Conference to review training tasks according to Project 89

On December 4, at Phenikaa University, the Ministry of Education and Training (MOET) held a conference to review training tasks according to Decision No. 89/QD-TTg of the Prime Minister. Deputy Minister Hoang Minh Son chaired the conference.


The conference was held in person and online with the participation of leaders and experts from units under the Ministry of Education and Training, Ministry of National Defense, Ministry of Public Security , Ministry of Finance; leaders and officers in charge of Project 89 of higher education institutions.

On January 18, 2019, the Prime Minister issued Decision No. 89/QD-TTg approving the Project to improve the capacity of lecturers and managers of higher education institutions to meet the requirements of fundamental and comprehensive innovation in education and training in the 2019-2030 period (Project 89).

The project sets out specific goals such as: Training doctoral degrees for about 10% of university lecturers, ensuring quality and reasonable structure, of which 7% of lecturers are trained full-time abroad; 3% of lecturers are trained domestically and in coordination between Vietnamese universities and foreign universities that meet regional and world quality standards; attracting at least 1,500 scientists and people with doctoral degrees working abroad or working domestically, outside of higher education institutions to work at Vietnamese higher education institutions; striving for 80% of lecturers of schools in the fields of culture, arts and physical education and sports to have a master's degree or higher, trained full-time abroad and domestically to meet regional and world quality standards, with a reasonable structure; By 2030, strive for 100% of managers and lecturers to be trained to improve their capacity, focusing on lecturers' capacity in: developing training programs, teaching with modern methods, scientific research, foreign languages and information technology.

Speaking at the opening of the conference, Deputy Minister Hoang Minh Son emphasized: Our country is in the process of fundamental and comprehensive innovation in education and training. Conclusion No. 91-KL/TW of the Politburo on continuing to implement Resolution No. 29-NQ/TW on fundamental and comprehensive innovation in education and training has set out key tasks, such as: Developing, improving the quality, standardizing the team of teachers and educational managers at all levels; building breakthrough mechanisms and policies to attract and use foreign experts, scientists and overseas Vietnamese to teach, research and work at domestic educational and training institutions; continuing to train high-quality human resources abroad with the state budget, especially training PhD lecturers and experts in key technical and technological fields...

Assessing Project 89 and previous projects as having great significance in developing the team of lecturers and managers, contributing to the implementation of the tasks of Resolution 29, Conclusion No. 91, Deputy Minister Hoang Minh Son also said that to improve the quality of higher education, the most important and core factor is the team of lecturers. At the same time, to improve the capacity of higher education management, it is also necessary to improve the capacity of the management team.

After 5 years of implementing Project 89 with initial efforts and results, Deputy Minister Hoang Minh Son said that it is necessary to look back, discuss, find solutions, and agree on directions in the coming time to better implement and ensure the set goals.

According to the report of the Department of Higher Education, the principle of implementing the training tasks of Project 89 does not distinguish between public and private schools. All lecturers who are qualified to study under the Project and higher education institutions that need to send them for training under the Project are accepted. In particular, higher education institutions are completely proactive in deciding on the target learners, the number of learners, the field of study, the training facility, whether to study domestically or abroad.

As of November 2024, the total number of people studying under the Project is 451, of which 274 are trained domestically and 177 are trained abroad.

Appreciating the benefits of Project 89, Prof. Dr. Pham Thanh Huy, President of Phenikaa University, said that developing a team of increasingly competent and qualified lecturers to meet the needs of training high-quality human resources for the country is extremely important. This is also the goal that Phenikaa University always focuses on to have more resources to train lecturers and improve teaching quality.

As one of the postgraduate students who were able to study abroad with the support of the state budget, according to Decision 322/2000/QD-TTG of the Prime Minister, Associate Professor, Dr. Nguyen Hung Quang, Principal of Thai Nguyen University of Agriculture and Forestry, said that this was a process of great effort and favor that the Government has given to the education sector. The school also had 16 teachers studying under the Project.

“We have gone through many difficulties in our time, but now I see that Project 89 has been resolved and has become much more favorable. I think that teachers should put themselves in the position of managers to share and understand better. We must feel that we are lucky people and cannot compare the Project with a scholarship program of a school or a country. Looking at it that way, we will remove obstacles to implement it better,” Associate Professor, Dr. Nguyen Hung Quang shared.

Considering that strengthening the teaching staff through training cooperation with prestigious schools in the world is one of the ways to remove the bottleneck, Associate Professor Dr. Nguyen Hung Quang said that Thai Nguyen University of Agriculture and Forestry is cooperating with Hiroshima University, Japan and wishes to be a training facility for graduate students who want to study under the cooperation program of Project 89.

The representative of Ho Chi Minh City University of Economics said that the implementation of Project 89 has brought about very important meanings, which are creating motivation to develop the teaching staff, contributing to increasing the rate of postgraduate students, the rate of doctors, improving the quality of lecturers in terms of quantity and substance; increasing internationality; creating a competitive learning environment; Creating a source of quality lecturers to serve training and research.

However, some lecturers have not yet arranged their study plans, so they have not been proactive in registering to participate in Project 89, along with some lecturers who have proactively paid their own tuition to participate in doctoral training programs both domestically and internationally. This limits the source of lecturers to send to study despite having conducted a survey of needs in advance.

Emphasizing that this is the first time the Government and the Ministry of Education and Training have supported private universities in training and improving the qualifications of lecturers and school managers, Mr. Le Van Man, Deputy Head of the General Administration Department, Thanh Dong University, shared that the quality of the teaching staff plays a decisive role in improving the training quality of the school. Thanh Dong University has just begun implementing Project 89, but this is a good opportunity to develop the staff, meeting the requirements of the school's development in the coming years.

Delegates discuss at the conference

In the 2025-2030 period, the school plans to send 30 PhDs for training, including 7 lecturers for domestic training and 23 lecturers for overseas training.

At the conference, leaders of the Department of Higher Education, the Department of Financial Planning, the Department of International Cooperation, the Ministry of Education and Training answered questions, shared information, and provided information for delegates to understand and implement more effectively in the coming time.

Concluding the conference, Deputy Minister Hoang Minh Son requested that a number of tasks be done well in the coming time. First of all, it is necessary to unify the awareness and important role of developing the teaching staff.

According to the Deputy Minister, the new point of Project 89 is to give proactive authority to schools, improving management capacity in implementing new policies. Therefore, higher education institutions need to clearly define their roles and responsibilities in developing the teaching staff, bringing benefits first to their schools. The teaching staff also need to be aware that this is to improve their qualifications, for their schools and for the country. Ministries, branches and governing bodies must create maximum conditions for schools with lecturers to participate in studying and improving their capacity.

The Deputy Minister requested that universities must innovate their working methods and internal policies to develop teaching staff strategies, plan teaching staff, prepare early, and create all conditions for candidates to participate.

At the same time, it is necessary to clear all bottlenecks in policies and procedures, have transparent and clear information, and do good communication work...

Higher education institutions need maximum support with all solutions. There needs to be participation of specialized units, seeking opportunities for graduate students, creating conditions, supporting lecturers in training, preparing foreign language skills, orienting research, being a bridge to promote international cooperation...

For units of the Ministry of Education and Training, the Deputy Minister requested that, based on the recommendations of the schools, they need to review, analyze, and compare to have a basis for proposals, and gradually improve the effectiveness of the Project.
