More than 12km of dike collapsed, Bac Ninh province declared an emergency situation

Storm No. 11 caused prolonged heavy rain, causing many dikes in Bac Ninh to collapse and erode; the province declared an emergency with 27 dike incidents, totaling more than 12km in length.

The Chairman of the People's Committee of Bac Ninh province has just issued a decision to declare an emergency situation for 27 dike incident caused by the influence of storm circulation number 11.

According to the decision, the incidents have a total length of more than 12.8km, located on important dike routes including: left Thuong, right Thuong, left Cau, right Cau, right Ca Lo and many other dike routes in the province.

The Cau River dike through Xuan Cam commune appeared to have a bubbling vein at noon on October 9.

On the left dike of Cau (section K2+00 – K54+050) through Hop Thinh, Xuan Cam communes, Van Ha ward, there were phenomena of efflorescence, seepage, landslides, Duong Duc pumping station (My Thai commune) was flooded. The right dike of Cau at Boi Dau Han (Kinh Bac ward) also recorded dike overflow

The Thuong Huu route (K0+00 – K35+045) through the communes and wards of Phuc Hoa, Tan Yen, Da Mai, and Tien Phong has overflows, efflorescence, and landslides on the dike slope; the section K2+600 – K16+530 through My Thai, Tan Tien, and Bac Giang has seepage on the dike slope and toe.

Some dike lines in Tan Tien, Duc Tho, Tan Lieu, Phu Khe, My Ha, Tien Luc, Dao My, Nghia Hoa, Nghia Hung, Duong Duc, Lang Son... also overflowed and seriously eroded. In Tam Giang commune, the K13+200 - K13+500 section had local overflows, leaks, and seepage along the entire line.

Thousands of people in Tam Giang commune, Bac Ninh participated in building dikes to prevent overflow.

Storm No. 11's circulation caused prolonged heavy rain and especially large floods on rivers, threatening the dike system in many places, threatening the safety of residents, urban areas, industrial zones and traffic infrastructure.

Faced with that situation, the Chairman of the People's Committee of Bac Ninh province requested relevant localities to organize response according to the "4 on-site" motto, mobilize human resources, materials, and means to reinforce and handle incidents promptly.

For level I-III dykes, it is required to raise the dyke body, build a reverse filter layer at the extrusion location, fill in the landslide and cover the cracks. The treated culverts and embankments must continue to be closely monitored.

Bac Ninh province assigned the Department of Construction, the Military Command, and the Provincial Police to coordinate technical support for the locality; the temporary funding source is drawn from the province's Natural Disaster Prevention Fund. In the long term, the functional sectors will survey, evaluate, and propose solutions to stabilize and ensure the safety of the dike and irrigation system.
