At the Conference, delegates were presented with a number of contents: General introduction to decentralization, delegation of authority, and determination of authority in the land sector; procedures for registration and issuance of land use right certificates and property ownership certificates attached to land; procedures for land allocation, land lease, and permission to change land use purposes; procedures for land recovery, compensation, support, and resettlement; procedures for construction and adjustment of land price lists; specific land valuation, etc.
Speaking at the Conference, Deputy Minister of Agriculture and Environment Le Minh Ngan emphasized that the content on decentralization and delegation of authority to local authorities is one of the contents that was early stipulated in the 2003 Land Law and continued to be decentralized in the 2013 Land Law. The 2024 Land Law has once again thoroughly decentralized to local authorities. In particular, the provisions of the 2024 Land Law in general and the provisions on decentralization of authority to local authorities in particular are contributing to early application of land policies into practical life, reforming administrative procedures on land, enhancing the responsibility of local authorities at all levels in land management and use, etc.
This conference is of special significance, contributing to realizing the major policies of the Party and State in institutional reform, improving the effectiveness of State management of land, and at the same time creating a solid foundation for implementing the 2-level local government model; aiming to fully and uniformly convey the contents related to decentralization, delegation of power, and determination of authority in the land sector to cadres from the central to communal levels.
The Deputy Minister requested that the reporters present clearly and concisely the decentralization, delegation of authority, and determination of authority in the land sector, and groups of administrative procedures such as: Land allocation, land lease, land use purpose conversion; land recovery, compensation, support, resettlement; land valuation; registration and issuance of land use right certificates. Localities actively discuss and clarify problems and content that are not yet unified so that the Ministry can answer and provide timely guidance. Thereby, contributing to helping localities implement in a unified, synchronous, and timely manner in the land sector and maximize the effectiveness of land resource use in the new development stage of the country...
