BHG - On the afternoon of April 23, the Executive Committee of the Ha Giang Provincial Party Committee, 17th term, 2020-2025, held its 32nd meeting to evaluate the implementation of tasks in the first quarter, deploy directions and tasks for the second quarter of 2025; consider and issue a Resolution on the rearrangement of administrative units at all levels in the province; and approve the plan to merge the Ha Giang Newspaper and the Provincial Radio and Television Station into a single Ha Giang Newspaper agency under the Provincial Party Committee. The meeting was chaired by the Standing Committee of the Provincial Party Committee: Hau A Lenh, Member of the Central Committee of the Communist Party of Vietnam, Secretary of the Provincial Party Committee; Thao Hong Son, Standing Deputy Secretary of the Provincial Party Committee, Chairman of the Provincial People's Council; and Phan Huy Ngoc, Deputy Secretary of the Provincial Party Committee, Chairman of the Provincial People's Committee. Attending the meeting were Mr. Nguyen Van Trung, Deputy Head of Department II, Central Inspection Committee; members of the Standing Committee of the Provincial Party Committee, members of the Provincial Party Committee Executive Committee; leaders of departments and agencies; and leaders of districts and cities.

Provincial Party Secretary Hau A Leng delivered the concluding remarks at the conference.

In the first quarter of 2025, the Standing Committee of the Provincial Party Committee, the Executive Committee of the Provincial Party Committee, and the Provincial Party Committee maintained and strictly implemented the working regulations, focusing on directing the restructuring of the political system's organizational apparatus to ensure it is streamlined, effective, and efficient, meeting the requirements and tasks of the new era. They continued to focus on leading, directing, and implementing the contents and tasks related to organizing Party Congresses at all levels. Regarding socio-economic development tasks, in the first quarter, state budget revenue was estimated at 627.7 billion VND, reaching 27.8% of the plan assigned by the Central Government. Total social investment was estimated at over 3,120 billion VND, an increase of 7.5% compared to the same period in 2024. The number of tourists visiting Ha Giang reached nearly 850,000 people, reaching 24.2% of the plan. Construction has begun on over 3,100 houses, and more than 2,000 have been completed and put into use under the program to eliminate temporary and dilapidated housing.

The conference heard a presentation by the Deputy Secretary of the Provincial Party Committee and Chairman of the Provincial People's Committee, Phan Huy Ngoc, on the proposal to issue a Resolution on the reorganization of administrative units at all levels in Ha Giang province. Regarding the plan for reorganizing provincial-level administrative units, the proposal includes the establishment of Tuyen Quang province by merging the entire natural area and population of Tuyen Quang and Ha Giang provinces, with the political and administrative center located in Tuyen Quang city, Tuyen Quang province. Regarding the plan for reorganizing commune-level administrative units in Ha Giang province, the total number of commune-level administrative units after reorganization will be 73, comprising 2 wards and 71 communes. Regarding public consultation, 94.88% of voters agreed with the policy and plan for reorganizing provincial-level administrative units; 95% of voters agreed with the policy and plan for reorganizing commune-level administrative units.

Next, the Head of the Provincial Party Committee's Organization Department, Nguyen Minh Tien, presented a proposal requesting the Provincial Party Committee to issue a resolution merging the Ha Giang Newspaper and the Provincial Radio and Television Station. Accordingly, the new name will be the Ha Giang Newspaper, directly under the Ha Giang Provincial Party Committee; the organizational structure will consist of one leadership board and nine subordinate departments.

Deputy Secretary of the Provincial Party Committee and Chairman of the Provincial People's Committee Phan Huy Ngoc presented the plan for merging Ha Giang and Tuyen Quang provinces; and the plan for rearranging administrative units in the province.

