Conference to review the National Target Program on Sustainable Poverty Reduction for the period 2021-2025

Attending the conference were comrades: Nguyen Dang Binh, Deputy Secretary of the Provincial Party Committee, Chairman of the Provincial People's Committee; Nong Quang Nhat, Vice Chairman of the Provincial People's Committee; representatives of departments, branches and localities in the province.

The conference assessed the results of the implementation of the National Target Program on Sustainable Poverty Reduction for the period 2021-2025 in the province, specifically: The project to invest in developing economic and social infrastructure in poor districts implemented 56 traffic, irrigation, health and education works; The project to diversify livelihoods and develop poverty reduction models with the participation of 5,944 households; The project to support housing for poor and near-poor households has supported housing construction for 390 poor households and 68 near-poor households; The project to support production development and improve nutrition; The project to develop vocational education, sustainable employment and a number of other projects and sub-projects...

According to the report on the implementation results of projects and sub-projects: Right from the beginning of the period, Party committees and authorities at all levels focused on synchronously implementing the projects of the Program, with the disbursement rate reaching 87.07% of the plan.

The results of the annual multidimensional poverty reduction target have met and exceeded the set plan, with an average annual reduction of 2.63%. The average poverty rate of ethnic minority households has decreased by 3.15%. The level of deprivation of basic social services of poor and near-poor households has decreased year after year. Infrastructure has been significantly improved, people's lives have been raised, and public awareness of poverty reduction has been raised. By the end of 2024, 6/7 targets have been completed, and it is expected that 100% of targets will be completed by the end of 2025.

In addition to the achieved results, there are still limitations such as: The progress of the Program implementation is still slow, difficulties in deploying career capital; the capacity of some implementing officers at the grassroots level is limited; housing support for poor and near-poor households has different policies between the National Target Programs, so people compare and choose to receive higher levels, having to adjust the support list many times.

Bac Kan province strives for the target of the Poverty Reduction Program for the period 2026 - 2030: the rate of poor households according to multidimensional poverty standards will decrease by an average of 2 - 2.5% per year; the rate of poor ethnic minority households will be over 3% per year.

Concluding the Conference, Comrade Nguyen Dang Binh, Deputy Secretary of the Provincial Party Committee, Chairman of the Provincial People's Committee acknowledged, commended and highly appreciated the efforts of all levels, sectors, localities and people to actively participate in implementing the National Target Program on Sustainable Poverty Reduction. He suggested that in the coming time, the whole province should continue to focus on synchronously and effectively implementing poverty reduction programs and projects associated with new rural construction, socio-economic development, job creation, income improvement and quality of life for people. Prioritize investment resources for extremely difficult areas, ethnic minority areas, remote and isolated areas; encourage people to participate in production development and application of scientific and technological advances. Promote propaganda and mobilization work, raise people's awareness of self-improvement to escape poverty. Strengthen inspection and supervision of program implementation in localities.

On this occasion, the Chairman of the Provincial People's Committee awarded 14 collectives, 18 individuals and 01 household with outstanding achievements in the emulation movement "Bac Kan joins hands for the poor - Leaving no one behind" for the period 2021 - 2025./.
