2025 is of special importance, with major policies of the Party, State, and Government, marking the rise of the nation, requiring the Provincial Party Committee to have fundamental solutions both in the short and long term. The Provincial Party Secretary requested that Party committees and Party organizations at all levels strictly grasp the principles, requirements, and effectively implement the tasks and solutions on building and perfecting the apparatus of the political system in Resolution No. 60-NQ/TW, dated April 12, 2025 of the 13th Party Central Committee, the conclusions and directions of the Politburo and the Secretariat. At the same time, clearly and comprehensively perceive that the Party's policies, decisions and directions in the current period are historical, thereby strengthening leadership and direction to effectively implement political and ideological work, creating solidarity and unity, enhancing political determination among cadres, party members, civil servants, public employees and workers, and creating consensus in society on the implementation of the Party's major policies and directions.

Implement well the revolution of merging 2-level administrative units, streamlining the apparatus to operate effectively and efficiently in the spirit of "running while queuing". Focus on leading and directing the implementation of socio-economic development tasks, focusing on removing bottlenecks in disbursing public investment capital and collecting budget; grasp the situation and advise the Party Committee and the government to ensure national defense and security, ensure border security; ensure social security, especially well implementing the movement to eliminate temporary and dilapidated houses launched by the Prime Minister.

The Provincial Party Secretary also requested Party committees at all levels to focus on directing the preparation and organization of Party congresses at all levels, in which they fully and deeply grasp and strictly implement Directive No. 45-CT/TW, dated April 14, 2025 of the Politburo on Party congresses at all levels towards the 14th National Congress of the Party. Propaganda agencies, the Fatherland Front and socio-political organizations need to innovate the work of grasping public opinion, mobilizing people to create consensus in implementing major policies of the Party, the State and the province. Accurately forecast the domestic and international situation, closely follow the policies and guidelines of the Party and the State to handle arising issues, especially in foreign affairs and trade.
