According to the representative of the Department of Cyber Security and High-Tech Crime Prevention, Lao Cai Provincial Police, in 2025, a particularly dangerous crime trend is emerging: "online kidnapping". The criminals mainly target students - those who lack life skills and are vulnerable to psychological manipulation.

“Online kidnapping” is a new tactic, when bad guys take advantage of technology to control the psychology of victims, forcing them to cut off contact with their families to extort money or even serve the purpose of human trafficking. Recorded cases have caused financial losses of up to billions of dong, along with serious psychological trauma for victims and their relatives.

The “Not Alone” campaign was initiated by the Digital Trust Alliance, under the auspices of the United Nations Office on Drugs and Crime (UNODC), the United Nations Children's Fund (UNICEF), the Ministry of Public Security , the Ministry of Education and Training, the Ministry of Health and coordinated by the Department of Cyber Security and High-Tech Crime Prevention (Ministry of Public Security), the National Cyber Security Association, and the Hanoi People's Committee.

The "Not Alone" campaign with the message of staying safe online together, aims to mobilize the community's strength to join hands to protect children and teenagers from acts of seduction, manipulation, fraud and "online kidnapping"

The campaign is being deployed nationwide, targeting 12 million young people (12-24 years old), expanding its reach to 22 million students and millions of parents and teachers - who are considered the "first shield" in protecting children from cyber dangers.

Through the campaign, the Digital Trust Alliance hopes that every citizen, family, school, organization, and business will join hands to protect children and adolescents, aiming to build a cohesive community so that no one is alone on the journey to build a safe digital environment.
