Ho Chi Minh City aims to become the leading vocational training center in ASEAN.

According to the draft Guidelines for implementing tasks for the 2025-2026 school year for vocational education (VET) of the Department of Education and Training of Ho Chi Minh City, the city sets out the orientation for VET development to 2030 and a vision to 2045 with specific goals.

Towards a vocational education system with regional and international competitiveness

According to the orientation of Ho Chi Minh City, the goal by 2030 is that the Ho Chi Minh City vocational education system will strive to meet the national demand for skilled human resources, proactively participating in the national human resource training market; in which some occupations can approach the level of ASEAN-4 countries.

By 2045, the city's vocational education will meet the demand for highly skilled human resources. Ho Chi Minh City aims to become a leading locality in vocational education development in the country and the ASEAN region, catching up with the world 's advanced level, with outstanding competitiveness in a number of training fields, industries and occupations.

Specific targets are also clearly established by Ho Chi Minh City:

  • Attract 45-50% of junior high and high school graduates into the vocational education system; female students make up over 35% of the total new enrollment target.
  • About 60% of the workforce is retrained and regularly trained.
  • About 70% of vocational training facilities meet quality accreditation standards; there are about 10 high-quality schools.
  • 100% of teachers meet standards; 100% of managers are trained and developed to improve modern management and administration skills.
  • 100% of training industries and occupations are built and updated with output standards according to the national qualification framework.

This is a step affirming Ho Chi Minh City's determination in building high-quality human resources to meet the requirements of socio -economic development in the context of the 4.0 industrial revolution and deep international integration.

8 key areas of human resource development

According to the orientation to 2030, Ho Chi Minh City identifies 8 key areas for human resource development after vocational training until 2025, with a vision to 2030.

8 fields include: information technology - communication, mechanics - automobile, mechatronics - automation, accounting - finance - banking - business administration, logistics, health care, tourism , construction - environment - urban.

Specifically, the occupations in 8 fields are as follows:
