The conference aims to disseminate the Electricity Law to the people, cadres, civil servants, public employees and workers; train and improve professional skills for cadres, civil servants, public employees and workers working in the electricity sector; raise awareness and sense of responsibility of people in using electricity after the meter, on electrical safety, ensuring electricity works and complying with the Electricity Law. At the same time, the conference is also an opportunity for relevant agencies, organizations and units to exchange, discuss and better understand the content, meaning and direction of implementing the new regulations, in order to bring these regulations into life soon, achieving the highest practical efficiency with the goal of helping agencies, organizations and businesses better understand the new regulations, thereby effectively implementing them.
Attending the Conference were representatives of the Legal Department, representatives of the Electricity Department, the Department of Industrial Safety and Environment; leaders of departments, branches and sectors of provinces and cities; representatives of Vietnam Electricity Group, Vietnam National Coal and Mineral Industries Group, power corporations, power units and a number of enterprises that are large electricity users.
In his opening speech, Deputy Minister of Industry and Trade Nguyen Hoang Long also stated that the Electricity Law was developed in the context of innovative thinking in law-making work such as: being concise, regulating contents within the authority of the National Assembly, closely following reality, not being perfectionist, not being hasty; new issues, in the process of movement, frequent changes in reality, not yet stable, only regulating the framework, being principled and assigning the Government and the Ministry to regulate to ensure flexibility in operation, in accordance with reality; strengthening decentralization and delegation of power. At the same time, legal documents detailing the Electricity Law must also be promulgated to take effect at the same time as the effective date of the Electricity Law. With the close direction of the Government, the Prime Minister and the close coordination of ministries, branches and localities, the Electricity Law was passed by the National Assembly on November 30, 2024, effective from February 1, 2025. As of April 4, 2025, 7 out of 7 Decrees detailing the Law on Electricity, 1 out of 2 Decisions of the Prime Minister and 17 Circulars detailing the Law on Electricity have been promptly issued to take effect together with the Law.
At the Conference, representatives of units of the Ministry of Industry and Trade made presentations on the following groups of contents: (i) planning and investment; (ii) new energy and renewable energy; (iii) licensing of electricity operations; (iv) regulating the electricity market and electricity prices; (v) electrical safety.
The conference not only guides units to effectively implement the regulations, but is also an opportunity for delegates to frankly exchange, share experiences and contribute ideas to help agencies, organizations and businesses better understand the new regulations to effectively implement new mechanisms and policies, towards a sustainable and comprehensive energy development future for Vietnam.
