Northern provinces are experiencing the first cold spell of the season, with temperatures in mountainous areas dropping below 16 degrees Celsius in some places.

In the evening and night of October 19, cold air will affect the Northeast region and will be strengthened more strongly on October 20-22, expanding to the North Central region and some places in the Northwest and Central Central regions. This cold air mass combined with the circulation of storm Fengshen, causing heavy rain, strong winds, risk of flooding, flash floods and landslides in many places.

According to the National Center for Hydro-Meteorological Forecasting, as of today (October 19th), the cold front is approaching the northern border of Vietnam. It is forecast that the cold front will have a weak impact on the weather in the Northeast of Northern Vietnam on the evening and night of October 19th; from October 20th to 22nd, the cold front will intensify, affecting other areas in the Northeast and North Central regions, and subsequently some areas in the Northwest and Central Central regions. Inland winds will shift to the Northeast at level 2-3, and level 3-4 in coastal areas.

The lowest temperatures during this cold spell in the Northern delta and Thanh Hoa will generally be 19-21 degrees Celsius, in the mountainous and midland areas of the Northern region 17-19 degrees Celsius, and in some high mountainous areas below 16 degrees Celsius.

The Hanoi area will experience scattered showers and thunderstorms. From the night of October 20th, the nights and mornings will be cold. The lowest temperatures during this cold spell will generally be 19-21 degrees Celsius.

Due to the influence of a cold front combined with the circulation of Typhoon Fengshen, the northern South China Sea is experiencing strong northeasterly winds of force 6, gusting to force 7-8, with rough seas; particularly in the eastern part of the sea, winds are strong at force 6-7, near the center of the typhoon at force 8-10, gusting to force 12, with very rough seas and waves 2.0-6.0m high. From early morning and throughout October 20th, the Gulf of Tonkin will experience increasingly strong northeasterly winds of force 6, gusting to force 7-8, with rough seas and waves 2.0-4.0m high.

Due to the influence of a cold front combined with disturbances in the upper easterly wind zone, on the night of October 19th, the area from Nghe An to Quang Ngai will experience moderate to heavy rain and thunderstorms, with very heavy rain in some localized areas; from October 20th onwards, there will be rain, moderate rain and thunderstorms, with heavy rain in some localized areas.

Thunderstorms accompanied by tornadoes, lightning, hail, and strong winds can affect agricultural production, cause trees to fall, damage houses, transportation infrastructure, and other facilities.

Heavy rainfall is likely to cause flooding in low-lying areas; flash floods on small rivers and streams, and landslides on slopes; and heavy rainfall over a short period of time may cause flooding in urban and industrial areas. Strong winds and gusts, and large waves at sea may affect the operation of ships and other activities.