Based on the reports and presentations, the delegates focused on discussing and clarifying the difficulties and obstacles in the process of implementing socio-economic development tasks, especially the difficulties in water shortages and the lack of common construction materials for projects; statistical reports and reviews of ongoing programs and projects; localities also requested the province to soon provide statistical results on officials who have been dismissed according to Government Decrees 178 and 67 to facilitate the arrangement of personnel when implementing the cessation of operations at the district level and the reorganization of commune-level administrative units...

At the conference, 100% of the delegates voted to approve two proposals: one on the reorganization of administrative units at all levels in the province, and another on the merger of Ha Giang Newspaper and the provincial radio and television station.

The conference announced the retirement decisions for two comrades: Truong Van Thang, member of the Provincial Party Committee, former Secretary of the Party Committee of the Provincial Agencies and Enterprises Bloc; and Nguyen Van Mao, member of the Provincial Party Committee, Deputy Chairman of the Provincial Party Committee's Inspection Committee.

Concluding the conference, Provincial Party Secretary Hau A Leng affirmed: In the first quarter of 2025, in the context of the entire Party Committee focusing on implementing major policies of the Party and State, especially the policy of organizing and streamlining the operational apparatus for efficiency and effectiveness and merging two-level administrative units, the Provincial Party Committee has led and directed the implementation of political tasks and achieved quite comprehensive results in all areas of socio-economic development, ensuring national defense and security, and social welfare work…

The members of the Provincial Party Committee voted to approve two proposals: one on the reorganization of administrative units at all levels in the province, and another on the merger of Ha Giang Newspaper and the Provincial Radio and Television Station.

However, the Provincial Party Secretary also frankly pointed out some shortcomings and limitations such as: some goals and targets for the 2020-2025 term may not be achieved; the implementation of specialized resolutions has not met requirements; investment, basic construction, and disbursement of public investment capital have not met expectations; budget revenue still faces many difficulties; and the preliminary and final reviews of directives and resolutions of the Central Government and the province have not been timely.

Regarding the tasks for the second quarter of 2025, the Provincial Party Secretary emphasized that 2025 is of special importance, with major policies of the Party, State, and Government marking the nation's progress, requiring the Provincial Party Committee to have fundamental solutions both in the short and long term. The Provincial Party Secretary requested that Party committees and organizations at all levels strictly adhere to the principles and requirements and effectively implement the tasks and solutions for building and perfecting the organizational structure of the political system as outlined in Resolution No. 60-NQ/TW, dated April 12, 2025, of the 13th Central Committee of the Communist Party of Vietnam, and the conclusions and directives of the Politburo and the Secretariat. At the same time, a clear and comprehensive understanding of the Party's policies, decisions, and directives in the current period is of historical significance. This will help strengthen leadership and guidance in effectively carrying out political and ideological work, fostering unity and cohesion, enhancing political determination among cadres, Party members, civil servants, and workers, and building social consensus on the implementation of the Party's major policies and orientations.

Effectively implement the revolution of merging two-level administrative units, streamlining the operational apparatus for efficiency and effectiveness in the spirit of "running and queuing at the same time". Focus on leading and directing the implementation of socio-economic development tasks, including addressing bottlenecks in the disbursement of public investment capital and budget revenue; closely monitor the situation and advise Party committees and authorities on ensuring national defense and security, border security; ensuring social welfare, especially effectively implementing the movement to eliminate temporary and dilapidated houses launched by the Prime Minister.

The Provincial Party Secretary also requested that Party committees at all levels focus on directing the preparation and organization of Party congresses at all levels, including fully and thoroughly understanding and strictly implementing Directive No. 45-CT/TW, dated April 14, 2025, of the Politburo on Party congresses at all levels leading up to the 14th National Congress of the Party. Propaganda agencies, the Fatherland Front, and socio-political organizations need to innovate their work in monitoring public opinion and mobilizing the people to create consensus in implementing major policies of the Party, the State, and the province. Accurately forecast domestic and international situations, closely follow the Party and State's policies and guidelines to handle emerging issues, especially in foreign affairs and trade.
