Speaking at the conference, comrade Le Truong Luu, member of the Party Central Committee, Secretary of the Provincial Party Committee, Chairman of the Provincial People's Council, Head of the National Assembly Delegation of Thua Thien Hue province expressed his joy and excitement to welcome the delegation of Ninh Binh province during this visit and work. He said that Thua Thien Hue and Ninh Binh are two localities that are both ancient capitals, so they can exchange experiences to develop together, preserve identity, and promote the value of heritage. In the past time, Thua Thien Hue province has learned from domestic and international localities with heritage to manage and protect heritage. The province is ready to exchange and share experiences with Ninh Binh, and at the same time wishes Ninh Binh to soon successfully build a centrally-run city with the characteristics of a Millennium Heritage City.

Speaking at the conference, Comrade Doan Minh Huan, Member of the Party Central Committee, Secretary of the Ninh Binh Provincial Party Committee, thanked the leaders of Thua Thien Hue province for their warm welcome. He was also pleased to announce that Ninh Binh has just been approved by the Prime Minister for the Provincial Planning for the period 2021-2030, with a vision to 2050. Therefore, during this working trip, Ninh Binh province hopes to learn from the experience of Thua Thien Hue - a pioneering and very successful province in building a centrally-run city with the characteristics of an ancient capital heritage city associated with promoting specific mechanisms and policies, as well as experiences in the work of preserving, restoring, rehabilitating, protecting antiquities, artifacts, tangible and intangible cultural heritages as well as orientations and solutions for sustainable tourism development.

Delegates listened to Comrade Nguyen Van Phuong, Deputy Secretary of the Provincial Party Committee, Chairman of the People's Committee of Thua Thien Hue province, briefly report on the results of leadership and direction in building a centrally-run city with the characteristics of the ancient capital's heritage urban area, associated with promoting specific mechanisms and policies; restoring, conserving, promoting the value of Hue's heritage, and developing tourism in Thua Thien Hue province.

Accordingly, Thua Thien Hue used to be the capital of Vietnam, with 5 heritages recognized by UNESCO. In 2023, Thua Thien Hue province achieved positive results in all fields: 13/14 socio-economic targets were met and exceeded, economic growth rate reached 7.03%, budget revenue reached 11,452 billion VND; total number of tourists is estimated at over 3.2 million, accommodation revenue is estimated at about 8,000 billion VND...

The province has developed specific mechanisms and policies to increase budget revenue, effectively mobilize resources for investment in socio-economic development associated with the goal of preserving and promoting cultural heritage values, and the National Assembly has approved Resolution 38/2021/QH15 with 6 specific mechanisms and policies.

The restoration of relics belonging to the Complex of Hue Monuments, the capital allocated for projects to preserve and restore relics from 1996 to present is about 2,265.4 billion VND to preserve, restore and restore more than 180 works and construction items. The province has also effectively carried out the task of preserving and promoting the value of intangible cultural heritages: royal music, royal dance, royal opera... Currently, the Hue Royal Antiquities Museum is preserving, managing and conserving 11,234 artifacts. Scientific research and international cooperation to serve the work of preserving and promoting the value of Hue's heritage are of special interest...

In the process of leading and directing the restoration, reconstruction, conservation and promotion of the value of the Hue Ancient Capital heritage, Thua Thien Hue province has drawn some experiences: promptly building and promulgating mechanisms and policies; organizing and directing well the activities of protecting and promoting the value of cultural heritage; propagating, disseminating and educating the law on cultural heritage; maximally mobilizing resources, managing and using resources to preserve and promote the value of tangible cultural heritage; promoting the organization and management of international cooperation, scientific research on the protection and promotion of cultural heritage values; management and legal work for relics need to be comprehensive, investment is associated with the orientation of promoting the value of relics; reasonably and harmoniously resolving the relationship between planning for cultural heritage conservation and development.

Speaking at the conference, comrade Pham Quang Ngoc, Deputy Secretary of the Provincial Party Committee, Chairman of the Ninh Binh Provincial People's Committee, briefly reported the province's socio-economic development results in 2023: Ninh Binh completed and exceeded 14/17 set targets, with a growth rate of 7.27%; tourism is among the top 15 destinations in the world, and among the top 10 provinces with the highest number of visitors in the country; The whole province welcomed over 6.5 million visitors, tourism revenue increased by 4% over the same period... At the same time, it clearly stated the goals, visions and development orientations of the province in the coming time, which are to promote all potentials, advantages, resources, and motivations, to bring Ninh Binh to develop rapidly and sustainably, by 2030 basically meeting the criteria of a centrally-run city and by 2035 becoming a centrally-run city with the characteristics of a Millennium Heritage City, a creative city, a large center, with high brand value in tourism, cultural industry, heritage economy of the whole country and the region, by 2050 becoming a civilized, modern, smart centrally-run city, with its own identity, on par with heritage cities, creative cities in the world, with high position and brand value in the heritage network holding the UNESCO title...

With such orientation, Ninh Binh province wishes to exchange and share: experience in establishing and adjusting the planning for conservation, restoration and rehabilitation of the Hue Monuments Complex; organization of site clearance and compensation for projects located in the heritage area; mobilization and attraction of resources, establishment and management of the Hue Heritage Conservation Fund; coordination in the management of religious and belief establishments as relics; experience in developing tourism, heritage economy, resolving the relationship between conservation and development; experience in building heritage urban areas, criteria of type 1 urban areas according to Resolution 27/2022/UBTVQH 15 amending Resolution 1211/2016/UBTVQH13 dated May 25, 2016 of the National Assembly Standing Committee on standards of administrative units and classification of administrative units...

Ninh Binh Province proposed that Thua Thien Hue Province coordinate to promote and implement procedures, advise the Central Government to build outstanding mechanisms and policies for the type of ancient capital heritage city, including issuing an ordinance or law on ancient capitals and historical cities; expand cooperation opportunities and promote connections between Vietnam's heritage cities with ancient capitals and historical cities in the world.

At the conference, delegates from the two provinces focused on discussing and clarifying the following contents: leadership and direction to realize the goals with specific solutions; seeking support from the Central Ministries and branches; the system of documents, mechanisms, policies and implementation of Thua Thien Hue province in the work of preserving, restoring and promoting the values of the ancient capital's heritage and Hue's cultural identity; implementing research, archaeological excavations, in-situ preservation of archaeological relics, preservation of documents, artifacts and restoration, interpretation of historical, cultural and scientific values at the Hue Monuments Complex; Developing tourism types based on the rational exploitation of natural resources, cultural history associated with environmental protection, especially the construction of tourism products with cultural characteristics of the ancient capital of Hue... Delegates were also interested in the way Hue city promotes urbanization in accordance with the characteristics of the ancient capital, builds and manages heritage urban areas and creates the premise and conditions to become a city directly under the Central Government...

At the end of the conference, Secretary of Ninh Binh Provincial Party Committee Doan Minh Huan sincerely thanked Thua Thien Hue province for its valuable and valuable sharing, hoping that the two provinces would continue to accompany and coordinate well with each other. In the immediate future, they will successfully organize a scientific workshop with the participation of leading domestic and international experts to clarify the criteria for heritage cities, promote specific and outstanding mechanisms and policies for the type of heritage city of the Ancient Capital.
