The National Center for Hydro-Meteorological Forecasting said that at 1 a.m. on October 19, the center of storm Fengshen was located at about 13.7 degrees north latitude and 122.7 degrees east longitude, in the eastern part of the central Philippines. The area near the center of the storm is strong, with winds reaching level 8, equivalent to speeds of 62 - 74 km/h, gusting to level 10. Storm Fengshen is moving west-northwest at a speed of about 20 km/h. It is forecast that this afternoon and evening, storm Fengshen will enter the East Sea and will be the 12th storm this year.

Due to the influence of storm Fengshen, the eastern sea area of the northern East Sea has winds gradually increasing to level 6 - 7. The area near the storm center has strong winds of level 8 - 9, gusting to level 11, waves 2.5 - 5.0 m high. The sea is very rough.
During October 20-22, the northern East Sea (including Hoang Sa special zone) is likely to be affected by strong winds of level 10-11, gusting to level 13. All vessels operating in the danger zone are likely to be affected by storms, whirlwinds, strong winds and big waves.

Due to the influence of cold air, today the northeastern region will have rain, scattered showers and thunderstorms in some places. From the night of October 20, the weather in the North and Thanh Hoa will turn cold at night and morning, and cold in the mountainous areas.
The lowest temperature during the cold air wave in the Northern Delta and Thanh Hoa is commonly 19 - 21°C, in mountainous and midland areas 17 - 19°C, in high mountainous areas below 16°C in some places.

Due to the influence of cold air combined with the circulation of storm Fengshen (storm No. 12), during the day and night of October 19, the northern East Sea will have strong northeast winds of level 6, gusts of level 7-8, rough seas; especially the eastern sea will have winds gradually increasing to level 6-7, near the center of the storm strong winds of level 8, gusts of level 10, rough seas, waves 2.5-5 m high. It is forecasted that from this evening and tonight, October 19, the Gulf of Tonkin will have strong northeast winds of level 6, gusts of level 7-8, rough seas, waves 1.5-3 m high./.
