Ninh Binh proactively responds to floods in the upper reaches of the Hoang Long River

Faced with the complicated developments of the flood situation, especially the risk of flooding in the upper reaches of the Hoang Long River, the People's Committee of Ninh Binh province issued telegram No. 17/CD-UBND on September 30, 2025, requesting all levels, sectors and localities to proactively and resolutely deploy response measures to ensure absolute safety for people's lives and property.

According to the report, the water level on the Hoang Long River has exceeded the alarm level at many important points. Specifically, at 2:00 p.m. on September 30, 2025: At Ben De Hydrological Station, it was 4.37 m (0.37 m above alarm level III); on the Boi River at Hung Thi Hydrological Station, at 2:00 p.m., it was 15.91 m (2.91 m above alarm level III) and is still rising.

This situation requires localities with the Hoang Long River passing through to immediately deploy flood prevention measures.

The telegram clearly stated 5 key tasks, assigning specific responsibilities to departments, branches and localities: Chairmen of People's Committees of communes and wards focus on leading and directing the mobilization of all forces, means and resources to deploy inspection, examination and response to floods, especially ensuring absolute safety for people's lives. Specifically:

Department of Agriculture and Rural Development and Department of Natural Resources and Environment: Strengthen strict control of flood situations, handle dike and irrigation incidents at the first hour, and ensure safety in sensitive areas such as river banks, areas that are often deeply flooded and areas where landslides occur.

Provincial Military Command, Provincial Police: Direct functional forces to prepare plans, forces, and means to be on duty 24/7 to rescue, help evacuate people when necessary.

Departments, branches, sectors and units: Closely coordinate with localities to deploy disaster prevention and control work and organize measures to restore production and business after floods.

Provincial Steering Committee for Natural Disaster Prevention and Search and Rescue (Department of Agriculture and Environment): Continue to closely monitor the situation and promptly synthesize and report to the Central Steering Committee for Natural Disaster Prevention and Search and Rescue.

Request all levels, sectors and units to seriously implement this telegram. Chairmen of People's Committees of communes and wards must focus on directing and implementing immediately to cope with the urgent flood situation.
