Faced with the need to innovate the university and vocational education system and streamline the management apparatus, many localities across the country are developing plans to merge and reorganize the network of public universities, colleges and intermediate schools, aiming to improve operational efficiency and training quality.
Ho Chi Minh City rearranges more than 30 training facilities
In Ho Chi Minh City, the Department of Education and Training has completed a plan to reorganize the vocational education network. According to the draft, Pham Ngoc Thach University of Medicine and Thu Dau Mot University will remain, while Saigon University will take over Ba Ria-Vung Tau Pedagogical College to reorganize the training model.
For the secondary sector, the city plans to abolish affiliated public secondary schools, merge or upgrade them into colleges. After the reorganization, the number of colleges and secondary schools will be reduced from more than 30 to 19. The city also plans to establish two new facilities: Saigontourist College of Tourism and Hotel (upgraded from Saigontourist College of Tourism and Hotel) and Ho Chi Minh City College of High-Tech Agriculture (merged from three existing agricultural training units).
Thanh Hoa, Ha Tinh, Ca Mau promote merger of public schools
Thanh Hoa province has submitted a project to reorganize the network of public educational institutions, including the proposal to merge Thanh Hoa University of Culture - Sports - Tourism into Hong Duc University, forming a multi-disciplinary university.
In the college sector, Thanh Hoa plans to maintain the Agricultural College and the Medical College; merge Thanh Hoa Industrial College with Nghi Son Vocational College; merge Bim Son and Thanh Hoa Technical Vocational Colleges into this system; and at the same time convert Thach Thanh and Nga Son Vocational Colleges into vocational secondary schools.

In Ha Tinh, the province is considering the option of making Ha Tinh University a member of Hanoi National University or restructuring it under the direction of the Ministry of Education and Training. Along with that, the system of eight vocational education and continuing education centers and five vocational schools will be maintained to meet on-site training needs.
In the Mekong Delta region, Ca Mau province proposed to maintain Bac Lieu University and merge colleges and intermediate schools with the same training fields. Specifically, Ca Mau Medical College will merge with Bac Lieu Medical College; Ca Mau Vietnam - Korea Vocational College will merge with Bac Lieu Vocational College; and Ca Mau Community College will merge with Bac Lieu College of Economics and Technology.
Phu Tho and Ninh Binh move towards streamlining and specialization
In the Northern region, Phu Tho province is proposing a plan to merge Hoa Binh Pedagogical College into Hung Vuong University; Hoa Binh Medical College into Phu Tho Medical College, moving towards establishing a University of Medicine and Pharmacy in the period 2026 - 2030.
In addition, Vinh Phuc College will be reorganized in the direction of specialization: the medical majors will be transferred to Phu Tho Medical College, the pedagogical majors will be transferred to Hung Vuong University, and the rest will be merged into Vinh Phuc Technical College. Three schools in Hoa Binh, including the College of Economics - Technology, the College of Economics - Technology, and Song Da Vocational College, will be merged into Hoa Binh Vocational College, aiming to build a regional-scale vocational training center.
The Ministry of Health and the Ministry of Education and Training develop a comprehensive project.
Together with localities, the Ministry of Health is presenting a plan to reorganize the system of public service units in the sector. Some hospitals will be converted into practice hospitals for medical universities, such as Central Hospital 71, Central Nursing and Rehabilitation Hospital, and Da Nang Orthopedic and Rehabilitation Hospital.
The medical training block will also be streamlined: Hai Phong University of Medicine and Pharmacy will receive Hai Duong University of Medical Technology, and Hai Duong Central College of Pharmacy will merge into Hanoi University of Pharmacy.
On the part of the Ministry of Education and Training, the Ministry is currently developing a comprehensive project to reorganize the higher education system, including studying the transfer of a number of universities to local management. The project is expected to be submitted to the Prime Minister for consideration in 2026.
The merger and restructuring of universities, colleges and secondary schools is considered a strategic step to improve the quality of education, streamline the apparatus, avoid duplication of training and use public resources more effectively. However, experts emphasize that this process needs to be implemented carefully, synchronously and with a specific roadmap, ensuring the legitimate rights of learners and lecturers.
