Medical units under the Department of Health presented difficulties and problems in implementing Circular No. 26/2025/TT-BYT dated June 30, 2025 of the Ministry of Health and dispensing Methadone.
On July 1, 2025, Circular No. 26/2025/TT-BYT of the Ministry of Health regulating prescriptions and prescriptions of pharmaceuticals and biological products in outpatient treatment at medical examination and treatment facilities officially took effect, regulating prescription forms and prescriptions of pharmaceuticals and biological products in outpatient treatment at medical examination and treatment facilities nationwide. The Circular replaces old Circulars such as Circulars 52/2017/TT-BYT, 18/2018/TT-BYT, 04/2022/TT-BYT and 27/2021/TT-BYT, marking an important step forward in enhancing patient rights and standardizing drug prescription and dispensing.
The conference focused on disseminating the following contents: prescription forms; principles of prescription; general requirements for prescription content; prescription of addictive drugs, prescription of addictive drugs to relieve pain for cancer patients; prescription of psychotropic drugs, precursor drugs; prescription of drugs in electronic form; management of methadone; updating legal regulations related to the medical and pharmaceutical fields that need to be implemented, especially related fields implemented at health stations after the merger of local authorities at 2 levels.

Comrade Nong Van Thanh, Deputy Director of the Department of Health, gave a speech directing the Conference on deploying and guiding the implementation of Circular No. 26/2025/TT-BYT dated June 30, 2025 of the Ministry of Health.
Concluding the conference, Comrade Nong Van Thanh, Deputy Director of the Department of Health, requested units to carefully study the circular; promptly deploy electronic prescriptions according to the schedule required by the Ministry of Health; assign Health Centers to temporarily sign health insurance contracts on behalf of commune health stations; health centers that need to arrange and support human resources for health stations need to have documents so that the Department of Health can promptly support the units. For Methadone treatment facilities, it is necessary to complete the review, update the operating license and change the name, address, and legal conditions to continue implementing treatment. Officials and medical staff must declare and update personal information, diplomas, and certificates accurately on the provincial civil servant system for the Department of Health to approve.
