On the morning of August 24, the Department of Health held a Conference to implement the Decision on mobilizing, seconding, and assigning officials to manage and operate the Commune and Ward Health Stations established under Decision 1333/QD-UBND dated August 11, 2025 of the People's Committee of Cao Bang province due to the arrangement of commune-level administrative units according to the Resolution of the National Assembly Standing Committee. Comrade Nong Tuan Phong - Director of the Department of Health chaired. Attending were Comrade Doi Duy Tri - Deputy Director, representatives of leaders of departments under the Department of Health, the Population Sub-Department, the Center for Disease Control, the Health Center and officials mobilized under the Decision.

Implementing Decision No. 1333/QD-UBND dated August 11, 2025 of the People's Committee of Cao Bang province on the establishment of Health Stations and Health Points under the Health Center under the Cao Bang Department of Health, according to the new model , the whole province currently has 56 commune and ward health stations and 116 health points . In order to perfect the staff, ensure the smooth operation of the health station after the reorganization . At the Conference, the leaders of the Department of Health handed over the decision to the officials who were mobilized, seconded, assigned to manage and operate the new commune and ward health stations.

Director of the Department of Health Nong Tuan Phong spoke at the Conference on implementing the Decision on mobilizing, seconding, and assigning officials to manage and operate new commune and ward health stations.

Sending congratulations to the trusted officials , entrusted with new responsibilities, Director of the Department of Health Nong Tuan Phong emphasized that the consolidation of the grassroots health apparatus is a revolutionary turning point , an important political task, aiming to streamline the apparatus and improve the quality of primary health care for people after the administrative unit is reorganized. He commented that the initial stage after the merger will have many difficulties, requiring top priority to stabilize the organization, quickly build a united collective, clearly assign tasks to put the unit into effective operation; ensure smooth operation of professional work, not let the merger interrupt the task of taking care of people's health, from medical examination and treatment, epidemic prevention to national target programs. At the same time , promote the role of the leader, as the nucleus of gathering, as an example of medical ethics and responsibility, always putting people's health first; Manage assets, finances, and assigned equipment effectively to avoid waste.

Next, the Conference thoroughly grasped the content of Plan No. 500-KH/TU dated July 22, 2025 of the Cao Bang Provincial Party Committee to implement Conclusion No. 149-KL/TW dated April 10, 2025 of the Politburo on promoting the implementation of Resolution No. 21-NQ/TW of the 6th Conference of the 12th Party Central Committee on population work in the new situation. Accordingly, to effectively implement population work in the new situation, units and localities continue to strengthen the Party's leadership, shifting the focus of policy from family planning to population and development. This work is considered a strategic, top task, requiring innovation in leadership thinking at all levels and integrating population factors into all strategies and plans for socio -economic development. At the same time, the province promotes propaganda and mobilization work, taking advantage of digital media to raise awareness and change people's behavior. Solutions are being implemented synchronously to maintain a stable replacement fertility rate, control the gender imbalance at birth, improve the quality of health care for the elderly to adapt to population aging, and effectively utilize the " golden population " structure through job creation and vocational training programs. To achieve these goals, the province focuses on strengthening the population service delivery network, ensuring resources for disadvantaged areas, improving the capacity of population staff, and at the same time preparing conditions for implementing the National Target Program for the period 2026 - 2035 and effectively using the national population database to serve policy making.

On this occasion, the Department of Health responded to a number of problems in the process of reorganizing the Health Stations and Health Points regarding the re-issuance of operating licenses for medical examination and treatment facilities, vaccination, drug supply and dispensing, staff organization, handling of old bid packages and assets of the unit , etc.
